Monitoring report on anti-smuggling and trade fraud
(Baonghean.vn) - On the morning of October 8, the Provincial People's Council's Legal Committee met to listen to a report on the results of monitoring the fight against smuggling and trade fraud.
Comrade Nguyen Huu Lam - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee, Head of the Provincial People's Council's Legal Committee chaired the meeting. Also attending were Comrade Nguyen Xuan Son - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council and representatives of relevant departments and branches.

From 2011 to now, although it is no longer a hot spot for smuggling, counterfeit goods and trade fraud, Nghe An is still a potentially complicated area. Therefore, in addition to leadership, direction, propaganda, and organizational consolidation and coordination measures, from 2011 to August 2013, the entire industry inspected 38,543 cases, handled 21,401 cases, and collected fines totaling over VND525 billion; of which over 5,000 cases of banned and smuggled goods were handled, with fines of nearly VND135 billion, 6,785 cases of trade fraud were handled, with administrative fines of VND68.28 billion; 683 cases of counterfeit and poor-quality goods and intellectual property rights violations were handled, with fines of VND4.13 billion; 8,598 other violations in the business sector were handled...
In addition to the advantages and achievements, through monitoring, the Legal Committee of the Provincial People's Council has pointed out a number of limitations and shortcomings such as: low quality of reporting; poor grasp of the area, business subjects and market developments in some places; coordination activities of Steering Committee 127 are still formal; implementation of the market inspection and control plan is sometimes slow, not closely following the assigned plan content; some civil servants have low awareness of law compliance and public ethics, and are prosecuted for violations of the law; the situation of counterfeit and poor quality goods is still widespread, affecting the psychology and health of consumers...
Based on the advantages, disadvantages and limitations, representatives of the departments and branches made statements pointing out the causes and proposed a number of recommendations for competent authorities to consider and find solutions. Concluding the working session, comrade Nguyen Huu Lam acknowledged the departments, branches and related units for creating favorable conditions for the monitoring team to work effectively, agreeing with the explanations and proposals of a number of branches on the causes of limitations and shortcomings pointed out through the monitoring. The Board will receive and synthesize additional comments from the branches to issue a notice in the coming time.
Along with listening to and commenting on the monitoring report, the Legal Committee also approved the third quarter performance results and set out key tasks for the fourth quarter of 2013.
