Nguyen Sinh Sac Street, Cua Nam Ward and Thang Long Street, Nghi Kim Commune are the two western and northern gateways of Vinh City. The two main roads are part of National Highway 46 and National Highway 1A. Every day, the density of people and vehicles participating in traffic is very high.

Along these two routes, dozens of households have placed bread carts in rows on the sidewalks and drainage ditches, even extending them to the edge of the road to invite and attract customers.

The situation of these bread cabinets causing disorder in traffic safety and urban beauty has been going on for many years, but has not been completely resolved by the functional sectors and government.

The sidewalk of Nguyen Sinh Sac Street (National Highway 46) from the western foot of the railway overpass to the intersection with Nguyen Sieu Street is about 800 meters long, but there are nearly 10 households specializing in bread business. Although the households have shops, they still put mobile bread cabinets across the sidewalk, blocking the way for pedestrians and blocking the view of drivers participating in traffic on the route.

“The bread cabinet they pulled out took up the entire sidewalk. Every time I walk through this section of the street, I often have to go down to the street because there is no more space on the sidewalk,” complained Ms. Nguyen Thi Hanh in block 12, Cua Nam ward.

Thang Long Street (National Highway 1A) passing through Nghi Kim commune also has dozens of mobile bread stalls displayed on the drainage ditch right next to the roadside, blocking the view and causing traffic congestion.

“If everyone leaves their products on the side of the road, I have to bring them here. If they bring them out and I leave them inside, I can’t sell them. When the urban order team comes to clean them up, everyone brings them inside,” said Ms. Nguyen Thi Nguyet in Hamlet 13B, Nghi Kim Commune, a bread business owner on this road.

According to Mr. Nguyen Van Khiem - Chairman of Nghi Kim Commune People's Committee, the commune has mobilized many times to clear the area. However, the mobile bread cabinets are very difficult to handle because when the authorities arrive, they move the food inside. This time, the commune is determined to send cadres to stay close to the area to restore order. Currently, the commune is focusing on propaganda, mobilization, and organizing meetings to inform households...".
