Cam Xuyen District Police (Ha Tinh) are investigating a case in which a Thanh Nien Newspaper correspondent (residing in the North Central Region) had his camera smashed by security guards of Binh Ha Livestock Joint Stock Company (Hoang Anh Gia Lai Group) and another resident seriously injured.

On the morning of April 15, Captain Ha Huy Hung, Head of the Investigation Police Team, Cam Xuyen District Police (Ha Tinh) said that this unit is sending forces to investigate and search for the person who seriously injured a local resident and snatched and damaged the camera of reporter Nguyen Dung - of the North Central Region Representative Office (Thanh Nien Newspaper).

According to reporter Nguyen Dung, at around 3:40 p.m. on April 14, he asked Mr. Bui Duc Ha (38 years old, residing in village 4, Cam My commune, Cam Xuyen district) to take him by motorbike to a mountainous area, near the farm of the breeding and beef cattle project of Binh Ha Livestock Joint Stock Company (under Hoang Anh Gia Lai Group) to record the current state of environmental pollution because untreated wastewater from this project was discharged directly into Vang Vang stream (flowing through village 4, village 5, village 6, Cam My commune) as reported by the people.

Here, while Mr. Ha (carrying Mr. Nguyen Dung behind) was riding his motorbike, 3 motorbikes carrying 6 people who were security guards of Binh Ha Livestock Joint Stock Company rushed to block the road and one of the 6 security guards knocked Mr. Ha's motorbike to the ground. At the same time, this person cursed, rushed in to punch and kick, and picked up a rock from the roadside to hit Mr. Ha, causing the victim to suffer head and face injuries. When Mr. Nguyen Dung came to stop him and asked him to stop beating Mr. Ha, this person immediately snatched the camera (Canon brand, super zoom type) from Nguyen Dung's hand and threw it straight to the ground, causing serious damage to the camera.

After the incident, Mr. Nguyen Dung and Mr. Ha went to the Cam Quan Commune Police headquarters to report the incident and at the same time informed the Cam Xuyen District Police to promptly investigate.

Mr. Nguyen Cong Dung, Chief of Cam Quan Commune Police, said that this unit is coordinating with Cam Xuyen District Police to investigate and clarify the case.

It is known that the breeding and beef cattle project of Binh Ha Livestock Joint Stock Company has a scale of 150,000 heads, deployed in the area of ​​2 districts Cam Xuyen and Ky Anh (Ha Tinh) with a total area of ​​nearly 5,000 hectares of forest land, total investment capital of 5,045 billion VND. The project is divided into 2 phases, in which phase 1 has a scale of 30,000 heads, total investment capital of 845 billion VND; phase 2 has a scale of 150,000 heads, total investment capital of 4,200 billion VND.

From November 2015 to April 15, 2016, hundreds of people in Cam Quan and Cam My communes (Cam Xuyen district), where the project is implementing phase 1, have repeatedly reported to Ha Tinh authorities and local press agencies about the serious pollution caused by this project to the domestic water source of people in the area below the project.

From the people's reflection, on April 8, 2016, in the official dispatch No. 736/TNMT-CCMT of the Department of Natural Resources and Environment of Ha Tinh province on "reporting the results of the inspection of environmental protection work of the cattle breeding project of Binh Ha Livestock Joint Stock Company" showed that: cow manure of the project was partly treated at the compost house, the rest was dumped in 3 plots of land with an area of ​​each plot of about 300-400m2 outdoors, without waterproofing, not in accordance with the commitment in the approved Environmental Impact Assessment (EIA), with the risk of causing environmental pollution when it rains.

During the inspection, the authorities discovered that the company was burying dead cows (3 cows) not in accordance with the approved procedures according to the EIA report, specifically: Burying dead cows without lining with waterproofing materials, without spraying disinfectants, without spreading lime powder... according to the procedures for handling dead animals issued by the Ministry of Agriculture and Rural Development. The authorities have drawn up a record requesting the Company to stop burying dead cows and carry out the burial in accordance with the procedures and under the supervision of veterinary agencies (according to the Company's report, the total number of dead cows up to April 8, 2016 was 41, buried at 2 locations).

In addition, through inspection, the working group also determined that the local people's reflection on the current situation of the cattle breeding project of Binh Ha Livestock Joint Stock Company causing environmental pollution is true.
