Ensuring traffic safety during New Year, Dinh Dau New Year and Spring Festival 2017

(Baonghean.vn) - The Provincial People's Committee has plan No. 788/KH-UBND on ensuring traffic order and safety during the New Year, Lunar New Year and Spring Festival 2017 in Nghe An province.

Pursuant to Official Dispatch No. 2239/CD-TTg dated December 13, 2016 of the Prime Minister on ensuring traffic order and safety during the New Year, Lunar New Year and Spring Festival 2017, the People's Committee of Nghe An province issued the implementation plan as follows:

I. Purpose and requirements:

1. Ensure smooth traffic, meet the needs of passenger and cargo transportation and meet the needs of convenient, orderly and safe travel of people during the New Year, Lunar New Year and Spring Festival 2017.

2. Raise people's awareness of voluntarily complying with traffic safety laws and implementing measures to prevent traffic accidents during the 2017 Tet and Spring Festivals.

3. Mobilize the combined strength of the entire political system to carry out the task of ensuring traffic safety, clearing encroachment on traffic safety corridors, and at the same time identifying this as a key and urgent task during the New Year and Lunar New Year 2017; first of all, the exemplary role of heads of agencies, units, cadres, civil servants, public employees; union members, and members of socio-political organizations.

4. Strive to reduce traffic accidents (including the number of cases, deaths, and injuries) and reduce traffic congestion during the New Year, Lunar New Year, and the 2017 spring festival season; prevent traffic congestion and especially serious traffic accidents.

II. Key content to focus on:

1. Strengthen propaganda work, raise awareness of traffic participants about the sense of obeying traffic safety laws during Tet and peak seasons; implement measures to prevent traffic accidents, especially traffic accidents caused by the use of motorbikes and scooters in rural and urban areas; propagate and disseminate legal regulations on the management of passenger transport activities by road, rail, inland waterways, and air to agencies, organizations, transport enterprises and people.

2. The entire province simultaneously launched a campaign to ensure traffic order and safety, and clear encroachment on traffic safety corridors on January 5, 2017, and the peak period from January 5, 2017 to February 10, 2017.

3. Strengthen patrolling, control, inspection, and examination to promptly detect and strictly handle violations of traffic safety laws, which are the main causes of traffic accidents in the province. Develop plans to organize traffic flow and arrange traffic control forces at intersections, key routes, routes with high traffic volume, crowded areas, and places where major festival events are held.

4. Develop a plan to mobilize maximum passenger transport vehicles to meet people's travel needs during Tet (returning before Tet and departing after Tet); clear backlogs, ensure security, order and traffic safety at wharves, bus stations, train stations, airports..., do not let passengers stay overnight at the above locations; check the technical safety of inter-provincial passenger cars and passenger transport business conditions of enterprises and transport cooperatives; check inland waterway passenger vehicles and safety conditions at cross-river passenger wharves.

5. Renovate traffic infrastructure, restore road surface to ensure safety for people and vehicles during Tet (completed before January 22, 2017, i.e. December 25, 2016 lunar calendar).

6. Review the system, traffic lights, markers, signs, signals, buoys to repair and supplement promptly, especially on dangerous slopes and road sections where traffic accidents often occur; strictly implement measures to ensure traffic safety at traffic works under construction, to prevent traffic jams and accidents due to construction.

7. Implement measures to prevent weaving, swerving, gathering to race, and cheering on illegal racing in Vinh City and other towns.

8. Strengthen the inspection and direction work to urge all levels and sectors to effectively implement activities to ensure traffic order and safety before, during and after the New Year, Dinh Dau New Year and Spring Festival 2017.

III. ASSIGNMENT OF TASKS:

1. Standing Committee of Provincial Traffic Safety Committee

- Coordinate with members of the Provincial Traffic Safety Committee to directly direct, inspect, and urge localities and units to effectively implement the work of ensuring traffic order and safety during peak periods to achieve the goal of curbing traffic accidents, ensuring smooth, safe, and convenient traffic.

