However, in contrast to the modernity and position of that route, the two sides of the road have not been planned as sidewalks, so some sections are overgrown with weeds, some sections become places to dump household waste, many places become construction waste dumps, some sections are places to gather green trees for sale, with holes dug everywhere... All of this makes the avenue become "sloppy".

During the investigation, we learned that the reason why the sidewalk system on this route has not been built synchronously is due to the following reasons. First, the city does not have the funding to implement it. Second, currently on this route there are still many vacant lands on both sides of the road that have not been used, so they do not really have a need, while the policy of building sidewalks has long been applied by the city according to the motto "the state and the people work together".

Behind the sidewalk is the production field of Nghi Phu commune farmers but still no investment has been made to make sidewalks.

Many households build houses but the sidewalk in front is still dirty and shabby.

That said, however, according to our observations, there are some agencies and units that, although put into use for a long time, have not yet built sidewalk systems, for example, in front of the campus of the Vocational College of Economics and Technology No. 1 under the Vietnam General Confederation of Labor; or in front of the Information Technology Center and the Land Fund Development Center under the Department of Natural Resources and Environment...

To create an appearance for Vinh city worthy of being a class I urban area, it is thought that Vinh city needs to be proactive in having solutions to plan and invest in building a sidewalk system along the entire route considered the most modern and beautiful in this city.

The city can still implement the motto "the state and the people work together" by investing capital first, and later when collectives and individuals use the area under their ownership, they will reclaim it at the unit price at the time of collection. Only then can the construction of sidewalks on Lenin Avenue and Xo Viet - Nghe Tinh Avenue be implemented soon.
