On the evening of June 7, the Investigation Police Agency of Da Nang City prosecuted and executed an arrest warrant for Captain Le Cong Chi (residing in An Hai Bac Ward, Son Tra District) under Clause 3, Article 212 of the Penal Code for the crime of "Violating regulations on controlling water transport vehicles". Chi was the one who controlled the Thao Van 2 ship on the night of June 4 before the ship sank, killing 3 people and injuring dozens of others who had to be taken to the hospital.

According to design, Thao Van 2 ship is allowed to carry 28 people, but when the accident happened, there were 56 people on board, including 53 tourists. The ship also has not been granted a license to operate passenger transport.
