Arrest 22 investigators, prosecutors and judges for investigation and prosecution

There is negativity in law enforcement agencies

“A delegate asked the Chief Justice whether there is any negativity or corruption in law enforcement agencies. The answer is to look at the results of the investigation and prosecution by the Supreme People's Procuracy's Investigation Agency,” Mr. Le Minh Tri, Chief Justice of the Supreme People's Procuracy, quoted the question and said that the investigation of crimes of infringement on judicial activities and corruption in judicial activities by the Supreme People's Procuracy's Investigation Agency has clearly changed in quality.

Specifically, in 2018, the Supreme People's Procuracy's Investigation Agency discovered an increase of 39.3% in the number of new cases initiated for investigation, and a 126.1% increase in the number of newly prosecuted defendants; including 3 cases of "Using torture" leading to death occurring in detention facilities; many corruption cases with serious consequences (accounting for 69.2%), crimes against judicial activities and other justice accounted for 30.8%.

Ordered to temporarily detain 22 officials including Investigators, Prosecutors, Judges, and Enforcement Officers to serve investigation and prosecution.

The amount of embezzlement and bribery in some cases was over 1 billion VND. Through investigations into corruption cases in judicial activities, the Supreme People's Procuracy's Investigation Agency has recovered over 6.7 billion VND, reaching 55% of the total amount to be recovered of 12.37 billion VND.

During the period, the Investigation Agency of the Supreme People's Procuracy issued 104 recommendations requesting judicial agencies to remedy and prevent violations and crimes, an increase of 21 recommendations (25.3%).

In addition, the Supreme People's Procuracy Investigation Agency has compiled common violations and issued 03 recommendations to the leaders of the Ministry of Public Security, the Supreme People's Court and the Ministry of Justice to implement measures to prevent violations and crimes; which have been received and thoroughly implemented by ministries and branches throughout the sector, contributing to improving the effectiveness of judicial activities and partially meeting the National Assembly's requirement to clean up judicial agencies.

The role and responsibility of the prosecution are clearer

The report also said that in 2018, the crime situation remained complicated, with authorities prosecuting more than 72,000 new cases, an increase of 3.2% compared to 2017, notably: crimes related to corruption and positions increased by 32.2%, drug crimes increased by 12.6%, and crimes related to social order increased by 0.8%.

Authorities continue to detect and prosecute many corruption and economic cases involving close collusion between businesses and people with positions and powers, some involving high-ranking officials of the Party and State; many particularly serious drug cases have been detected and prosecuted..

“The activities of judicial agencies basically ensure compliance with the law, however, there are still cases of law violations, some of which are serious and require criminal prosecution in the fields of investigation, prosecution, trial, and execution of judgments,” said Mr. Le Minh Tri.

Implementing the direction of the Central Steering Committee on anti-corruption, the Chief Justice of the Supreme People's Procuracy has directed professional units to strengthen close coordination with the Investigation Agency right from the time of handling information about corruption crimes.
