A. SOCIO-ECONOMIC SITUATION IN THE FIRST 6 MONTHS OF THE YEAR
The world economic situation in the first 6 months of 2013 was complicated, unstable and had many potential risks; domestic production and business of enterprises still faced many difficulties, negatively affecting the socio-economy.
In the province, the weather is unusual (cold, severe cold, hot, tornadoes...), the situation of diseases and pests is complicated; production and business of enterprises, especially industrial production, continue to face many difficulties, purchasing power has decreased sharply, inventories are high in some industries; people's lives face many difficulties.
With the efforts of the entire political system, business community and people, the province's socio-economic situation in the first 6 months of 2013 achieved the following results:
I. RESULTS ACHIEVED
1. On economic development
In difficult conditions, the economic growth rate in the first 6 months of 2013 is estimated at 5.42%/plan of 7-8% (same period in 2012 increased by 5.02%). Of which, agriculture - forestry - fishery increased by 4.33%; industry - construction increased by 2.36% (of which: industry alone increased by 5.44%, construction decreased by 2.5%); services increased by 8.35%.
Although the economic growth rate in the first 6 months of this year was higher than the same period last year (the same period in the first 6 months of 2012 increased by 5.02%), it was lower than the 6-month growth rate in recent years (the same period in the first 6 months of 2009 increased by 5.72%, the same period in the first 6 months of 2010 increased by 9.58%, and the same period in the first 6 months of 2011 increased by 11.15%).
2. Agricultural, forestry and fishery production
a) Cultivation: Agricultural production in the first 6 months of 2013 mainly focused on harvesting spring crops, and at the same time preparing the land and plowing to plant seedlings for summer-autumn production.
The total cultivated area of winter-spring crops in 2012-2013 is estimated at 229,454 hectares, up 1.3% over the same period.
Total output of grain crops in the 2012-2013 winter-spring crop is estimated at 735,988 tons, up 1.56% over the same period. Of which, spring rice yield is estimated at 62.7 quintals/ha, down 2.39 quintals/ha over the same period, rice output is estimated at 555,855 tons, down 3.73% over the same period; corn yield is estimated at 44.04 quintals/ha, up 16.61% over the same period, corn output is estimated at 180,133 tons, up 22.3% over the same period; peanut yield is estimated at 22.74 quintals/ha, up 2.74 quintals/ha over the same period, peanut output is estimated at 41,171 tons, up 10.61% over the same period.
b) Livestock: Up to now, the total herd of buffalo and cows in the province is estimated at 672,770 (of which the herd of buffalo is estimated at 294,585, the herd of cows is estimated at 378,185), down 1.67% over the same period;
Total pig herd is estimated at 1,038,792, up 0.07% over the same period;
Poultry flock reached 17,178,000 heads, up 6.42% over the same period.
In the first 6 months of 2013, there were some epidemics in livestock and poultry (such as bird flu, blue ear disease in pigs, etc.). The agricultural sector has coordinated with localities to focus on prevention, not allowing the epidemic to spread, limiting damage to farmers. Up to now, the whole province has completed the vaccination plan for the spring crop of 2013.
c) Forestry: The area of concentrated forest plantation increased by 2.86%, the work of zoning, protecting and caring for forests is always focused on.
In the first 6 months of the year, 644 cases of violations of the Law on Forest Protection were detected and handled, with fines of 3.2 billion VND, confiscated forest products and vehicles of 5.78 billion VND, and nearly 9 billion VND collected for the budget.
d) Aquaculture: Total output of exploitation and aquaculture in 6 months is estimated at 63,266 tons, up 7.31% over the same period, of which exploitation output is estimated at 44,483 tons, up 10.55%, aquaculture output is estimated at 18,783 tons, up 0.34%.
d) New rural construction: Up to now, the whole province has completed 100% of the approval of the New Rural Construction Project at the commune level.
Conduct preliminary review of the first phase of cement support for rural road construction and support for implementation and replication of production development models in new rural construction.