- Coordinate with relevant departments, branches, sectors, mass organizations, political and social organizations to promote propaganda, dissemination and education activities to raise awareness of traffic participants in compliance with the law. Print and distribute leaflets, posters, banners, and propaganda slogans to warn of traffic accidents that often increase during Tet due to violations of alcohol concentration; not wearing helmets when participating in traffic by motorbike, electric bicycle; overloading, exceeding the prescribed number of people, speeding, overtaking, fighting for customers; gathering, encroaching on roads and sidewalks causing obstruction, congestion, traffic accidents....

- Update and summarize daily traffic safety and order reports and end peak periods according to regulations of the National Traffic Safety Committee.

2. Provincial Police

- Continue to maintain and expand special working groups in coordination with forces (including commune-level police) to strengthen patrols and control of key areas and routes 24/7 to detect and strictly handle violations of traffic safety and order, especially passenger vans and taxis that do not ensure technical safety of vehicles, speeding, competing for passengers, stopping, parking, picking up and dropping off passengers in the wrong places, violating regulations on speed, regulations on driving time, overloading, exceeding the prescribed number of people, driving in the wrong lane, passenger vans carrying flammable and toxic substances, especially driving while under the influence of alcohol; violations by motorcyclists, motorbike drivers, electric bicycle drivers such as: carrying more people than prescribed, not wearing helmets, weaving, violating alcohol concentration; speeding, running red lights...;

- Directing district-level police to regularly mobilize all forces to strengthen patrol and control work, including commune-level police, focusing on inner-city areas, key routes, where many violations occur, including rural and mountainous areas. Focus on handling subjects such as young people who abuse alcohol and beer, drive motorbikes, swerve, run red lights, carry more people than prescribed, and do not wear helmets. Apply measures to temporarily detain vehicles to deter and prevent re-offending. Announce the schedule of enforcement and the results of handling alcohol concentration violations for drivers of vehicles widely throughout the province.

- Direct the Traffic Police and Public Order Police to coordinate with the Transport Inspectorate to implement measures to manage transport activities immediately upon departure, and resolutely handle vehicles that violate transport regulations, are oversized, and are overloaded on roads.

- Deploy forces at key and complex traffic routes and intersections to separate lanes, guide traffic, and ensure smooth traffic, especially during peak times. Implement plans to prevent and combat illegal racing and organizing illegal racing in Vinh city, towns, and neighboring areas.

- Direct the Waterway Traffic Police and District Police to regularly inspect and strictly handle violations of inland waterway traffic safety at ferry terminals, especially vehicles without life-saving equipment, not ensuring technical safety, carrying more people than prescribed, ferry terminals not ensuring safety conditions...

3. Department of Transport

- Take the lead in developing a transportation organization plan to ensure traffic order and safety, meet the travel needs of passengers and transport goods during the New Year, Dinh Dau New Year and the 2017 Spring Festival season; strengthen inspection and resolutely handle the situation of illegal increases in transportation fares.

- Direct construction units on sections and routes that are both under construction and in operation, especially construction units on roads in operation, to clear away construction materials, machinery and equipment, arrange adequate lights and signs, and smooth connections in areas that have not yet been completed to ensure smooth and safe traffic (to be completed before January 22, 2017).

- Directing passenger transport businesses in the province to reorganize their driver teams to comply with legal regulations on traffic order and safety. Make plans to increase passenger transport vehicles to the maximum extent possible to ensure technical safety standards; organize transport and organize labor reasonably to ensure strict implementation of regulations on working hours of vehicle drivers. Based on the travel situation during Tet, it is possible to mobilize additional buses in the area to relieve passengers at all sides when necessary; resolutely not let passengers return home for Tet late due to lack of vehicles.

- Direct bus stations to ensure cleanliness, security and order, organize good customer services, regularly publicize information about traffic flows, routes, departure times, ticket prices, remaining tickets, etc. on websites and mass media; proactively coordinate with transport units to coordinate reasonable and timely passenger transport traffic on routes.

