According to Nghe An Market Management Team No. 4, after receiving information from the people, the passenger bus with license plate 51B - 00157, driven by Vu Van Sy, in Phuc Tien commune, Phu Xuyen district, Hanoi, was transporting a quantity of smuggled cigarettes from the South to the North.

Immediately, Market Management Team No. 4 coordinated with traffic police and Quynh Luu District Police to block the area of ​​National Highway 1A, passing through Quynh Giang Commune and inspected the vehicle. Upon inspection, it was discovered that the vehicle was carrying 2 boxes of smuggled goods, including 141 cartons of Esse and Esse One brand cigarettes, but without clear origin documents. According to the driver, the goods were transported to Hanoi by a hired transporter and the owner was unknown.
