Inadequacies in policies and mechanisms for communal-level police and military forces

(Baonghean.vn) - That is the issue reflected in the survey on the implementation of resolutions issued by the Provincial People's Council in the legal field organized by the People's Council's Legal Committee in Thanh Lam commune (Thanh Chuong) on ​​the morning of March 19.

Accordingly, the content surveyed by the Legal Committee this time is related to 4 resolutions issued by the Provincial People's Council, including: Resolution No. 38/2012/HDND on policies and regimes for the police force in communes and towns; Resolution No. 171/2015/NQ-HDND on providing working equipment for the police force in communes and towns; Resolution No. 54/2016/NQ-HDND on policies and regimes for the militia and self-defense force; Resolution No. 55/2016/NQ-HDND on regular support levels for the positions of Team Leader and Deputy Team Leader and providing fire prevention and fighting equipment for the militia force in the province.

Through a survey in Thanh Lam commune, it is shown that basically the regimes, policies, and equipment for the forces according to the resolutions of the People's Council have been fully implemented, creating favorable conditions for the forces to operate and ensuring security and order in the commune. However, there are still some shortcomings and inadequacies related to the regimes and policies.

Mr. Le Van Hung - Military Commander of the commune stated that according to Resolution No. 54/2016/NQ-HDND, the source of expenditure for the militia force, in addition to the provincial budget, is supplemented by the district and commune. However, due to the difficult economic conditions of Thanh Lam, the decentralization of spending tasks at the commune budget level has not been guaranteed.

Specifically, the political training regime for militiamen during the training period only guarantees 50,000/80,000 VND/day. In addition, working conditions are limited, the office of the Commune Military Commander is shared with the Chairman of the Red Cross Society and there is no daily duty room for the militiamen.

Regarding the regime and policies for the commune police force, according to the Commune Police Chief Tran Xuan Tuyen, the current regime for the Deputy Commune Police Chief is 1.1 and the permanent Police Officer is 0.9 of the basic salary, which is still low, while the requirements of the tasks and work pressure are great, sometimes even having to ensure working hours 24/24.

On the other hand, the annual operating budget for the police force has not met the requirements of the task; some equipment has not been fully provided... In addition, the regime and policies for the police force are also too low, not attractive enough for this force, so they often go to work far away, so the locality has to supplement regularly, affecting the stability and effectiveness of this force.

Mr. Phan Tuan Anh - Head of PV28 Department, Provincial Police, admitted that currently, the implementation of Resolution No. 171/2015/NQ-HDND on providing working equipment for commune and town police in the province is still lacking some items. The reason is that the provincial budget allocates 2 billion VND/448 communes and towns each year; therefore, the Provincial Police must allocate and develop a plan to purchase equipment according to the roadmap and will meet the demand in the coming time.

Through the survey, Deputy Head of the Provincial People's Council's Legal Committee Thai Thi An Chung acknowledged the seriousness and responsibility of local Party committees and authorities in implementing and bringing the resolutions of the Provincial People's Council into life.

Sharing the difficulties with the locality, the Deputy Head of the Legal Committee of the Provincial People's Council also requested the People's Committee of Thanh Lam commune to pay attention to arranging working rooms for the police and military as well as allocating the budget to ensure the regime for the militia force, meeting the requirements of the task.

The commune also needs to pay attention to building and strengthening training to improve the quality of activities of the commune police force, militia and self-defense force; pay attention to managing and preserving the provided equipment to ensure safety and quality...
