Nghe An Provincial People's Committee would like to report on the incident at sea of ​​fishing boat NA-90249-TS of fishermen from An Hoa commune, Quynh Luu district and initial rescue work as follows:

I. Development:

According to report No. 516/BC-KTBVNL-QLTC of Nghe An Sub-Department of Aquatic Resources Protection; at 23:00 on November 27, 2013, received notice from An Hoa Commune People's Committee and Quynh Luu District Agriculture Department about information about a fishing boat in distress with coordinates 18⁰47^'N and 107⁰07^'E. The fishing boat of Mr. Nguyen Van Tri, residing in Tan An hamlet, An Hoa commune, Quynh Luu district, Nghe An province, with registration number: NA-90249-TS, main engine capacity 380CV, with 10 crew members on board, sent out a distress signal. But after a while, no contact could be made with the boat. The initial cause was determined to be that part of the net fell into the sea, causing the boat to tilt, and encountering strong Northeast monsoon winds of level 7 and gusts of level 9, the boat capsized and sank.

II. Search and rescue direction:

After receiving the information, Nghe An Provincial People's Committee assigned comrade Dinh Viet Hong, Vice Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue to directly direct the search and rescue work.

The People's Committee of Nghe An province and the Steering Committee for Flood and Storm Prevention and Control of Nghe An province mobilized two rescue ships of the Provincial Border Guard Command in combination with two fishing boats of fishermen from An Hoa commune, Quynh Luu district to participate in the search. At the same time, the People's Committee of Nghe An province issued Official Letter No. 73/CV-PCLB dated November 28, 2013 requesting the Steering Committee for Flood and Storm Prevention and Control of Thanh Hoa, Ha Tinh and Quang Binh provinces to assist in rescuing the ship and the crew members in distress.

III. Initial search results.

As of 2:30 p.m. on November 29, 2013, the search team had reached the wrecked ship, and the bow of the ship was visible. A fishing boat of fishermen from Quang Binh province with license plate QB9228BS rescued two crew members at coordinates 18⁰15'55”N and 106⁰55^'E includes:

1. Mr. Ho Quynh Lai, born in 1978, Hong Phong hamlet, An Hoa commune, Quynh Luu district.

2. Mr. Ha, born in 1997, Quynh Long commune, Quynh Luu district.

The remaining crew members not found include:

1. Mr. Nguyen Van Tri, captain, born in 1982, Tan An hamlet, An Hoa commune, Quynh Luu district.

2. Mr. Nguyen Van Huynh, born in 1990, Tan An hamlet, An Hoa commune, Quynh Luu district.

3. Mr. Pham Thanh Ngoan, born in 1965, Quynh Nghia commune, Quynh Luu district.

4. Mr. Nguyen Van Hai, born in 1997, Tan An hamlet, An Hoa commune, Quynh Luu district.

5. Mr. Nguyen Van Khiem, born in 1997, Tan An hamlet, An Hoa commune, Quynh Luu district.

Currently, the search force is deploying a search team to the South, about 3 to 5 nautical miles from the coordinates of ship QB 9228BS, to search for the above crew members.
