Implementing the Prime Minister's Official Dispatch No. 973/CD-TTg dated October 17, 2023 on focusing on responding to tropical depressions that are likely to become storms and floods, on the afternoon of October 19, the Chairman of Nghe An Provincial People's Committee signed urgent Official Dispatch No. 32/CD-UBND directing the focus on measures to respond to storm No. 5 and floods.

According to the National Center for Hydro-Meteorological Forecasting, from now until October 20, 2023, the Central region will be affected by a combination of bad weather patterns, the tropical depression has strengthened into storm No. 5 causing strong winds, large waves at sea, coastal areas and may affect the Gulf of Tonkin area, it is forecasted that from the night of October 19, the North Central region is likely to have moderate rain, heavy rain in some places, risk of deep flooding in low-lying areas, along rivers and streams and urban areas, landslides, flash floods in mountainous areas.

Direct the deployment of guards, strictly control, and guide traffic safety through spillways, landslide areas or areas at risk of landslides, deeply flooded areas, and areas with strong currents; resolutely do not allow people and vehicles to pass through if safety is not ensured.
