Part One

SOCIO-ECONOMIC SITUATION IN THE FIRST 6 MONTHS OF 2015

Situation characteristics:Entering 2015, the world economy continues to recover. This is the final year of implementing the 5-year socio-economic development plan 2011-2015, the year of Party Congresses at all levels for the 2015-2020 term, towards the 12th National Congress with enthusiasm, determination to strive and compete vigorously. However, besides favorable conditions, there are many difficulties and challenges: complicated weather, prolonged heat causing widespread drought, extremely dangerous forest fires, low water levels in dams, rivers and streams; tornadoes and hailstorms causing damage in many localities; the situation of diseases in crops and livestock continues to be complicated; industrial production and the real estate market recover slowly; business activities still face many difficulties; prices of some essential goods such as gasoline, electricity, fertilizers, seeds, etc. increase, affecting production and people's lives.

In that situation, the whole province has made efforts to implement synchronously and effectively the solutions for direction and management. Therefore, the province's socio-economic situation in the first 6 months of 2015 achieved some remarkable results:

I. RESULTS ACHIEVED:

1. In the economic field:

a) The gross domestic product (GDP) growth rate in the first 6 months of the year is estimated at 6.51%/plan of 8-9%, higher than recent years (same period in 2012 was 5.02%, in 2013 was 5.42%, in 2014 was 6.37%) and higher than the national average (the whole country is 6.28%); in which, the agriculture, forestry and fishery sector increased by 4.31%, the industry - construction sector increased by 7.74% (industry alone increased by 9.07%), the service sector increased by 6.77%.

b) Agricultural, forestry and fishery production still maintained a stable growth rate. The total output of grain crops in the winter-spring crop is estimated at 762,240 tons, up 3.8% over the same period last year; in particular, although rice productivity and output decreased (yield equal to 95.48%, output equal to 97%), the income value per unit area increased by 10-15% over the previous year because rice varieties with high quality and economic value were grown on a large scale (accounting for 38.46% of the total cultivated area). The total herd of buffalo and cows is estimated at 708,456 (up 6.37%); the total herd of pigs is estimated at 948,283 (down 2.7%, but in mountainous districts it increased by 1.21%); the total herd of poultry is estimated at 17.723 million (up 5.9%) over the same period; In the first 6 months of the year, some diseases in livestock and poultry (such as: septicemia, blood parasites, diarrhea, etc.) occurred sporadically and on a small scale and were promptly handled, preventing them from spreading into large epidemics. The area of ​​newly planted concentrated forests is estimated at 6,023 hectares, an increase of 1.16%; timber output is estimated at 167,300 m3, up 10.07% over the same period. Total output of exploitation and aquaculture is estimated at 73,987 tons, up 6.35% over the same period.

Localities focused on directing the implementation of the 2015 new rural construction plan. By June 2015, the province had achieved an average of 11.7 criteria/commune, an increase of 0.4 criteria/commune compared to 2014; 3 more communes met new rural standards, bringing the number of communes meeting new rural standards to 36 (accounting for 8.35% of the total number of communes); in addition, 35 more communes had completed 19/19 criteria and were completing appraisal procedures to be recognized.

c) The industrial production development index is estimated to increase by 8.99% over the same period. Some industrial products increased quite well such as: fresh milk increased by 58.9%, draft beer increased by 21.2%, bottled beer increased by 13.74%, cement increased by 26.57%, granite tiles increased by 23.34%, construction stone increased by 18.22%, electricity production increased by 11.61%, commercial electricity increased by 5.75%...

d) The fields of trade, tourism, information and communication, transportation, finance and banking developed stably: total retail sales of goods were estimated at 19,789.19 billion VND, up 10.58%; export turnover was estimated at 197.28 million USD, up 7.17%; import turnover was estimated at 146.49 million USD, up 12.61% over the same period. Total number of tourists was estimated at 1.805 million, up 9%; tourism service revenue was estimated at 1,327 billion VND, up 26% over the same period. Transportation services met the needs of people for transporting goods and traveling, transportation revenue reached 3,226.65 billion VND, up 1.23% over the same period. The field of information and communication continued to develop well. As of June 30, 2015, mobilized capital in the area is estimated at 71,604 billion VND, an increase of 6.8%; total outstanding debt of credit institutions in the area is estimated at 116,217 billion VND, an increase of 6.1% compared to the beginning of the year (equivalent to the average increase of the whole country).

d) Total mobilized capital from the whole society is estimated at 19,753 billion VND, equal to 48.34% of the plan, up 13.64% over the same period. The volume of implemented construction investment from the state budget is about 1,156.9 billion VND, equal to 58.05% of the plan, the disbursement rate is estimated at 55.74% of the plan; the disbursement rate of government bond capital is estimated at 40.36% of the plan.