Developing cooperatives and agricultural farms associated with the new rural program in 2013.
Converting production models to apply scientific and technical advances to increase income.
Deploying 16 large-scale field models (rice, corn, peanuts) with an area of 643 hectares, preliminary assessment of the 2013 spring crop shows that productivity, quality, and efficiency increased by 10-15% compared to normal production.
Implement well the consolidation of land, plot exchange, land donation for rural traffic...
Up to now, the number of communes meeting the new rural criteria has increased significantly compared to 2012. There is 1 commune meeting 19/19 criteria (Son Thanh commune, Yen Thanh district), 1 commune meeting 16 criteria (Phuc Thanh commune, Yen Thanh district), 11 communes meeting over 15 criteria (an increase of 6 communes), 59 communes meeting 10-14 criteria (an increase of 6 communes), 272 communes meeting 5-9 criteria (an increase of 9 communes), 91 communes meeting 1-4 criteria (a decrease of 21 communes).
3. Industrial production
In the first 6 months of 2013, the average industrial production growth index increased by 5.45% over the same period, of which the mining industry decreased by 28.18%; the processing industry increased by 8.67% and the electricity and water production and distribution industry increased by 15.45%.
The reason for the slow increase in the industrial production index in the first 6 months of the year compared to the same period last year is that, in addition to the general difficulties of the whole country, in our province, the products of the mining industry have decreased sharply, especially tin ore has decreased a lot because the mine reserves have gradually depleted; there are no new breakthrough products, the input materials for construction production have all decreased (construction stone, burnt bricks, cement...) due to the decrease in capital for basic construction.
- Accumulated in the first 6 months of the year, some industrial products with increased prices compared to the same period in 2012 are: electricity production (up 47.67%), commercial electricity (up 2.85%), refined sugar (up 42.92%), bottled beer (up 25.35%), canned beer (up 8.37%), yarn (up 33.9%), knitted shirts (up 60.13%).
4. Service sector
- Commercial sector: Total retail sales of goods and social consumer service revenue in the first 6 months of 2013 is estimated at 24,265.2 billion VND, up 19.9% over the same period.
Export turnover of goods in the first 6 months of the year is estimated at 157.5 million USD, up 12.52% over the same period. Import value in the first 6 months of the year is estimated at 97.03 million USD, down 13.63% over the same period.
- Regarding market prices: Consumer price index (CPI) in June 2013 increased by 2.73% compared to December 2012.
- Tourism activities remained stable. Hotel and restaurant business continued to grow. Hotel revenue increased by 3.19%, restaurant revenue increased by 15.45% over the same period.
- Transportation activities well meet the needs of goods transportation and travel of residents, transportation revenue increased by 18.26% over the same period.
- The information and communication sector continues to grow. Total revenue of the Post, Telecommunications and Information Technology sector in the first 6 months is estimated at 1,938 billion VND, equal to 49.66% of the plan.
- Banking and finance sector: As of June 30, 2013, there were 34 commercial bank branches and 54 people's credit funds with mobilized capital in the area estimated at VND50,850 billion, an increase of 15.2% compared to the beginning of the year.
Total outstanding debt in the area is estimated at VND 85,250 billion, up 10.2% compared to the beginning of the year; of which, short-term debt is estimated to account for 47.8% of total outstanding debt, up 9% compared to the beginning of the year; medium and long-term loan balance accounts for 52.2% of total outstanding debt, up 11.4% compared to the beginning of the year.
Bad debt of credit institutions in the area is estimated at about 2,400 billion VND, accounting for 2.8% of total outstanding debt.
5. Implementation status of budget revenue and expenditure estimates
- Budget revenue in the first 6 months of 2013 reached 2,895.8 billion VND, equal to 51.6% of the estimate, up 19.6% over the same period.
Domestic revenue alone was VND 2,503.5 billion, equal to 51.3% of the estimate and increased by 18.1% over the same period.
