Start checking production and trading of helmets
The peak campaign will take place for 3 months from March 15 to June 15, 2013.

Starting today (March 15), the Ministry of Transport, Ministry of Science and Technology, Ministry of Industry and Trade and Ministry of Public Security will launch a campaign to disseminate information and inspect and handle violations in the production, trading and use of helmets.
Speaking before this campaign, Mr. Nguyen Hoang Hiep - Vice Chairman of the National Traffic Safety Committee said that the Traffic Safety Committees of localities must direct and coordinate with local authorities to organize standard helmet selling points so that people can easily recognize them.
In addition, the local Traffic Safety Committee must also implement a program to exchange fake helmets for real helmets, with subsidies for buyers. There will be different levels of subsidies for people to exchange fake helmets, old helmets for new helmets, ensuring quality, ranging from 30,000 - 70,000 VND/helmet.
“In the near future, all provinces will implement this program. We are calling on the remaining 66 enterprises to participate in this program. If all 67 enterprises participate, it will create a very good effect, helping traffic participants buy genuine products, ensuring quality, with subsidies,” Mr. Hiep emphasized.
It is known that out of 67 helmet manufacturing enterprises in Vietnam, only 1 enterprise voluntarily participated in the program of exchanging fake helmets for real helmets, with subsidies for consumers.
The peak period of inspection and handling of violations in the production, trading and use of helmets, implemented according to Directive No. 04/CT-TTg dated March 8, 2013 of the Prime Minister on strengthening management of production, trading and use of helmets when participating in traffic, will take place in 3 months from March 15 to June 15, 2013.
As of March 12, through inspections in Hanoi, Ho Chi Minh City, Hai Phong City, Da Nang City... market management forces have seized and are awaiting processing over 25,000 fake and poor quality helmets.
Mr. Tran Hung - Deputy Director of the Market Management Department (Ministry of Industry and Trade) said that when counterfeit goods are discovered, resolute measures will be applied such as confiscating and destroying goods, confiscating production equipment if there is intentional violation, and criminal prosecution of cases with all elements constituting a crime.
To distinguish the quality of fake helmets, Mr. Tran Quoc Tuan - Director of the Department of Quality Management (Ministry of Science and Technology) recommends that fake helmets are those without CR conformity stamps, without foam or with foam but thin and soft, when pressed by hand the foam layer sinks down and especially do not have the label "helmet for motorcyclists".
Asked about the form of handling traffic participants wearing fake helmets, Mr. Tran Xuan Ha - Deputy Director of the Department of Road and Railway Traffic Police (Ministry of Public Security) said that during this peak period, the traffic police force will only punish the act of not wearing helmets or wearing helmets that do not meet the standards, not punish those wearing fake helmets, but only remind and encourage the use of standard helmets./.
