Report to the Politburo on salary and allowance adjustments and job position framework
The Ministry of Home Affairs advised the Government Party Committee to submit to the Politburo in September a proposal to adjust three groups of allowances and complete the job position framework, linked to the arrangement of the organizational apparatus.
On the morning of September 6, at the regular August Government meeting, Minister of Home Affairs Pham Thi Thanh Tra requested ministries and branches to focus on removing difficulties and ensuring the effectiveness of the two-level local government model.
Ministries and ministerial-level agencies need to urgently supplement and adjust the institutional system to meet the requirements of operating two-level local governments in each field.
The Minister also pointed out the lack of consistency and synchronization in the reporting data of ministries and branches on the implementation of decentralization and delegation of power, leading to data discrepancies. The Ministry of Home Affairs proposed that the First Deputy Prime Minister chair a meeting with all ministries to review and unify the data before reporting to the Politburo.

Another major issue that must be reported to the Politburo this September is the adjustment of salaries and allowances. Accordingly, the Ministry of Home Affairs proposed to adjust three groups of allowances associated with the organization, administrative units and operation of two-level local governments. These are leadership position allowances; regional allowances; and special allowances.
Regarding the adjustment of the basic salary, the Minister said that it is necessary to summarize Resolution 27 on salary policy reform, from which to calculate a long-term strategy for salary reform.
Another content that needs to be reported to the Politburo is the review and completion of job positions. Currently, the job position system has changed a lot compared to before. Although we had a job position framework before, it now needs to be adjusted accordingly.
The Ministry of Home Affairs has sent documents to ministries and branches and requested coordination in reviewing and synthesizing to soon report to the Politburo, as a basis for determining the staffing of each ministry, ministerial-level agency, government agency and local government. This is a very big and difficult issue, requiring close coordination for effective implementation.
Resolving the regime for officials to quit their jobs according to Decree 178
Minister Pham Thi Thanh Tra requested ministries and sectors to focus on removing obstacles in handling administrative procedures, especially in the fields of land, investment and construction. Training and guidance should be enhanced to help localities effectively implement decentralization, delegation of authority and assignment of authority, avoiding confusion and delay.
In particular, it is necessary to completely resolve the regime and policies for cadres, civil servants and public employees who quit their jobs according to Decree 178.
To date, of the total of more than 106,000 cases of unemployment under this policy, nearly 80,000 people have received payment. The Ministry of Home Affairs requested the Ministry of Finance, ministries, branches and localities to focus on coordinating to completely handle the remaining cases, ensuring speed and transparency.
Minister Pham Thi Thanh Tra noted that although many ministries and sectors have paid attention and accompanied localities, there are still some ministries that have not been really close.
The Minister suggested that ministries assign a Deputy Minister to be directly in charge and monitor the situation to promptly resolve difficulties for the grassroots. At the same time, local authorities must also promote more proactive, flexible and dynamic activities in the operation process, avoiding a passive mentality and waiting for instructions from the Central Government.
To ensure progress, the Ministry of Home Affairs proposed that the Prime Minister chair a meeting to discuss and agree on four major contents before reporting to the Politburo: Decentralization, delegation of power and assignment of authority after 2 months of implementation; evaluation of cadres and civil servants according to the provisions of the Law on Cadres and Civil Servants, at the same time reviewing, classifying and determining standards for administrative units and urban standards; job position framework; adjusting salaries and allowances for organizational arrangement.
The Minister said that these are all important issues that need to be reported to the Politburo this month.
