The report on the implementation results of some opinions and recommendations of voters of the Provincial People's Committee presented by Comrade Dinh Thi Le Thanh - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee clarified the content of each specific issue proposed by voters; implemented the issues promised in the question and answer session at the previous session (10th session) and implemented the recommendations of the monitoring and survey delegations of the Standing Committee and Committees of the Provincial People's Council to the Provincial People's Committee.
Regarding the voters' recommendations related to the reception of power grid infrastructure in agricultural and forestry areas, youth volunteer teams and residents living in these areas to reduce the price of electricity for people, the Provincial People's Committee has assigned and the Department of Industry and Trade is conducting a survey and statistics on the number of households that are having to buy electricity through transformer stations of companies, factories, farms, and Youth Volunteer Teams to sell electricity in accordance with State regulations, ensuring equal rights for people compared to the general level in other areas. Up to now, households in Youth Volunteer Team 2, Thanh Chuong district have been sold electricity at home by the electricity industry and charged prices in accordance with the general regulations of the State.
Regarding the issue of voters' recommendations for the province to strengthen strict management of units supplying seeds for production, managing the fertilizer and pesticide market, the report shows that in 2013 and early 2014, at the beginning of each production season, the Provincial People's Committee assigned the Department of Agriculture and Rural Development to establish inspection teams with the district level to inspect, detect and handle violations in the business of plant seeds, fertilizers and pesticides. The Provincial People's Committee also issued a document urging the district People's Committees to strengthen inspection and handling related to this field. At the same time, the Department of Crop Production, Ministry of Agriculture and Rural Development also conducted inspections in the province and did not detect any batch of poor quality seeds. Regarding fertilizer trading, no unit was found to be trading in poor quality products. Regarding pesticides alone, dozens of inspections were organized at 962 establishments trading in pesticides. The inspection discovered 415 establishments in violation, of which 132 establishments without licenses were suspended from business; 117 kg of drugs were temporarily seized, 26 establishments were administratively handled and fined; 257 establishments were required to correct their violations.
Responding to voters' opinions reflecting the increasing trend of farmers abandoning their fields, the representative of the Provincial People's Committee, comrade Dinh Thi Le Thanh reported: In the summer-autumn and winter-spring crops of 2013, farmers abandoned and returned nearly 1,265 hectares of fields, concentrated in 7 localities. The abandonment of fields in localities was mainly one crop per year and focused on causes such as labor shortage, unstable production, and low efficiency. Therefore, the abandonment of fields has not had a negative impact on people's lives because farmers only abandoned one crop per year and still produced the spring crop to ensure food. For the areas where farmers returned their fields, it was mainly because workers switched to other more efficient occupations or were past working age. It can be said that this is an inevitable trend and also an opportunity to accumulate land, forming concentrated, large-scale commodity production areas.

At the end of the working session this morning, the Provincial People's Council divided into 8 groups and directed the discussion on the socio-economic situation in the first 6 months of the year, tasks and solutions for the last 6 months of 2014; reports and draft resolutions as well as solving the arising issues. The Provincial People's Council also carried out personnel work under the authority of the Provincial People's Council; the Provincial People's Council passed a resolution to dismiss Mr. Nguyen Sy Hoi - former Commander of the Provincial Military Command from the position of Member of the Provincial People's Committee, who took on a new assignment at the Military Region 4 Command.
