Protecting State secrets in civil service examinations
(Baonghean) - In order for the recruitment and selection of civil servants and public employees to be carried out in an orderly manner, ensuring publicity, transparency, objectivity and democracy in accordance with the provisions of law to increase the attraction of high-quality human resources, meet the requirements of the province's socio-economic development, and strengthen the trust of the masses, the Provincial People's Committee requests directors of provincial departments, branches and sectors; chairmen of People's Committees of districts, cities and towns; heads of public service units in the province to focus on directing the strict implementation of the following contents:

(Baonghean) - In order for the recruitment and selection of civil servants and public employees to be carried out in an orderly manner, ensuring publicity, transparency, objectivity and democracy in accordance with the provisions of law to increase the attraction of high-quality human resources, meet the requirements of the province's socio-economic development, and strengthen the trust of the masses, the Provincial People's Committee requests directors of provincial departments, branches and sectors; chairmen of People's Committees of districts, cities and towns; heads of public service units in the province to focus on directing the strict implementation of the following contents:
1. Continue to thoroughly grasp and effectively implement Resolution No. 92/2013/NQ-HDND dated July 7, 2013 of the Provincial People's Council and Decision No. 57/2013/QD-UBND dated October 4, 2013.of the Provincial People's Committee on policies to attract high-quality human resources and prioritize recruitment of civil servants and public employees.
2. Before organizing examinations to recruit civil servants and public employees, the directors of departments, branches, and sectors; the chairmen of the People's Committees of districts, cities, and towns; and the heads of administrative units must report in writing to the Chairman of the Provincial People's Committee (through the Department of Home Affairs) for direction. The report must clearly state the structure, number, standards, titles of civil servant examinations, recruitment positions... the list of examination councils and the examination organization process.
3. The process of organizing questions, printing, preserving, transporting, organizing exams, and grading exams must strictly comply with the confidentiality regime prescribed in the Ordinance on Protection of State Secrets, Decree No. 24/2010/ND-CP dated March 15, 2010 of the Government on recruitment, use and management of civil servants, Decree No. 29/2012/ND-CP dated April 12, 2012 of the Government on recruitment, use and management of civil servants, Circular No. 13/2010/TT-BNV dated December 30, 2010 of the Ministry of Home Affairs detailing a number of articles on recruitment and promotion of civil servants of Decree No. 24/2010/ND-CP of the Government and Decision No. 171/QD-UBND dated April 13, 2011 of the Provincial People's Committee promulgating regulations on civil servant recruitment exams for state management agencies of Nghe An province.
4. When implementing the civil servant and public employee recruitment exam, departments, branches, units, and People's Committees of districts, cities, and towns must coordinate with functional agencies to perform the task of ensuring security and order, and keeping exam questions and papers confidential according to current regulations.
5. Strengthen inspection and examination of public services to rectify and handle violations, prevent and combat corruption, and stop negative manifestations in the recruitment and selection of civil servants and public employees.
6. Continue to innovate the recruitment of civil servants and public employees; increase the application of information technology in recruitment exams.
Requesting leaders of provincial departments, branches and sectors; Chairmen of People's Committees of districts, cities and towns; heads of public service units of the province to strictly direct the implementation of the above contents and report to the Provincial People's Committee for timely direction.