- Direct the Traffic Inspectorate to coordinate with the Traffic Police and Public Order Police to strengthen inspection and handling of violations of traffic safety corridors, encroachment on roads and sidewalks; eliminate "illegal" bus stations and "illegal" vehicles; resolutely handle cases of vehicles carrying more passengers than the prescribed number at bus stations, pick-up and drop-off points and throughout the journey; have plans to promptly transport passengers on overloaded vehicles that are detected and handled.

- Direct traffic management units to regularly inspect, detect and promptly handle points that pose a risk of traffic insecurity on traffic routes and dangerous mountain passes. Review, supplement and repair the system of signs, markers, traffic lights, road markings... to ensure traffic safety on routes under their management.

- Coordinate with local authorities at all levels to strengthen the management of waterway safety at passenger wharves across the river and tourist attractions. Resolutely suspend the operation of illegal wharves and vehicles that do not ensure conditions and life-saving equipment. Actively promote and remind passengers to use life jackets and connecting devices when crossing the river by boat or ferry.

- Organize inspection teams to implement transportation work and ensure traffic order and safety during the New Year, Dinh Dau Festival and Spring Festival 2017 in localities.

4. People's Committees of districts, cities and towns

- Continue to promote propaganda activities on traffic safety laws on mass media. Mobilize people to voluntarily comply with traffic safety laws, voluntarily dismantle works encroaching on roads and sidewalks, and violating traffic corridors to create ventilation and safety for people and vehicles participating in traffic.

- Organize inspections and notify in writing households and individuals who violate the law, sign a commitment to voluntarily clear the area, not encroach, re-encroach, or display goods on the roadway, sidewalk, or traffic safety corridor.

- Assign ward and commune officials to be in charge of each route and area to monitor and handle violations according to regulations.

- Simultaneously organize the clearance of encroachment on traffic corridors and urban sidewalks in the whole province on January 5, 2017. Direct the mobilization of urban inspection and urban regulation forces to coordinate with the Traffic Police and Public Order Police to have plans to ensure traffic order and safety at public places, crowded places...; Resolutely handle violations and confiscate signs, billboards placed in violation of regulations, vehicles, business tools, and services that re-encroach on traffic corridors and urban sidewalks after clearance. Arrange concentrated points of sale of flowers, ornamental plants, Tet goods, and reasonable and convenient stops and parking spots to prevent traffic accidents and traffic jams. Monitor and supervise construction units to renovate traffic infrastructure and restore road surfaces to ensure safety and convenience for people and vehicles.

- For localities with operating ferry terminals, it is necessary to repair the access roads to ensure convenience and safety; regularly check to prevent the situation of carrying more people than the prescribed number at key ferry terminals; supplement life-saving equipment, and monitor the use of life-saving equipment when traveling by ferry.

- Vinh City People's Committee urgently directs functional units to deploy the addition of road marking systems, stop lines, parking lines, and pedestrian lines at traffic light clusters; lane separation and flow separation on roads that meet lane separation conditions; have plans to prevent traffic congestion; repair damaged and unsafe road sections; mobilize forces to clear traffic corridors and urban sidewalks, and immediately handle and clear goods gathering points... on inner-city and inner-city routes that cause traffic congestion and obstruction.

5. Road Administration Department II:Directing traffic management units to renovate traffic infrastructure, review and supplement auxiliary traffic safety equipment and road signaling systems. Coordinate with local authorities to clear encroachment and re-encroachment hotspots on traffic corridors on national highways under their management, to limit traffic congestion and accidents. Directing construction units to deploy solutions to ensure traffic order and safety on routes that are both under construction and in operation.

6. Nghe Tinh Railway Management Joint Stock Company:Coordinate with the People's Committees of districts, cities and towns where railways pass through to strengthen measures to ensure traffic safety on railways, prevent encroachment on railway corridors and illegal opening of level crossings; regularly assign staff to guard level crossings to ensure safety at intersections between roads and railways, especially intersections without barriers or signal lights.

