(Baonghean.vn) - On April 8, 2015, Nghe An Provincial People's Committee issued Official Dispatch No. 04/CD-UBND-NC on serving people's travel needs and ensuring traffic order and safety in the province during the holidays of April 30 and May 0, 2015. The content is as follows:

In recent times, all levels and sectors have made great efforts in directing and implementing synchronous solutions to ensure traffic safety and order, contributing to reducing traffic accidents in all three criteria compared to the same period last year. However, the traffic safety and order situation is still complicated, although traffic accidents have decreased, they are still at a high level.

The main reason is that the leadership and direction of the implementation of the task of ensuring traffic order and safety in some localities and units is not regular, not resolute, and has not mobilized the maximum combined strength of the entire political system in the work of ensuring traffic order and safety; the work of disseminating and popularizing the law has not been implemented synchronously and widely to all classes of people, the awareness of self-consciousness in complying with the law on traffic order and safety of traffic participants is still limited; the work of patrolling, controlling and handling violations has not been focused and determined, not promptly preventing violations, the mobilization of communal police to participate in coordinating the handling of traffic safety violations is not synchronous and limited; violations of the law on traffic order and safety still occur frequently, especially violations in the field of passenger and cargo transportation in the area; vehicles run illegally, not in the right lane, stop, park, pick up and drop off passengers at the wrong places; Oversized and overloaded vehicles, farm vehicles, and homemade motor vehicles still operate on some roads...

To continue to strengthen the work of ensuring traffic order and safety in the area during the holidays of April 30 and May 1 and the 2015 National High School Exam, and at the same time seriously implement Official Dispatch No. 433/CD-TTg dated May 31, 2015 of the Prime Minister.

The Chairman of the Provincial People's Committee requested:

1. People's Committees of districts, cities and towns:

- Strengthen propaganda work so that traffic participants raise their awareness of voluntarily complying with the law and measures to prevent traffic accidents, especially motorbike, bus, and waterway accidents; comply with the law on not driving under the influence of alcohol, voluntarily remove constructions encroaching on roads and sidewalks, violating traffic safety corridors... to ensure clear roads, sidewalks, and safety for people and vehicles participating in traffic.

- Coordinate with the Provincial Police and the Department of Transport to strengthen state management of passenger transport activities on roads, railways and inland waterways. Mobilize forces to participate in ensuring traffic order and safety at bus stations, railway stations, river crossings, tourist areas, hydroelectric reservoirs and on key routes.

- Organize the clearance of traffic corridors, sidewalks, and urban areas, especially on key traffic routes and areas. Resolutely and strictly handle acts of encroachment on traffic corridors and urban sidewalks.

- Check and review the system of traffic signs and lights; check and install additional warning devices at locations with potential traffic safety risks, especially at intersections, intersections between roads and railways, roads with steep slopes, narrow curves, suspension bridges, and residential bridges; construction and maintenance units of infrastructure should strengthen organization, ensure traffic, guide vehicles to move safely, avoid traffic jams, and take timely remedial measures when incidents occur.

- For localities with operating ferry terminals, it is necessary to repair the access roads to ensure convenience and safety; regularly inspect to prevent the situation of carrying more people than the prescribed number, not ensuring technical safety at ferry terminals; supplement life-saving equipment, and monitor the use of life-saving equipment when traveling by ferry.

- In particular, Cua Lo, Dien Chau, Nghi Loc, Quynh Luu, and Hoang Mai towns must strictly manage the activities of jet skis and other means of transporting passengers at sea during the tourist season (safety conditions, operating areas, etc.); take maximum precautions to avoid drowning...

2. Department of Transport

- Have a transportation plan to ensure maximum response to transportation needs arising during peak periods, especially at traffic hubs, minimizing congestion, especially on key traffic routes; innovate ticket sales methods to ensure convenient service for passengers; announce and maintain hotline operations... to promptly handle related arising situations.

- Direct transport businesses and bus stations to plan to add more means of transport that ensure safety standards, increase trips, improve service quality, and meet the needs of convenient and safe travel during peak times.

- Strengthen inspection and supervision of technical safety conditions of vehicles; suspend operations of vehicles violating traffic safety regulations, pay attention to drivers without proper driving licenses, or who do not meet health requirements; prevent and strictly handle activities of transporting goods with overloaded weight or exceeding the prescribed number of people, and arbitrarily increasing ticket prices and transportation costs. Direct the inspection and close supervision of passenger transport activities at ferry terminals and tourist attractions.

