Inadequacies in management of new apartment buildings and urban areas
(Baonghean) -In recent years, with the implementation of apartment and new urban projects, Vinh city has had many urban architectural highlights, solving many housing and employment problems for workers and businesses. However, the state management work in apartment and new urban areas still shows inadequacies and lacks uniformity.
Vinh City has 54 projects to build new apartment buildings and urban areas, resettlement areas, residential planning areas... Of which, 21 projects are being implemented, 33 projects have been implemented and put into use with a total of 9,531 apartments and plots of land according to the design. Up to now, 2,597 households have moved in, including: 771 households with 2,504 people registered for permanent residence; 814 households with 2,854 people have registered for temporary residence and up to 1,012 households with 3,519 people have not registered for permanent or temporary residence (concentrated in Tan Phuc apartment complex (Vinh Tan ward) with 96 households, 306 people; Hung Thinh new urban area apartment complex (Hung Loc commune) with 93 households, 307 people; new urban area apartment complex east of Le Nin Avenue (Nghi Phu commune) with 84 households, 336 people; military housing area (Nghi Phu commune) with 143 households, 457 people; Vinaconex 9 new urban area apartment complex (Nghi Phu commune) with 147 households, 596 people...).
Of the 33 apartment and new urban area projects that have been put into use, only 3 projects have established and completed the organizational structure of the residential block (block 15, Quang Trung ward, Trung Do block, Hung Dung ward, Tan Phuc block, Vinh Tan ward). The rest, although put into use, have not completed the organization of the block and residential groups, so there is no management by the local government.
Doi Cung apartment complex (Vinh City) after many years of use still does not have a community center.
According to Lieutenant Colonel Thai Manh Hung - Head of Quang Trung Ward Police, there are currently 6 new apartment buildings and 8 old apartment buildings in the ward. Most of the households living in the old apartment buildings have registered for permanent residence, while households living in the new apartment buildings have not registered for permanent residence but only registered for temporary residence after being regularly reminded by the ward police. Lieutenant Colonel Thai Manh Hung said: The reason for this situation is that most of the households living in the new apartment buildings have registered residence and houses in districts and towns in the province. They have not sold their houses or have not cut off their registration at their old place of residence, so they still have to fulfill their obligations there. This problem has affected the rights and obligations of citizens, causing unpleasant problems for society.
In fact, in the new apartment buildings and urban areas in Vinh City, many incidents have occurred that disrupt social order and safety. According to statistics, from 2004 to February 2013, there were 165 criminal incidents in the new apartment buildings and urban areas, including 65 cases of property theft, 14 cases of intentional injury, 32 cases of gambling, 15 cases of drug use and possession, and 41 other criminal offenses...
Faced with the shortcomings and inadequacies in the field of security and order and registration and management in apartment buildings, Vinh City People's Committee has organized a re-evaluation of state management work and the main causes have been pointed out as: The state management role of ward and commune authorities, city police, and relevant departments and offices of the city has not received regular attention, and is even lax.
Some investors have not coordinated well with local authorities and police from the beginning of project implementation, so registration, residence management, and construction management have encountered many difficulties; Some apartment and new urban projects do not plan cultural houses - a mandatory criterion to qualify for the establishment of blocks and hamlets. In addition, the awareness of law compliance of a part of families in apartment buildings and new urban areas is also lacking in self-awareness, they have not coordinated with functional forces to do a good job of registration and residence management, and have not strictly implemented the rights and obligations of citizens in ensuring security and order...
According to Mr. Nguyen Quoc Thang - Head of the Vinh City Urban Management Department, the City People's Committee is developing a project to manage apartment buildings and new urban areas in the city. In particular, the key issues pointed out are: Strengthening the direction of Party committees at all levels from the city to wards, communes, investors, Project Management Boards, Management Boards of apartment buildings, blocks, residential groups...; Establishing blocks, hamlets, residential groups in apartment buildings and new urban areas, at the same time doing a good job of checking residence to base on the number of people, actual residence registration to propose personnel arrangements for Party cells, block, hamlet, residential groups, political and social organizations...; Strengthening propaganda work so that organizations and individuals strictly implement the Law on Residence...
However, the important issue is to soon establish blocks and hamlets in apartment buildings and new urban areas. However, in these places, many investors have not yet arranged locations to build cultural houses or community activity houses, so they will encounter many difficulties. We are requesting that competent authorities assign investors the responsibility of arranging construction to ensure that people have places for community activities and ensure that the criteria for establishing blocks and hamlets are in accordance with regulations.
