First 6 months of 2011

I. Results achieved

1. GDP growth rate in the first 6 months of the year reached 11.60% (same period in 2010 reached 9.52%). The value of agricultural, forestry and fishery production increased by 5.56%/MT for the whole year 3.5-4%; the value of industrial and construction production increased by 23.83%/MT for the whole year 18-19.0% (industrial production value alone increased by 33.63%/MT for the whole year 19-20%); the value of service production increased by 8.79%/MT for the whole year 11-12%.
2. Although agricultural, forestry and fishery production faced many difficulties at the beginning of the year due to prolonged cold weather, it still maintained a stable growth rate. The spring rice crop was a bumper crop with a yield of 65.2 quintals/ha, an increase of 3.36 quintals/ha compared to the same spring rice crop in 2010; the rice output reached nearly 577,000 tons, an increase of 6.6% compared to the same spring rice crop in 2010. Industrial crops were cared for and pest control was focused on. In livestock farming, outbreaks were promptly controlled. Forest planting, care and protection continued to receive attention. Aquaculture and fisheries output increased quite well.
3. Industrial production gradually overcame difficulties and continued to achieve high growth. The value of industrial production in the first 6 months of the year increased by 33.63% over the same period. A number of new production facilities have been put into stable production and have been operating at full capacity. Products with high growth rates are: 64.95 million liters of beer of all kinds, up 193.33%; 5.73 million liters of processed milk, up 18.85%; 12.037 million cartons, up 13.39%; 239.3 million cans of beer, up 42.45%; 10.375 million m3 of tap water, up 13.26%; 169.03 million kWh of electricity, up 240%....
4. Services continued to grow well: total retail sales and service revenue increased by 31.4%, goods export turnover increased by 53.57%; tourism revenue increased by 21%; transportation revenue increased by 23.84%; banks well implemented the policy of 14% mobilization interest rate as prescribed.
5. The investment and construction sector received attention and direction. Total mobilized capital in the first 6 months reached 11,539 billion VND, an increase of more than 19% over the same period. The volume of implemented construction capital through the provincial budget reached 1,402 billion VND, equal to 45.56% of the plan, an increase of 20.6% over the same period. The disbursement rate by the end of June 2011 reached 42.69% of the capital plan (of which capital through the provincial budget reached 38.64%, government bond capital reached 56.6%, and national target programs reached 47.1%).
6. Investment promotion and business development continued to achieve good results. In the first 6 months of the year, investment certificates were granted to 47 new projects, 16 projects were adjusted with a total registered capital of over 9,660 billion VND; business registration certificates were granted to 578 enterprises, bringing the total number of operating enterprises that have declared and paid taxes in the province to 7,302 enterprises.
7. Budget revenue and expenditure activities have closely followed the assigned tasks. Budget revenue for the first 6 months reached 4,189.6 billion VND, equal to 88% of the estimate assigned by the Provincial People's Council (the whole country reached 55.1%), an increase of 101.8% compared to the same period in 2010. Of which: domestic revenue reached 92.4% of the estimate, an increase of 124.7%; import-export tax reached 60.9% of the estimate, an increase of 2.7%; Lottery revenue reached 56% of the estimate and an increase of 15.4%. 14/16 revenue items and revenue areas completed over 50% of the estimate, land use fee revenue exceeded the estimate for the whole year assigned by the Provincial People's Council.
Effectively implement spending cuts to curb inflation according to Resolution No. 11/NQ-CP of the Government. In the first 6 months of the year, budget expenditure reached 4,890.6 billion VND, equal to 47% of the estimate assigned by the Provincial People's Council (the whole country reached 49% of the estimate), of which regular expenditure was 3,394 billion VND, equal to 46.4% of the estimate, development investment expenditure was 1,416 billion VND, equal to 49.8% of the estimate assigned by the Provincial People's Council.
8. Cultural and social fields continue to change positively.
The rate of high school graduates reached 98%; the results of the national excellent student exam had 59 students winning prizes out of 66 students taking the exam, reaching a rate of 89.4%; 2 students won Bronze Medals at the Asia-Pacific Physics Olympiad, 1 student won Gold Medal and 1 student won Silver Medal at the International Physics Olympiad in Thailand.
Public health care, population and family planning, and food hygiene and safety work are well implemented. There are no major epidemics in the province.
Ensure good social security policies; organize well cultural, physical training, sports and festival activities, especially major holidays; organize well the propaganda work for the election of the 13th National Assembly and People's Council delegates at all levels for the 2011-2016 term.
Scientific and technological research activities closely follow the goals and contents of 12 key provincial science and technology programs.
9. Administrative reform, complaint and denunciation settlement and anti-corruption work continue to be actively implemented, achieving good results. Continue to implement the plan to review administrative procedures, improve the quality of implementing the one-stop mechanism, advise on reviewing the assignment and decentralization of staff management and promote the application of information technology in administrative reform.
Although many petitions and cases arose in June, all levels and sectors paid attention to and performed well the work of receiving citizens and resolving their complaints and denunciations.
10. National defense, security, social order and safety continue to be ensured. Ensure safety for the election of deputies to the 13th National Assembly and People's Councils at all levels for the 2011-2016 term.