In the first 6 months of the year, a number of major projects were started, such as: Song Lam Cement Factory with a capacity of 4 million tons/year, Hoa Son tapioca starch processing factory with a capacity of 150 tons/day, raw water supply system for clean water factories in Vinh city, Tuan Loc Industrial Park, wharf No. 5, No. 6 Cua Lo Port, Ban Ang hydropower plant with an installed capacity of 17 MW with an expected electricity output of 68.51 million kWh/year, Hoa Sen Steel Plant in Hoang Mai town with a total investment of 5,000 billion VND; Inauguration of a number of important projects such as: Vinh Airport Passenger Terminal associated with the announcement of the planning of Vinh Airport to become an international airport, the National Highway 46 railway overpass project with National Highway 1A and the North-South railway (Quan Banh section), National Highway 1A section through Nghe An, etc.

e) Foreign affairs and investment promotion activities were carried out vigorously: Successfully organized the Meeting with Investors in the Spring of At Mui 2015; organized the first meeting with Nghe An people abroad to visit their hometown and celebrate At Mui spring, leaving a good impression and sentiment; organized the traditional Lunar New Year celebration with international friends; coordinated with the Ministry of Foreign Affairs to organize the Program "Meeting with Localities - Diplomatic Corps in 2015"; welcomed and worked with many key investment partners (such as: Sembcorp Group - Singapore, Becamex - Binh Duong, Ho Chi Minh City, Posco - Korea, Japan, Vingroup, Hoa Sen Group...). Actively urged and supported the implementation of procedures to speed up the progress of key investment projects in the province.

As of June 15, 2015, new investment certificates were granted and adjusted for 93 projects with a total registered investment capital of VND 27,885.05 billion; of which, new investment certificates were granted for 73 projects with a registered capital of VND 27,242.24 billion, and investment certificates were adjusted for 20 projects with a total increased capital of VND 642.81 billion.

f) Total budget revenue is estimated at VND 3,960.6 billion, equal to 48.4% of the estimate, up 13.7% over the same period; of which domestic revenue is VND 3,442 billion, equal to 50% of the estimate, up 17% over the same period. Budget expenditure is estimated at VND 8,284.6 billion, reaching 46.9% of the estimate.

2. In the field of culture and society

a) The speed of building national standard schools has increased rapidly compared to 2014. In the first 6 months of the year, 50 more schools were recognized as meeting the standards, bringing the total number of schools meeting national standards to 906, reaching a rate of 59.5%. There are 99 students achieving national excellent student status, ranking 3rd in the country; 01 student won a Gold Medal at the Asian Physics Olympiad, 01 student participated in the International Math Olympiad in 2015.

b) Control epidemics well; continue to maintain and develop new techniques in examination and treatment, such as: vascular intervention, open heart surgery, kidney transplant; strengthen measures to ensure health, food hygiene and safety; take care of population work and family planning.

c) Cultural and sports activities took place vigorously. Successfully organized the ceremony to honor Vi and Giam folk songs recognized by UNESCO as a representative intangible cultural heritage of humanity, the Vietnam Folk Song Festival in the North Central region, the 125th anniversary of President Ho Chi Minh's birthday, the National Sen Village Festival and the Central Ethnic Culture Festival in 2015. The mass sports movement developed strongly, high-performance sports continued to reap many successes.

d) Continue to implement research and application projects on science and technology; strengthen inspection and examination of standards, measurements, and product quality in production and circulation, contributing to protecting the interests of businesses and consumers; successfully organize a series of events to celebrate Vietnam Science and Technology Day and the 2014 Science and Technology Innovation Award Ceremony.

d) Vocational training, job creation, poverty reduction, and social security have been directed and paid attention to and achieved many remarkable results: In the first 6 months of the year, vocational training was recruited for 36,500 people (46.2% of the plan); new jobs were created for 19,200 people (52.6% of the plan), of which 6,400 people were exported (50.2% of the plan), the Project on job creation for workers in Nghe An province was issued, period 2015-2020; the Petroleum Vocational College (worth 200 billion VND) was taken over by the province for management; 4,915 tons of rice were promptly distributed to 110,078 households with 327,667 people during the Lunar New Year and the crop break in the first 4 months of 2015; Well implement the management and regular payment of benefits for over 80 thousand people with revolutionary contributions and 118 thousand social protection beneficiaries.