- Budget expenditure in the first 6 months of the year was 6,664.5 billion VND, equal to 44.8% of the estimate. Of which, development investment expenditure reached 1,431 billion VND, equal to 54.86% of the estimate.
Regular expenditure is 5,151.2 billion VND, equal to 43.3% of the estimate.
6. On investment and construction, attracting investment and developing enterprises
- In the first 6 months of the year, the Provincial People's Committee focused on directing the implementation of basic construction investment projects and accelerating the recovery of advanced capital. Focusing on accelerating compensation and site clearance, especially for key projects in the province. The volume of capital for basic construction from the state budget and government bonds in the first 6 months of 2013 is estimated at 2,173 billion VND, equal to 56.2% of the plan, up 17.9% over the same period; the disbursement rate in the first 6 months reached 54.9% of the capital plan.
- Investment mobilization and attraction work continues to receive attention: As of June 30, 2013, investment certificates have been granted to 37 projects, including 34 domestic investment projects with a total registered investment capital of VND 4,271.8 billion and 3 FDI projects with a total registered capital of USD 10 million. Successfully organized the Investment Promotion Conference with Korean enterprises.
Completed inspection of 24 projects that were behind schedule and not implemented in the province; the interdisciplinary inspection team reported and recommended the Provincial People's Committee to withdraw 4 projects and delay the progress of 15 projects.
- Regarding business development: Accumulated to June 30, 2013, new business registration certificates were issued to 697 businesses, equal to 98.6% compared to the same period.
According to data from the first 6 months of 2013, the whole province had 586 enterprises closing their tax codes, nearly 1,200 enterprises that had stopped operating were in the process of closing their tax codes, had not declared, and had not submitted declarations for over 3 months, accounting for nearly 14% of the total number of enterprises; in addition, each month there were nearly 750 enterprises declaring taxes with tax declarations of 0, accounting for 10 - 15% of the total number of enterprises with value added tax declarations.
7. Cultural and social fields
a) Education - Training: Completed the school year program; high school graduation rate reached 96.8%, continuing education system reached 84.2%, the provincial average rate was 96% (the national average rate was 97%).
In the 2013 national excellent student exam results, Nghe An had 95 students winning prizes, ranking 2nd in the country. Won 1 Bronze Medal, 1 Certificate of Merit in the Asia-Pacific Physics Olympiad.
b) Health: In the province, the epidemic situation is stable, no major or recent epidemics have occurred, and epidemic factors are closely monitored. Medical examination, treatment, and food hygiene and safety have been significantly improved.
Diversify family planning services to reduce birth rate and improve population quality.
c) The fields of culture, information, physical education and sports continued to have changes, notably the organization of cultural activities, art performances, physical education and sports to welcome the New Year of the Snake;
Coordinate with the Institute of Culture and Arts to prepare a dossier to submit to UNESCO for recognition of Nghe An's Vi and Giam folk songs as a World Intangible Cultural Heritage;
Organizing activities to celebrate the 123rd birthday of President Ho Chi Minh and successfully organizing the 2013 Lotus Village Festival...
d) Scientific and technological activities are well implemented.
d) The work of hunger eradication, poverty reduction, job creation and social security issues has been directed with attention and achieved many positive results: The implementation of the poverty reduction program in the province has ensured progress. It is estimated that in the first 6 months of the year, it has decreased to 14.05%.
Organized a preliminary review of the work to help poor communes in the West; summarized the program to support poor households with housing.
In the first 6 months of 2013, jobs were created for 15,950 workers (of which 5,600 workers were exported), and vocational training was provided for 31,000 people.
Continue to promptly confirm and resolve regimes and policies for people with revolutionary contributions according to regulations, focusing on resolving regimes for people participating in the resistance war and their children infected with toxic chemicals.
Implement social welfare payments to beneficiaries.
