On the afternoon of September 19, at the fishing ports and fishing wharves of the province, there were continuous fishing boats returning from the sea. On the shore, the relevant forces of the province were still actively calling on vehicles to take shelter in safe places.
Currently, all coastal border stations in the province have been directed to coordinate with forces and families to notify, call, and count. At the same time, guide vehicle owners to bring boats to safe storm shelters and help people secure their boats. Forces and vehicles are always ready to mobilize to perform natural disaster prevention and search and rescue tasks. Regularly monitor and update the storm's circulation to notify people and vehicle owners to proactively avoid it.

At Quynh Phuong Fishing Port, 754 fishing boats have docked and anchored safely. According to information from the Quynh Phuong Fishing Port Management Board (Hoang Mai Town), implementing the telegrams and instructions of the province and the Department of Agriculture, the Quynh Phuong Fishing Port Management Board has closely coordinated with the border guards and local authorities to deploy solutions to ensure safety for boats.

In Cua Lo town, boats are currently anchored in safe places to avoid the storm.
According to the report of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense, Nghe An currently has 2,833 vehicles/13,638 workers directly engaged in fishing. As of 3:00 p.m. on September 19, most of the boats are anchored safely at fishing ports and wharves inside and outside the province.

Some vehicles moving towards shore have received notice of the location and direction of the tropical depression to have a plan to ensure safety when there are big waves, rising water and strong winds.
According to forecasts, due to the impact of storm No. 4, Nghe An will have strong winds, rising water, and large waves. Specifically, Nghe An sea area (including Mat Island and Hon Ngu Island) will have strong winds of level 6-7, waves 2.0 - 4.0m high, near the storm center level 8 (62-74km/h), gusts of level 10 (89-102km/h), waves 3.0-5.0m high, rough seas.
Coastal areas of Nghe An province need to be on guard against storm surges of 0.3-0.5m high.
Boat mooring areas, aquaculture areas, dykes and seawalls in the above-mentioned dangerous areas are all likely to be affected by strong winds, large waves and storm surges.