3.On state management and administrative reform

Actively direct the preparation of content and conditions for organizing Party Congresses at all levels for the 2015-2020 term in conjunction with the 5-year socio-economic development plan for 2016-2020; develop a draft political report to submit to the 18th Provincial Party Congress; continue to deploy tasks according to the Action Program to implement Resolution No. 26-NQ/TW of the Politburo; continue to implement Directive No. 17/CT-TU of the Provincial Party Standing Committee on strengthening discipline and administrative discipline in agencies and units in the province; promptly direct the implementation of the policy of streamlining the payroll according to Decree No. 108/2014/ND-CP dated November 20, 2014 of the Government in conjunction with the strict implementation of Directive No. 26-CT/TU dated December 16, 2014, Plan No. 182-KH/TU dated March 18, 2015 of the Provincial Party Standing Committee on rectifying the work of recruiting, using and managing civil servants, public employees and workers.

4. National defense and security are maintained, social order and safety are ensured.Deploying national defense and security tasks in 2015 from the province to the grassroots; completing the assignment and recruitment of soldiers in 2015 well. Focusing on directing the attacks and suppression of all types of crimes. Strengthening the propaganda, dissemination and education of the law, contributing to raising the awareness of law observance of the people, especially in remote areas. Directing the implementation of solutions to ensure traffic order and safety, especially in key areas. Performing well the work of receiving people; handling complaints and denunciations at a rate of 84.1%.

II. DIFFICULTIES, EXISTENCE

1.The economic growth rate in the first 6 months has not reached the set plan (estimated at 6.51%/plan of 8-9%). Tax debt is still high (by the end of April 2015, total tax debt was over 705 billion VND), social insurance debt was 198.9 billion VND. Business production and business activities of enterprises still face many difficulties, the number of newly registered enterprises decreased by 25.23%, registered capital decreased by 44.27% compared to the same period.

2.The weather is complicated (hot, tornadoes, hail), so the work of forest fire prevention and fighting, drought prevention, and livestock and poultry disease prevention faces many difficulties, many crop areas are damaged (tea area with burnt leaves is 1,964 ha, of which the area that cannot be restored is 647 ha; corn area with dried and burnt is 2,500 ha, of which the area that may have to be abandoned is 1,500 ha...). From the beginning of the year to June 25, 2015, there have been 16 forest fires, with a burnt forest area of ​​51.07 ha.

3.Industrial production continues to face many difficulties, some industrial products decreased compared to the same period such as: diameter decreased by 6.42%, standard bricks decreased by 6.18%, canned beer decreased by 3.69%. The situation of trading in fake and poor quality goods is still complicated.

4.The direction and organization of the construction of some key projects are still slow, such as: The project to develop medium-sized urban areas - Vinh urban sub-project, the project to restore and upgrade the irrigation system in North Nghe An, the 72m road project... The site clearance work of some projects is still stuck. The mobilization of capital for site clearance, implementation of key projects, and counterpart funds for ODA projects is facing many difficulties.

5.Administrative reform, especially administrative procedures, has improved but still fails to meet the needs of people and businesses. There are still cases of violations of Directive 17-CT/TU of the Provincial Party Committee Standing Committee on strengthening discipline and administrative order in agencies and units in the province.

6.The security situation, social order and safety are still complicated, some types of crime tend to increase, gambling, prostitution, and drug abuse are still common. Violations of traffic order and safety are still common. Illegal encroachment on land to build religious structures still occur. Some complicated cases have not been resolved yet, leading to mass complaints.

Part Two

KEY TASKS AND SOLUTIONSLAST 6 MONTHS OF 2015

To ensure the successful completion of the 2015 plan - the final year of implementing the 5-year socio-economic development plan 2011-2015, creating momentum for the new period 2016-2020, in the last 6 months of the year, it is necessary to focus on implementing well the following key tasks and solutions:

1.Strengthening direction, urging and inspection of the implementation of tasks in 2015 in all areas, striving to complete the targets of the Congress for the 2010-2015 term. Focusing on the work of Party Congresses at all levels in conjunction with the development of the 5-year socio-economic development plan for 2016-2020; continuing to pay attention and provide quality comments on the documents of the district-level Party Congresses. Launching a vibrant emulation movement to welcome Party Congresses at all levels. Adjusting the planning of sectors and localities to be consistent with the Master Plan for socio-economic development of Nghe An province to 2020 according to Decision No. 620/QD-TTg dated May 12, 2015 of the Prime Minister.

