Ensuring order and traffic safety during National Day and school opening holidays

The Prime Minister has just issued Official Dispatch No. 1514/CD-TTg on serving people's travel needs, ensuring traffic order and safety during the National Day holiday on September 2, 2014 and the opening of the new school year 2014 - 2015.

The dispatch clearly stated that during the National Day holiday on September 2, 2014 and the opening of the new school year 2014 - 2015, people's travel needs will increase, increasing the risk of overloading of vehicles and passenger transport, increasing accidents and traffic congestion, especially on the radial routes into Hanoi (National Highway 5, Phap Van - Ninh Binh Expressway), Ho Chi Minh City area (National Highway 1A section Ho Chi Minh City - Bien Hoa, Ho Chi Minh City - Trung Luong Expressway)...

To ensure traffic order and safety during the National Day holiday and the new school year, the Prime Minister requests the Ministry of Transport, the Ministry of Public Security, the National Traffic Safety Committee, and the Heads of Traffic Safety Committees of provinces and centrally run cities, based on their assigned authority and responsibilities, to direct the implementation of the following tasks and solutions:

Improve the ability to meet transportation needs during peak periods and ensure traffic order and safety; including developing plans to increase passenger transport capacity, renovate train stations, bus stations, wharves, and airports, innovate ticket sales methods to make them more convenient for passengers, and meet the maximum transportation needs, especially at traffic hubs; minimize congestion at bus stations and wharves. Strengthen measures to manage passenger transport activities, educate drivers to comply with traffic rules, and prevent and stop accidents involving passenger vehicles.

Regarding legal propaganda, promote propaganda to raise awareness of traffic participants in complying with traffic safety laws and measures to prevent traffic accidents; in particular, pay attention to preventing boat accidents, motorbike and bus accidents; focus on propaganda to wear helmets properly and not drive after consuming alcohol.

Regarding the coordination of inspection, control and handling of violations, strengthen patrols, focus on mobile patrols, detect and strictly handle violations of traffic safety order, especially speeding, carrying more people than prescribed (both on road and waterway), driving with alcohol concentration exceeding the permitted limit, not having life jackets for passengers on water vehicles...; develop plans to prevent and stop illegal racing;

Arrange traffic police, public order police, and traffic inspectors to be on duty on key traffic routes, areas at risk of traffic congestion, and areas where traffic accidents often occur; develop plans to organize and regulate traffic, arrange enough rescue vehicles to promptly resolve incidents, and prevent prolonged traffic congestion.

Strengthen inspection and supervision of technical safety conditions of vehicles; resolutely not allow vehicles violating traffic safety regulations, drivers without proper driving licenses, or unfit for driving; prevent speculation, ticket trading, illegal ticket price and transportation fare increases; ensure security and order at bus stations, train stations and on vehicles operating on the road. Direct the inspection and close supervision of passenger transport activities at ferry terminals and tourist attractions.

Check and review traffic intersections, road and railway intersections, traffic signs, traffic lights, potential traffic safety hazards and take appropriate warning measures. Construction units should strengthen the organization and assurance of traffic, guide vehicles to move safely, and avoid traffic jams due to construction works.

The Prime Minister directed the Ministry of Education and Training to implement traffic safety education for pupils and students right from the beginning of the new school year; directed schools to organize signing of commitments with families and pupils and students on compliance with traffic safety regulations, coordinate with local authorities to implement measures to ensure traffic order and safety at school gates, and prevent traffic jams./.