- Direct the traffic inspection force to coordinate with the police force to develop a plan to organize traffic flow; arrange forces to be on duty regularly in complicated traffic areas to regulate and clear traffic in a timely manner, resolutely not allowing traffic jams to occur. Coordinate with the People's Committees of districts, cities and towns to organize the clearing of road and railway traffic safety corridors.

- Direct construction units on sections and routes that are both under construction and in operation to implement measures to ensure traffic order and safety, guide vehicles to circulate safely, clear construction materials, machinery and equipment, arrange lights and signs fully, and in places where construction has not been completed, smooth connections must be handled to ensure smooth and safe traffic to prevent traffic jams and traffic accidents.

- Coordinate with local authorities at district and commune levels to strengthen state management of waterway safety at passenger wharves and tourist attractions. Resolutely suspend the operation of illegal wharves and vehicles that do not ensure conditions and life-saving equipment. Actively propagate, mobilize and remind passengers to use life jackets and flotation devices when crossing rivers by boat or ferry.

3.Provincial Police

- Continue to maintain and expand special task forces in coordination with forces (including commune-level police) to strengthen patrols and control of key areas and routes. Timely detect and strictly handle violations of traffic safety and order, especially passenger vans and taxis that do not ensure technical safety of vehicles, illegal vehicles, fake buses, speeding and reckless driving, competing for passengers, stopping, parking, picking up and dropping off passengers in the wrong places, violating regulations on driving time, passenger vans carrying explosives, toxic substances, driving under the influence of alcohol; violations by motorcyclists, motorbike drivers, electric bicycle drivers...

- Arrange forces at routes and traffic nodes in the point to separate lanes, divide traffic flows, and guide traffic to ensure smooth traffic, especially during peak times. Develop plans to organize and regulate traffic, arrange enough rescue vehicles to promptly resolve incidents, and avoid prolonged traffic congestion.

- Implement plans to prevent and combat illegal racing and organizing illegal racing in Vinh city, towns and neighboring areas.

4. Department of Information and Communications, Provincial Radio and Television Station and press agencies located in the province:

Increase the time and content of traffic safety propaganda during the holidays; focus on propaganda warning about non-compliance with the law causing traffic accidents, penalties, preventive measures and traffic participation skills; warn about traffic accidents caused by drinking alcohol above the prescribed concentration, drowning at beaches, hydroelectric reservoirs, etc.

5. Provincial Youth Union:

Strengthening the propaganda and education of laws on traffic safety and order, raising the awareness of law observance among youth union members, especially students and workers returning home for the holidays; mobilizing youth volunteers to participate in propaganda and traffic guidance at key intersections, crowded areas, ferry terminals, tourist areas... to ensure traffic safety before, during and after the holidays.

6. Department of Education and Training:

Direct schools to strengthen propaganda and education to raise awareness of law compliance for students before the holiday, especially strengthening measures to ensure traffic safety and order for students participating in the National High School Exams; organize students to sign commitments to comply with traffic safety laws...

7. Proposal to the Provincial Fatherland Front, mass organizations and social organizationsStrengthen propaganda and mobilization work for organizations, individuals, members and families to comply with legal regulations on traffic safety and order, and voluntarily relocate and dismantle constructions that violate traffic safety corridors.

8. The Standing Committee of the Provincial Traffic Safety Committee presides over and coordinates with the Provincial People's Committee Office to:

Regularly monitor, inspect and urge relevant sectors and People's Committees of districts, cities and towns to seriously and effectively implement this Official Dispatch. Advise on the establishment of an interdisciplinary team to direct and inspect the implementation in some localities. Synthesize and advise the Provincial People's Committee to reward collectives and individuals with outstanding achievements and criticize irresponsible and ineffective collectives and individuals (specify specific units and localities) to consider and classify the emulation in 2015.

9. Provincial Emulation and Reward Committee:

Regularly coordinate with the Standing Committee of the Provincial Traffic Safety Committee and the provincial interdisciplinary delegation to synthesize and monitor as a basis for considering proposals for emulation classification in 2015.

Request relevant departments, branches, sectors, and organizations; People's Committees of districts, cities, and towns to direct and strictly implement. Report the implementation results to the Provincial People's Committee (through the Standing Committee of the Provincial Traffic Safety Committee) for monitoring and direction./.
