Social insurance implements electronic transaction registration for individuals under 18 years old without ID card or CCCD
(Baonghean.vn) - Vietnam Social Security has just issued Official Dispatch No. 702/BHXH-CNTT on supplementing instructions for implementing electronic transactions for individuals.
To continue implementing Decree No. 45/2020/ND-CP dated April 8, 2020 of the Government on performing administrative procedures in the electronic environment; ensure full implementation of professional processes on electronic transactions in the fieldSocial insurance, health insurance, unemployment insurance, Vietnam Social Security has just issued Official Dispatch No. 702/BHXH-CNTT on supplementing implementation instructions.electronic transactionfor individuals
Accordingly, Vietnam Social Security requires Social Security of provinces and centrally-run cities to implement the following contents:
1. Implement electronic transaction registration for individuals under 18 years old who do not have an identity card (ID) or citizen identification card (CCCD).
There are 2 ways to register, specifically:
- Register through the account of the parent or guardian. Note: The parent or guardian must have an electronic transaction account with the Social Insurance agency.
- Register directly on the Public Service Portal of Vietnam Social Security.

2. Continue to accelerate the progress of implementing electronic transaction registration for individuals with the following notes:
- Directors of Social Insurance of provinces and cities direct the decentralization and assignment of responsibilities to officers of departments and divisions participating in the verification and approval of electronic transaction registration for individuals.
- Receive and store electronic transaction registration records with the social insurance agency of individuals according to instructions and regulations.
- Do not approve the application on the system when the application does not have all the required components.
- Do not return electronic transaction registration documents of individuals who lack ID photos, portraits and birth certificates (for individuals under 18 years old). The staff will receive additional documents when people come to the Social Security agency to complete the electronic transaction registration procedures.
- People are not required to print the declaration form when coming to the Social Security agency to complete the electronic transaction registration procedure. In case people come to verify and approve without bringing the declaration form, the receiving officer will ask people to provide information about the file number or social security code in the message sent by the Vietnam Social Security agency after successfully submitting the registration form. Compare and verify information, print the declaration form and get the signature of the individual registering, approving, activating the account and instructing people to install and use VssID - Digital Social Security.
- Receive, verify, approve, and guide people who come to complete the electronic transaction registration procedure but have previously chosen another social insurance agency when registering online (people have the right to go to any social insurance agency in the Vietnam Social Insurance system to complete the registration procedure).