8. State management and administrative reform
- Organize the summary of 10 years of implementing Conclusion 20-KL/T.TW of the Politburo, approved by relevant ministries and branches and approved by the Politburo in principle to issue a Resolution on socio-economic development of Nghe An to 2020. Organize the development of the Western region socio-economic development project, the Action Program to implement the economic restructuring project,...
- All levels and sectors conduct mid-term reviews and assessments of the implementation results of the Resolution of the 17th Provincial Party Congress and submit them to the Provincial Party Standing Committee and the Provincial Party Executive Committee.
- Established Hoang Mai Town; approved the project on organization, staff and payroll of the People's Council, People's Committee of Hoang Mai Town and Quynh Luu District. The provisional apparatus of the People's Committee of Hoang Mai Town came into operation from July 1, 2013.
- Implement the 2013 administrative reform plan; implement the one-stop, one-stop mechanism to solve work for people and businesses; apply information technology to management, direction, operation and public service implementation.
- Organize and implement the development of job position projects in agencies, organizations, institutions, and public service units under the Provincial People's Committee.
- Develop a plan to implement the campaign "Cadres and civil servants promote administrative procedure reform"... Urge the implementation of the Project to improve and enhance the provincial competitiveness index and the operating regulations of the province's one-stop-shop department.
9. National defense and security are maintained;Inspection work, handling of complaints and denunciations are given attention, the rate of complaints and denunciations resolved reaches 84% of the cases that arise. Corruption prevention work is basically well implemented.
II. LIMITATIONS, EXISTENCE
1.The economic growth rate in the first 6 months was lower than the set plan (estimated at 5.42%/MT 7-8%).
Production and business activities of enterprises continue to face many difficulties, affecting investment attraction. Many projects are delayed, stopped or delayed.
New business establishment is lower than the same period (697 businesses, equal to 98.58% of the same period); many businesses have to stop production and close tax codes.
Implementing a group of solutions to remove difficulties for businesses has not been much.
2.This spring crop, over 6,700 ha/11,000 ha of BC15 rice variety had empty grains, concentrated in Dien Chau, Yen Thanh, and Quynh Luu districts; This rice variety is quite sensitive to the weather, so some rice fields during the flowering stage encountered cold weather, accompanied by heavy rain, resulting in reduced productivity and output.
3.Industrial production development results were lower than planned. The average industrial development index for the first 6 months increased slowly (up 5.45% compared to the same period). Many products decreased compared to the same period (cement decreased by 14%, brick decreased by 11.8%, construction stone decreased by 15%, NPK decreased by 6.5%...).
4.Budget revenue results were low. Some revenue items were lower than the estimate as well as the same period, such as land use fee revenue reaching only 124.7 billion VND, equal to 23% of the estimate and down 44% over the same period.
Debt management and tax debt enforcement have not been very effective, with total tax debt of more than VND 823 billion, an increase of 13% over the same period.
The 2012 tax extension was carried out in 2013, but many businesses were unable to pay.
5.Site clearance, planning, investment preparation, state management of investment and bidding have revealed weaknesses. The progress of many construction projects is still slow.
Project settlement work completed in some departments, branches and districts is still slow.
Debt in basic construction due to lack of payment source is still large.
6.Administrative reform and state management still reveal many limitations and lack of synchronization.
Administrative skills and public ethics of a number of cadres, civil servants and public employees are still weak.
7.Some pressing social issues still exist such as:
- The progress of building national standard schools tends to slow down.
- Hospital overload.
- The birth rate of the third child or more is increasing.
- Solving policies for meritorious people is still lacking.
- Illegal mining (tin ore, construction stone, sand, river gravel...) still occurs in some localities.
- Environmental pollution in rural areas and at production and business establishments still occurs.
- Crime shows signs of increasing, drug trafficking is complicated, gambling and prostitution still occur frequently.
- Administrative boundary disputes, land encroachment and encroachment still occur (including in Tao Son commune, Anh Son district and Giang Son Tay, Do Luong district).
