Ninh Van Commune People's Committee - where Mr. Pham Van Tinh worked as a policy officer - embezzled martyrs' compensation money and spent money on burial of meritorious people.

Mr. Pham Van Tinh, a policy officer of the Ninh Van Commune People's Committee, was accused by local people of "embezzling" martyrs' pensions, burial expenses for meritorious people, and pensions for social protection beneficiaries.

According to many people, relatives of martyrs and families of policy beneficiaries will receive pensions according to the State's regulations when they pass away. However, many families in the above categories have had people who have passed away for a long time, some have even passed away for 5 years, but have not received their pensions, making them very upset.

According to Mr. Do Khac Khoat, Chairman of Ninh Van Commune People's Committee, the fact that the commune's policy officers were slow in paying the death benefits and burial fees to relatives of meritorious people is true. "We discovered the incident around July 2017. Initially, Mr. Tinh admitted to being slow in paying the money to relatives of meritorious people. Through inspection, it was discovered that 7-8 cases had not been paid on time," said Mr. Khoat.

Ms. Le Thi Kim Dung, Deputy Head of the Department of Labor, Invalids and Social Affairs of Hoa Lu District, said that recently, some households who are relatives of meritorious people came to the office to ask about the pension and burial allowance for deceased meritorious people. After checking these cases, all of them were provided with funds by the district to pay to the locality.
