During the days before the Lunar New Year 2011, some people who violated red lights while driving on some streets in Vinh City were immediately chased by a traffic police officer on a motorbike and asked to pay a fine. What the violators found confusing was that while it was drizzling and cold at the end of the year, the “traffic police officer” was wearing a summer traffic police uniform (short-sleeved), with a long-sleeved white shirt underneath. However, with the determination of this young “traffic police officer”, along with a sign on his chest with the name Pham Van Tuan and a traffic violation fine record in front of him, the violators were forced to pay the fine (to finish the matter) so that they could take care of the year-end work.

Ms. Tran Thi Gia (28 years old, residing in Ben Thuy ward, Vinh city) is one of the cases that Pham Van Tuan "handled" with a fine. At around 9 pm on the last day of the year, Ms. Gia was driving a motorbike on Le Duan street, Vinh city, just because of a violation of turning right without using the turn signal, she was discovered by Pham Van Tuan, who got on his motorbike and chased her and asked Ms. Gia to pay a fine of 150,000 VND, otherwise he would take the motorbike to the police station to make a record of impounding the vehicle for 15 days and fine her according to the law. Seeing her suspicion, Ms. Gia spoke up, this traffic police officer took out a work assignment paper under the name of Pham Van Tuan, showed it in front of Ms. Gia, then shouted and threatened to take Ms. Gia and the vehicle to the police station for handling according to the law. Faced with the "traffic police" officer's resolute attitude, Ms. Gia agreed to pay the fine to avoid having her vehicle impounded for 3 days of Tet... Returning home, Ms. Gia wondered: why would a traffic police officer on duty wear disheveled clothes, not in accordance with industry regulations as Ms. Gia understood, and moreover, go alone in the middle of a cold night... Thinking that this could be a case of impersonating a traffic police officer for personal gain, Ms. Gia immediately reported it to the Vinh City Police Traffic Police to clarify.

Here, the subject declared his name as Pham Van Tuan, born in 1982, residing in Ich Mau commune, Can Loc district, Ha Tinh province. In addition to the summer traffic police uniform he had sewn himself, which had a lieutenant rank and a civil servant badge with the name Pham Van Tuan on his chest, the police also discovered and confiscated a traffic police baton, a book of "Minutes of handling traffic violations", a transfer paper from the Traffic Police Department of the Ministry of Public Security to the Traffic Police Department of Nghe An Public Security signed by "Major General Tran Thanh Tung" and stamped with a "red seal", a flashlight, a piece of paper with lottery numbers, a driver's license, and a mobile phone.
According to Pham Van Tuan's initial statement, he drafted and printed the work assignment papers himself to deal with situations where the violators were drivers of cars and motorbikes who were suspicious and refused to pay the fine. Tuan impersonated a traffic police officer to make a profit. He started operating in early December 2010, and collected millions of dong.
After initiating the case and prosecuting the accused, on February 28, 2011, the Vinh City Police Investigation Agency issued a decision to temporarily detain Pham Van Tuan for the crime of "Forgery of position" for 3 months to serve the investigation and prosecution according to the law.