- Violations of the Law on Forest Protection have become complicated (typically in Quy Chau district).
- Traffic accidents are complicated, the number of cases and deaths increased compared to the same period last year.
B. TASKS AND SOLUTIONS FOR THE LAST 6 MONTHS OF 2013
It is forecasted that in the last 6 months of the year, the global economy will continue to have complicated developments, slow recovery and instability.
Domestically, the socio-economic situation still faces many difficulties, and the risk of macroeconomic instability remains latent.
In the province, natural disasters, epidemics, and weather are complicated.
To ensure the successful completion of the 2013 plan targets, and at the same time contribute to the implementation of the 5-year plan targets and the Resolution of the 17th Provincial Party Congress, in the last 6 months of 2013, it is necessary to focus on the following key contents:
1. Directing production of summer-autumn, summer-autumn and winter crops:
Do a good job of preventing and controlling diseases in crops and livestock; actively and proactively prevent and combat natural disasters, forest fires, floods and storms, search and rescue...
Focus on directing localities to implement the National Target Program on New Rural Development, focusing on investing in building rural infrastructure, eliminating hunger, reducing poverty, improving people's living standards, especially in remote areas, policy families, and ensuring social security.
2. Promote industrial production, especially the processing industry; implement measures to develop markets, consume products, and reduce inventories.
Strengthening the direction and implementation of production of key industrial products of the province.
Continue to remove difficulties and obstacles for businesses. Direct industrial production facilities to focus on maximizing production capacity.
Urgently put into operation a number of new facilities.
3. Developing service industries, focusing on promoting import and export activities;
Strengthen market management, control, price stabilization, strictly handle violations of smuggled, counterfeit and poor quality goods;
Implement directives from the Central Bank and the province to commercial banks and credit institutions in the area, ensuring that the province's banking activities grow healthily, safely and effectively.
4. Directing to accelerate the construction progress and disbursement of capital for basic construction investment, urging the recovery of advanced capital for basic construction investment. Speeding up the progress of settling investment capital for completed projects.
Check, review and adjust the 2013 construction plan. Speed up the progress and site clearance of projects, especially key projects.
Directing construction management and construction quality.
5. Continue to promote investment attraction, especially FDI capital investment. At the same time, focus on removing obstacles for businesses and projects that have attracted investment.
Strengthen foreign affairs.
6. Directing the implementation of the 2013 State financial and budget tasks according to Directive No. 09/CT-TTg dated May 24, 2013 of the Prime Minister.
Strengthening the management of state budget collection, focusing on preventing revenue loss, handling tax arrears, fighting tax fraud and exploiting new revenue sources, promoting the exploitation of land use revenue sources...
7. Implement well the fields of education, health, culture, information, sports, science and technology, focusing on directing the organization of entrance exams for the 2013-2014 school year to ensure safety and quality; strengthen direction on job creation, hunger eradication, poverty reduction, and social security.
8. Promote administrative reform; strengthen state management, especially in the fields of land, forest mineral resources, environment, payroll...
Immediately deploy major policies, guidelines and ideologies according to the Resolution of the Politburo (11th tenure) on the direction of socio-economic development of Nghe An to 2020.
9. Ensure national defense, security, and social order and safety. Strengthen traffic order and safety, especially during holidays.
Perform well the work of receiving citizens. Timely and legally resolve citizens' complaints and denunciations.
10. In addition to striving to complete the tasks set out in the 2013 Plan, all levels and sectors need to immediately organize and implement tasks for the entire term based on the analysis of each goal, target and task according to the Resolution of the 17th Provincial Party Congress and some new orientations in the coming time.
At the same time, concretize the plan, assign specific leaders and units to take charge of implementing tasks and solutions to achieve the goals and targets assigned by the Provincial Party Congress (term XVII) and the Provincial People's Council, and prepare well the Socio-Economic Development Plan and State Budget Estimate for 2014.
