This is the roadmap clearly stated in the latest draft of the Project to innovate general education programs and textbooks after 2015. The draft was just announced at the Expert Consultation Conference on the Project to innovate general education programs and textbooks after 2015 organized by the National Assembly's Committee on Culture, Education, Youth, Adolescents and Children on the morning of March 8, 2014, in Hanoi.
According to this draft, the application of the new curriculum and textbooks can only be carried out in schools that have sufficient teachers, management staff, facilities and educational equipment. Schools that do not have sufficient conditions must quickly supplement them to be eligible to apply the new curriculum.
The project implementation is divided into two phases: from 2014 to June 2016 and from July 2016 to 2022.
Specifically, the period from 2014 to 2016 will complete scientific research on curriculum and textbook innovation, and complete the development of a comprehensive curriculum and experimental subject curriculum.
Also during this period, the compilation, appraisal and promulgation of a list of minimum teaching equipment, training materials, and training for teachers and managers on testing textbook programs for grades 1, 6 and 10 will be carried out.
In the second phase, from July 2016, the compilation of experimental textbooks for the remaining classes, including grades 2, 3, 4, 5, 8, 9, 11 and 12, will be completed.
The testing will be carried out in a rolling manner by grade level, starting simultaneously in the first grades (grades 1, 6, 10) of all three grades.
The pilot sample is conducted by selecting a number of representative provinces and cities from each socio-economic region, and in each province, a number of qualified schools representing urban, rural, delta, mountainous, remote, isolated and disadvantaged areas are selected to participate. It is expected that the pilot will take place in about 2% of schools nationwide.
By 2022, the editing, completion and promulgation of new programs and textbooks will be completed.
Thus, compared to the previous draft, this time the Ministry of Education and Training has given a specific timeline for starting the experimental implementation in 2016 and the end of the experiment in 2022.
The general orientation of the project is still to develop students' capacity, ensuring both national consistency and suitability to the characteristics of each locality, developing learners' qualities and capacities, ensuring harmony between teaching literacy, teaching people and approaching careers.
Currently, the Ministry of Education and Training is continuing to collect public opinions to complete before submitting to the National Assembly./.