2.Proactively implement natural disaster prevention, search and rescue, forest fire and epidemic prevention; promote agricultural restructuring, support people in crop conversion; strengthen inspection to ensure the quality of input stages for production such as seeds, fertilizers, pesticides, etc. At the same time, promote the search for output markets for agricultural products. Strengthen the application of technical advances in agricultural production. Direct the drastic implementation of Decree No. 67/2014/ND-CP dated July 7, 2014 of the Government on fisheries development policy.

3.Promote the movement of the whole people to build new rural areas. Focus on mobilizing people's strength and socializing the movement to build new rural areas, mobilizing land donations for road construction and welfare works. Promote production development, build and replicate many effective economic models, encourage businesses to invest in agriculture and rural areas.

4.Developing industrial production, construction, removing difficulties for enterprises. Increasing investment attraction, actively implementing signed projects. Resolutely resolving procedures (land clearance, investment, land...) to ensure rapid implementation of investment attraction projects (such as: Hoa Sen Steel Factory in Hoang Mai town, Massan Animal Feed Processing Factory, Tan Ky Granite Factory, VSIP6, Tuan Loc Industrial Park, Wharf No. 5, 6 Cua Lo Port, Fertilizer Factory in Dong Hoi Industrial Park invested by Indian Economic Group, Dong Hoi Port, cement projects, Ngu Island tourism project, Cua Lo...). Actively mobilizing, promoting, calling for investment in new projects.

5.Focus on speeding up the implementation of projects, especially key projects such as: Project for developing medium-sized urban areas - Vinh urban sub-project, Ban Mong irrigation project, project for restoring and upgrading the Northern Nghe An irrigation system, 72m road (section of National Highway 1A - Xo Viet Nghe Tinh road), Tay Nghe An road project (connecting 3 districts: Ky Son, Tuong Duong, Que Phong), Chau Thon - Tan Xuan road, provincial road 535 (Vinh - Cua Hoi), road from Thai Hoa town to National Highway 1A to Dong Hoi, overpass system (National Highway 1 - North-South railway, provincial road 534 through Quan Hanh station, overpass connecting D4 road of Southeast Economic Zone),... Focus on directing the strict implementation of the Law on Public Investment, the Law on Construction, Directive 07/CT-TTg of the Prime Minister on strengthening measures to handle outstanding debts in basic construction of public investment capital.

6.Promote tourism and trade. Work with travel agencies, the General Department of Tourism, and transport companies to increase trips (air, road, rail, etc.), connect tourist routes (Vinh, Cua Lo, Nam Dan, Quy Chau, Yen Thanh, Con Cuong), attract many entertainment services to increase the number of tourists. Implement well the state management of the tourism sector.

7.Resolutely direct the work of budget collection and combat tax losses. Apply measures to urge debt collection and enforce tax debt to limit new debt arising. Strictly manage budget expenditures to ensure thrift practice and combat waste associated with strict implementation of Decision No. 365/QD-TTg dated March 17, 2015 of the Prime Minister promulgating the Government's overall program on thrift practice and combat waste in budget expenditures.

8.Taking care of cultural and social fields, ensuring good implementation of social security issues. Focusing on directing the good organization of the 2015 national high school exam; completing the enrollment work at all levels, checking, urging, speeding up the progress of building national standard schools, implementing the preparation work for the organization of the 9th National Phu Dong Sports Festival in Nghe An; transferring techniques from upper to lower levels to improve the quality of medical examination and treatment; promoting vocational training associated with job creation for workers; drastically implementing hunger eradication and poverty reduction programs, replicating the economic development model associated with hunger eradication and poverty reduction in the province.

9.Continue administrative reform, considering this a key task to attract investment, focusing on the grassroots, people and businesses. Improve the ethics of public service of cadres and civil servants. Resolutely fight against violations of the law. Enhance responsibility in receiving citizens and resolving complaints and denunciations. Focus on handling pressing issues reported by the press; strengthen dialogue with the people.

11.Timely disseminate and orient public opinion, create high consensus to promote the combined strength, strive to complete the socio-economic targets of 2015. Develop the socio-economic development plan and state budget estimate for 2016 in accordance with the spirit of Directive No. 11/CT-TTg dated May 29, 2015 of the Prime Minister to ensure progress and quality, and at the same time seek support and assistance from central ministries and branches to create favorable conditions and increase resources for development investment./.
