Arrest of two Chinese subjects stealing international telecommunications fees

Authorities discovered two Chinese subjects using 6,700 prepaid mobile phone SIMs and 500 postpaid mobile phone SIMs from Viettel to steal international telecommunications charges to Vietnam in Hanoi.

At the State management conference of the first quarter of 2013 of the Ministry of Information and Communications held this morning - April 3, 2013, Mr. Nguyen Van Hung, Chief Inspector of the Ministry of Information and Communications, announced information about the Inspectorate of the Ministry of Information and Communications coordinating with units under the Ministry of Public Security to crack down on the theft of international telecommunications fees to Vietnam in Hanoi.

Specifically, from 5:00 a.m. to 3:00 p.m. on January 12, 2013, the Inspectorate of the Ministry of Information and Communications in coordination with the Ministry of Public Security examined and discovered that two subjects, Nong Weijie and Su Yong Ri, Chinese nationals, had set up two bridges to commit international telecommunications theft. The two locations where the international telecommunications theft equipment system was installed were Room 310, Building N6B, Trung Hoa - Nhan Chinh Urban Area, and House No. 19, Lane 98/1, Vu Trong Phung. The subjects rented a fiber optic Internet line with a very high transmission speed (FTTH - speed of 10 gigabits/second) from FPT Telecom and Hanoi Telecom. Then, they used SIM cards from mobile networks to connect to Vietnam's telecommunications networks.Male. Initial research results show that the subject technology uses new technology to evade the control of authorities.

Equipment seized at the scene included: 2 devices using mobile network access technology called iGate and vGate; 2 optical/electrical converters; 2 routers combined with Internet modems; 2 sets of equipment called New Rock; 18 mobile SIM concentrators, each set can install 8 SIMs; antennas, various types of network cables; some related paper documents; about more than 4,500 Kits (still with mobile SIMs) of Viettel network.

The actions of Nong Weijie and Su Yong Ri violated the crime of “theft of property” stipulated in Article 138 of the Penal Code. However, these are only two accomplices, the main masterminds are Chinese and are not currently in Vietnam.Male.

Notably, at the time the two subjects were arrested, 6,700 Viettel prepaid mobile phone SIM cards were seized at the scene. The subjects had set up 18 mobile SIM concentrators, each of which could access 8 SIM cards, for a total of 96 mobile phone SIM cards that could connect to Vietnam's mobile network at one time to illegally transfer traffic to Vietnam, operating continuously 24/7.

In addition to the 6,700 SIMs confiscated on the spot, the Inspectorate of the Ministry of Information and Communications, together with the Ministry of Public Security, continued to track down 500 postpaid mobile phone SIMs also from Viettel that served the connection of the two subjects above. Through investigation, it was found that Nguyen Van Long (born in 1987, registered permanent residence in Binh Minh commune, Thanh Oai, Hanoi), Director of Van Long Trading and Communication Services Company Limited, had rented more than 500 postpaid mobile phone SIMs from Viettel to Nong Weijie and Su Yong Ri. This behavior has signs of violating the Law on Telecommunications, the Inspectorate of the Ministry of Information and Communications will consider and handle it according to regulations.

Also at the conference this morning, Mr. Pham Hong Hai - Director of the Department of Telecommunications said that the phenomenon of illegal trading of international phone calls has appeared quite a lot in Vietnam.Male. Statistics from businesses show that the proportion of unlicensed and illegal businesses accounts for up to 20% of total traffic. In the coming time, the Inspectorate of the Ministry of Information and Communications and businesses need to focus on quickly handling these cases.


Deputy Minister of Information and Communications Le Nam Thang requested the Telecommunications Department to continue to develop specific documents, such as on subscriber information management (using prepaid SIMs), monitoring usage traffic, etc. to combat the above mentioned illegal business phenomenon.
