Storm No. 4 will make landfall in Ha Tinh - Thua Thien Hue
According to Mr. Le Thanh Hai - Deputy Director of the National Center for Hydro-Meteorological Forecasting, storm number four (international name Haitang) will enter Ha Tinh to Thua Thien-Hue tonight, early tomorrow morning. The center of the storm is forecast to be Quang Binh and Quang Tri.
At the meeting of the Central Steering Committee for Flood and Storm Prevention this morning (September 26), Mr. Hai said that at 4 o'clock today, the eye of the storm was in the Hoang Sa archipelago, about 340 km east of the coast of Quang Tri - Quang Ngai. The strongest wind near the eye of the storm was level 8 (from 62 to 74 km/h), gusting to level 9 and level 10. Storm number four continues to move west and west-northwest, at a speed of about 10 - 15 km/h and is likely to strengthen.

According to forecasts, by 4am tomorrow, September 27, the storm will be located on the coastal area of Ha Tinh - Da Nang. The strongest wind near the storm's center will be at level eight and nine (62 to 88 km per hour), gusting to level 10 and 11.
“The storm will make landfall with winds of level 8 or higher, with its center in Quang Binh and Quang Tri. From today until tomorrow morning, there will be heavy rain, to very heavy rain, in the provinces from Thanh Hoa to Quang Nam, and the Central Highlands provinces. However, the amount of rain will gradually decrease, and on the morning of September 28, the storm will weaken into a low pressure area on the Laos-Thailand border,” said Mr. Hai.

In addition, due to the combined influence of the southwest monsoon, the central and southern East Sea (including the Truong Sa archipelago) and the sea areas of the provinces from Binh Thuan to Ca Mau have strong winds of level six and seven, gusts of level eight and nine, and heavy thunderstorms. The sea is rough. During thunderstorms, beware of tornadoes.
Ready to respond
Regarding the new storm with the international name Nesat, Mr. Hai said that this is Vietnam's fifth storm. “We are closely monitoring the development of this storm, and have not yet determined whether it will turn towards our country or not. However, this is a strong storm, with gusts of 12 or more. When storm No. 5 roars in the middle of the East Sea, it will cause strong southwest winds and heavy rain, especially in the Mekong Delta,” said Mr. Hai. |
According to the Central Steering Committee for Flood and Storm Prevention, as of this morning, 31,459 ships and boats/147,290 people have been counted. Of these, 35 ships/488 people are operating in the waters of the Hoang Sa archipelago; operating in coastal areas, other areas and anchored at ports, there are 31,424 ships/146,802 workers.
According to the Office of the National Committee for Search and Rescue, fishing boat DNa 00234 of Da Nang has had engine failure and has not been repaired since 9:30 a.m. on September 25, and is currently anchored in place, about 5 nautical miles east of Son Tra Island.
Rescue forces have organized a search, but due to bad weather they have not been able to reach the site.
In addition, there is currently a fishing boat of Mr. Tran Van Long (village 6, Vinh Thanh commune, Phu Vang district, Thua Thien Hue) with three people, on the afternoon of September 25, on the way to shore, the engine broke down and drifted about three or four nautical miles from the shore in the Lang Co sea area. Although rescue forces were organized, the area where the boat had an accident was shallow, the rescue ship could not approach, currently the boat in the accident is still in contact by phone.
Also according to the National Committee for Search and Rescue, to respond to storm number four, six aircraft (four helicopters, two fixed-wing aircraft), level III patrols in Gia Lam, Hoa Lac, Da Nang, Phan Rang and Tan Son Nhat were mobilized. In addition, the navy prepared nine ships, five maritime police ships, and the Search and Rescue Coordination Center had six SAR ships, ready to respond when requested.
Minister of Agriculture and Rural Development Cao Duc Phat requested that by all means, vessels operating in the sea area affected by the storm be called to safe shelters, and to arrange vessels properly to avoid breakage, shipwreck, and death when the storm hits. People in the directly affected areas should protect their houses. As for storm number five, the meteorological forecasting agency needs to closely monitor and update information to warn people.
Regarding floods in the Mekong Delta, Mr. Phat said that the floods are getting more serious, provinces continue to mobilize materials, means, and human resources to reinforce embankments, dykes, prevent riverbank landslides to protect residents and third-crop rice areas; evacuate residents in landslide and deep-flooded areas to ensure safety; urgently harvest ripe rice fields. Currently, localities have harvested about 385,000/610,000 hectares of third-crop rice. |
