As reported, in the report sent to the authorities, Mr. Dao Cong Thang - Head of the Central Station confessed that he (Mr. Thang) was instructed by District Chief Trinh Thanh Long to act as a "blue team" on the road to escort vehicle 37V-3851 (driven by Vuong Dinh Hanh) carrying illegal timber from Xieng My (Tuong Duong district) to Quy Hop town in the early morning of December 7.
When the car reached Pu Huot slope, Tong village, Binh Chuan commune, Con Cuong district, it had an accident. The accident killed 10 people, injured 7 others, including two forest rangers, Dao Cong Thang and Nguyen Kim Hung.
