Inadequacies in implementing tuition exemption and reduction, and supporting learning costs

(Baonghean.vn) - On the morning of October 4, the Culture - Social Committee, Provincial People's Council organized a survey to implement tuition exemption and reduction, and support for study costs according to Decree 49/2010 of the Government in Hung Dao commune, Hung Nguyen.

Through a survey in Hung Dao commune, it is shown that for a purely agricultural commune, where people's lives are still difficult, supporting learning costs and exempting tuition fees for students according to Decree 49 of the Government is very necessary, creating conditions for beneficiaries including children of policy families, poor households, orphans, and the disabled. As a result, in the 3 school years of 2010 - 2013, the whole commune has completed tuition exemption and reduction records for 518 students with the amount of exemption and reduction being nearly 122 million VND. The commune has also created conditions for procedures and proposed support for learning costs for 319 preschool, primary and secondary school students in the commune and has disbursed over 110 million VND.

However, the implementation process is slow because some beneficiaries are slow to access policies and guidelines, while the regulations do not allow compensation, so some beneficiaries are not eligible. In addition, the disbursement of study cost support funds from higher levels is not timely, causing frustration for beneficiaries. Regarding the collection and exemption of tuition fees for students, the facility recommends that the funds should be transferred directly to schools for implementation, and should not be passed through local authorities. On the other hand, currently, universities, colleges, and vocational schools all study by credits, but according to Decree 49, it is not uniform, affecting the rights of learners. The implementation of tuition exemption and reduction in schools with heavy and hazardous occupations is slow, so some graduates have not been accepted yet.

The Provincial People's Council's Culture and Social Committee has acknowledged all the issues raised by practice, and at the same time proposed that, in the immediate future, the Commune People's Committee and schools, with their responsibilities, need to propagate and provide specific instructions to the subjects so as not to miss out on beneficiaries, in order to ensure their rights and help them reduce difficulties in studying.
