"The preliminary report will publish factual information based on data available to the Dutch Flight Safety Board DSB," the agency said in a statement.
Flight MH17 from Amsterdam to Kuala Lumpur was shot down over eastern Ukraine on July 17, killing all 298 passengers and crew.
According to the DSB, this is only a preliminary report. The full report will take a year to complete and will be published in the summer of 2015.
A DSB spokesman said the agency still plans to send more experts to Ukraine to conduct the investigation, as soon as the crash site is safe. Experts want to collect more data on the ground as well as from the plane's debris.
Currently, the crime scene investigation is being disrupted due to the impact of clashes between the Ukrainian army and separatist forces.
Investigators said they have worked closely with the International Civil Aviation Organization (ICAO) to produce reports on this tragic accident./.