II. Existing limitations

1. Despite the implementation of measures to control inflation, inflation is still high, affecting production and people's lives. The price index in June decreased, but the average price index still increased by 13.41% compared to December 2010 and by 16.25% compared to the same period last year. Enterprises are having difficulty in mobilizing capital for production and business.
- Some agricultural products such as corn and peanuts have reduced productivity and output; livestock diseases cause great damage.
- Some industrial products' productivity decreased compared to the same period.
2. The volume of implementation and disbursement rate of construction investment capital have not met the set plan. The disbursement rate by the end of June 2011 reached 42.69% of the plan. The progress of many key projects is slow.
3. The implementation of new rural construction is still slow, the key task of adjusting the planning has not received due attention. Up to now, only 7 communes/435 communes have had their new rural planning approved, and 29 communes have had their planning appraised and are awaiting approval.
- Progress in adjusting socio-economic development planning to 2020 is slow in implementation by all sectors.
4. Some social issues are still slow to be implemented.
- Some of the people's concerns have not been resolved, such as land auctions. The number of poor households is still large. The lives of a segment of the population are still facing many difficulties due to the impact of inflation. The resolution of policies for people with meritorious services is still slow.
- Work accidents and fires still occur; illegal mining is still complicated; environmental pollution is still quite widespread but not handled promptly.
- Crime and traffic accidents are still complicated.
* Causes of limitations and problems:
- Objective causes: Prolonged cold weather affects crop productivity and output, livestock and poultry diseases cause significant damage; the world situation fluctuates, markets and prices are complicated.
- Subjective causes: the urging and direction of sectors and levels in some places and at some times is still not resolute; the grassroots level lacks initiative, there is still a mindset of waiting, pushing, and fear of collision.

Tasks and solutions
Last 6 months of 2011

I. Key tasks

The key task in the last 6 months of the year is to focus on directing the maximum utilization of all resources, mobilizing all sectors, levels and people in the province to overcome difficulties, striving to complete the highest level of the 2011 socio-economic development plan targets (Detailed data is shown in the document sent to the Provincial People's Council delegates).
II. Management solutions
1. Strengthen direction according to the programs, targets and plans set for 2011 - the first year of the 2011-2015 planning term. Thoroughly grasp the Resolution of the 11th National Party Congress; adjust the socio-economic development plan to 2020 as a basis for the province's industry and product plans.
Focus on key tasks (controlling inflation, preventing epidemics, producing summer-autumn and winter-spring crops...) to complete the targets for the last 6 months of 2011 and prepare to build the plan for 2012. Speed ​​up planning for new rural construction.
2. Focus on removing difficulties in production and business as well as in infrastructure construction; contribute to curbing inflation. Continue to direct the effective implementation of Resolution No. 02/NQ-CP of the Government on key solutions to direct and implement the 2011 socio-economic development plan and Resolution No. 11/NQ-CP of the Government on key solutions to curb inflation, stabilize the macro-economy, and ensure social security. Remove difficulties for businesses. Control prices and interest rates well. Promote propaganda and encourage the use of domestic goods.
3. Step up investment promotion and implementation of basic construction. Urgently adjust capital for construction investment. Continue to review works and projects according to Resolution No. 11/NQ-CP dated February 24, 2011 of the Government; consider withdrawing capital for works that have not started after June 30 to focus on prioritizing capital adjustment for key works, works that need to be accelerated to be completed and put into use in 2011 and 2012, and debt repayment works that have been settled.
- The assigned sectors shall increase contact with investors to implement registered investment projects. Take care of site clearance work. Continue to improve the investment and business environment. Timely remove obstacles in financial, credit, land policies and mechanisms... for business development.
4. Budget revenue and expenditure
- Regarding revenue: Focus on collecting backlog of taxes. Strengthen inspection and examination of tax payment. Continue to promote the implementation of the administrative reform program and modernization of the tax sector, creating favorable conditions for taxpayers. Strive for total revenue in the area for the whole year of 2011 to exceed the estimate assigned by the Provincial People's Council.
- Regarding expenditure: Ensure regular expenditure requirements and development investment expenditures according to plan. Strictly implement thrift and anti-waste practices in state budget expenditures to control inflation.
5. Resolve people's concerns
Do a good job in auctioning residential land for the people. Continue to implement the policy for meritorious people, support housing for social beneficiaries according to Decision No. 167/2008/QD-TTg, and protect and care for children, especially children in especially difficult circumstances.
Ensure that especially disadvantaged people (severely disabled people, lonely elderly people, orphans with no one to rely on...) receive social benefits and receive centralized care at social protection facilities in the province; provide timely emergency relief to households facing hunger during the lean season or due to natural disasters.
6. Ensure social security
- Prepare for the opening of the new school year. Complete the education and training planning for the 2011-2020 period. Continue to effectively implement the program of consolidating schools and public housing for teachers, associated with the goal of building national standard schools. Complete the procedures to upgrade a number of colleges to universities.
- Continue to promote the movement of the whole people uniting to build a cultural life. Actively implement disease prevention work. Continue to direct the sending of doctors to work at the grassroots health care level. Effectively promote the poverty reduction program, strive to reduce the poverty rate sustainably and effectively implement social security policies.
7. Prevention of storms, floods, fires and epidemics: Sectors and levels proactively prevent storms, floods, natural disasters, guard against unusual weather developments, have plans to overcome the consequences of natural disasters, and meet the essential needs of the people in all situations. Prevent fires and explosions and ensure occupational safety and environmental sanitation.
8. Complete the government apparatus at all levels on schedule and in accordance with the law; continue to promote administrative reform, prevent corruption, and resolve citizens' complaints and denunciations.
- Sectors and levels continue to implement the 2011 administrative reform plan; Improve the quality of implementation of the "one-stop" mechanism; Deploy the "one-stop" regulation; Reform administrative procedures; Improve the quality of civil servants and promptly complete the government apparatus.

Resolutely deploying the work of fighting and suppressing crimes, social evils, smuggling, and trade fraud; controlling and minimizing traffic accidents; doing a good job of state management of religion and drug prevention...
10. Strengthen information and propaganda work to create social consensus, promote the combined strength of the entire political system to well implement the socio-economic targets that the Provincial People's Council has resolved.