7. Department of Education and Training:Direct the Departments of Education and Training to thoroughly inform schools before Tet holiday to organize propaganda, education, remind students to voluntarily comply with the law on traffic order and safety; thoroughly inform families not to let students use motorbikes and scooters when they are not of legal age, comply with legal regulations when using electric bicycles, wear life jackets when taking boats, do not gather, dance, race illegally and ride bicycles in a row causing obstruction and traffic jams.

8. Department of Information and Communications, Provincial Radio and Television Station, Nghe An Newspaper and press agencies in the province:Increase the time and content of traffic safety propaganda during the Lunar New Year and the 2017 Spring Festival season; focus on propaganda warnings about non-compliance with the law causing traffic accidents, penalties, preventive measures and traffic participation skills during the Tet holiday...

9. Department of Health:Direct the arrangement of additional shifts and prepare emergency vehicles and equipment at hospitals and medical facilities to promptly support and rescue traffic accident victims during Tet.

10. Provincial Youth Union:Launch a peak propaganda campaign before the New Year and Lunar New Year 2017, mobilizing union members and young people to be exemplary in obeying traffic safety laws, especially strictly following the regulations on wearing helmets when participating in traffic, not racing, organizing illegal racing and not driving after drinking alcohol. Mobilize youth volunteers to participate in regulating and guiding traffic at intersections and ferry terminals during peak days.

11.Propose the Provincial Fatherland Front Committee and social organizations: Step up the dissemination of traffic laws on roads, railways, and inland waterways to cadres, members, and union members at the grassroots level of wards, communes, and towns, focusing on young people; actively implement measures to prevent and avoid accidents involving motorcycles, ferry accidents, and railway crossing accidents. Participate and coordinate with functional forces in activities to ensure traffic order and safety in the area and scope of their management.

III. IMPLEMENTATION ORGANIZATION AND REPORTING REGIME

1. Implementation organization:

a) Based on this Plan, provincial-level Departments, branches, sectors, and organizations; People's Committees of districts, cities, and towns shall develop specific implementation plans, assign leadership and direction responsibilities to each member and organization according to their management areas, and send the Implementation Plan to the Provincial People's Committee (through the Standing Committee of the Provincial Traffic Safety Committee) before December 30, 2016.

b) The Provincial Police and the Department of Transport mobilize maximum functional forces to participate in ensuring traffic order and safety during the peak period of New Year's Eve, Lunar New Year and the Spring Festival season of 2017.

c) The Standing Committee of the Provincial Traffic Safety Committee, the Provincial Police, the Department of Transport, the Traffic Safety Committees of districts, cities and towns shall arrange forces on duty 24/24 hours to promptly direct the work of ensuring traffic safety during the peak period from January 24, 2017 to February 2, 2017. Strengthen the work of guiding, inspecting and urging localities and units to implement the approved Plan.

2. Reporting mode

The Road and Railway Traffic Police Department, the Waterway Police Department, the Provincial Police, the Traffic Safety Committees of districts, cities and towns shall implement the reporting regime to the Provincial People's Committee and the Standing Committee of the Provincial Traffic Safety Committee as follows:

a) Ad hoc reports:Immediately report initial information by phone to the Provincial People's Committee and the Standing Committee of the Provincial Traffic Safety Committee about particularly serious traffic accidents that cause the death of 3 or more people on the spot for direction and handling.

b) Daily report:During peak days

-From January 21, 2017 to February 2, 2017 (ie December 24, 2016 to January 6, 2017 lunar calendar)The Traffic Police Department sends by Fax or Email to the Standing Office of the Provincial Traffic Safety Committee before 9:00 a.m. the next day.

c) Summary report:The Road and Railway Traffic Police Department (PC67) - Provincial Police synthesizes data and traffic order and safety situation during the 9 days of Dinh Dau Tet holiday from January 24 to February 2, 2017, compared with the 9 days of Binh Than Tet holiday (from February 6 to February 14, 2016) and sends it to the Provincial Traffic Safety Committee Office before 3:00 p.m. on February 2, 2017, to synthesize and report to the National Traffic Safety Committee, Provincial Party Committee, and Provincial People's Committee according to regulations.
