Storm TALIM is strong and expected to make landfall in the Northern region: Nghe An calls on ships to escape the danger zone

(Baonghean.vn) - At 5:00 p.m. on July 15, the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense issued Official Dispatch No. 04/CD-BCH on proactively responding to the first storm in 2023. This is a strong storm and is expected to make landfall in the Northern region.

According to the bulletin of the National Center for Hydro-Meteorological Forecasting, on the afternoon of July 15, 2023, the tropical depression in the North East Sea strengthened into storm No. 1 (international name is TALIM).

At 4:00 p.m. on July 15, the center of the storm was at about 18.2 degrees North latitude; 117.8 degrees East longitude, about 850km East Southeast of Leizhou Peninsula (China) with the strongest wind at level 8, gusting to level 10.

The storm is forecast to continue to strengthen with the strongest intensity of level 11-12, gusting to level 15 (July 17) and enter the northern part of the Gulf of Tonkin with an intensity of level 10-11, gusting to level 13 (July 18). This is the first storm of 2023 with strong intensity and is expected to make landfall in the Northern region.

To proactively respond to storms and floods that may occur after storms, the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense requests the Steering Committees for Natural Disaster Prevention, Search and Rescue and Civil Defense of districts, towns and Vinh city; Departments, branches and sectors to immediately implement the following solutions:

1. For sea routes:

- Closely monitor the storm's developments, continue to organize the counting of vessels, and by all means call on owners of vehicles and captains of vessels in operation to move out of the danger zone or to anchor for shelter. The danger zone in the East Sea in the next 24 hours (strong winds of level 6 or higher) is determined from latitude 16.5 to 21.5 degrees North; east of longitude 114.5 (the danger zone is adjusted in the forecast bulletins).

- Organize strict management of vehicles and boats going out to sea; inspect and guide boats at anchorage. Proactively deploy measures to ensure safety for people, cages, aquaculture areas at sea, coastal areas, and tourists staying there.

2. For plains and coastal areas

- Proactively deploy measures to ensure safety for sea dykes and river dykes, especially at vulnerable locations or those under construction.

- Review and prepare for flood control to protect agricultural production, low-lying areas, urban areas and industrial zones.

3. For mountainous areas:

- Be ready to deploy evacuation plans for people in areas at high risk of flash floods and landslides; prepare forces, vehicles, equipment, and necessities according to the "four on-site" motto to proactively respond to all situations.

- Directing the review and inspection of safety assurance work for mines and mineral exploitation areas.

- Inspect, review, and proactively take measures to ensure the safety of reservoirs and downstream areas, especially small hydropower reservoirs and important irrigation reservoirs; arrange permanent forces to be ready to operate, regulate, and handle situations.

4. North Central Region Hydrometeorological Station:Closely monitor, strengthen forecasts, warnings and timely information on developments of storms, floods, flash floods and landslides to proactively deploy response measures.

5. Department of Agriculture and Rural DevelopmentDirect the work of ensuring safety of fishing vessels, aquaculture; safety of dikes, irrigation dams, especially key works under construction; protection of agricultural production.

6. Department of Industry and TradeDirect the work of ensuring the safety of hydroelectric dams and downstream areas, especially small hydroelectric plants; be ready to promptly restore the power system in case of incidents.

7. Department of TransportDirect the work of ensuring safety for transport vessels; direct timely handling of incidents, ensuring traffic on main routes.

8. Departments, branches and sectorsAccording to assigned functions and tasks, direct measures to be ready to respond when bad situations occur. Prepare forces and means for rescue when requested.

9. Provincial Radio and Television Station, Nghe An Newspaper, Ben Thuy Coastal Information Station and mass media increased the time and promptly reported on storm developments, floods and response direction.

10. Organize on-duty shifts seriously and regularly report to the Provincial Command Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense.
