The German head of government felt unwell during a meeting with Finnish Prime Minister Antti Rinne in Berlin.
The video shows the prime minister whispering something without looking at her Finnish counterpart. Experts believe Ms Merkel repeated the phrase: "I believe I can do it" ("Ich schaffe das"). The incident took place a day earlier, when Ms Merkel and Mr Rinne were listening to national anthems.
Chancellor Merkel then urged people not to worry about her health. It was the third time she had been seen shaking, as she did on June 18 during a reception for Ukrainian President Vladimir Zelensky and on June 27 when she met with German leader Frank-Walter Steinmeier.
