In early September, following the beheading of two American journalists by the Islamic State, Barack Obama announced a strategic plan to counter terrorism aimed at “destroying the self-proclaimed Islamic State.” President Obama also decided to form an international coalition to repel the threat of terrorism and expand attacks in Syria. In an interview with CBS, Mr. Obama said, “It is important that we recognize that part of the solution is military… We need to destroy the headquarters, the weapons depots, cut off the ability to refuel, the sources of funding, and stop the flow of foreign fighters to terrorist groups, especially to places like Iraq and Syria.”
