Arresting a group of dog thieves using homemade electric guns
(Baonghean.vn) - Giap and Hieu rode motorbikes, carrying homemade electric guns and glass beer bottles. When they encountered dogs on the road, they would shoot them and take them away. If someone chased them, they would use the glass bottles to fight back.
On the morning of November 23, the Nghi Loc District Police Investigation Agency announced that the unit had just successfully broken up Project 117C, arrested 3 subjects for stealing dogs and consuming stolen dogs, seized 9 dogs and returned them to the victims along with some related evidence.
Three subjects were arrested and have been prosecuted, including: Nguyen Dinh Giap (born in 1994), residing in Nghi Truong commune; Dinh Van Hieu (born in 1988), residing in Nghi Long commune, for stealing dogs; Phan Huu Hoanh (born in 1985), residing in Nghi Dien commune, for consuming stolen dogs.

Previously, at 8:00 p.m. on October 29, during a patrol, the Nghi Loc District Police and Nghi Dien Commune Police discovered at Mr. Phan Huu Hoanh's house in Nghi Dien Commune 9 dogs in bags and iron cages with signs of injury, poor health, one of which was dead. Mr. Hoanh fled from home.
Suspecting theft, the task force temporarily detained the dogs and Nghi Loc Police Department announced on the mass media for people who lost their dogs to come and claim them. After the announcement, 9 victims came to claim their dogs and reported that they were stolen on October 29.
Determining that this was a serious case, causing public outrage, the leaders of Nghi Loc District Police decided to establish Project 117C to combat dog theft in the area. Through review, verification and application of professional measures, the Investigation Agency identified Nguyen Dinh Giap and Dinh Van Hieu as the two dog thieves and Phan Huu Hoanh as the consumer of the dogs stolen by Hieu and Giap.
On November 2, the investigation agency urgently arrested Phan Huu Hoanh. After searching, monitoring and ambushing, at 3:30 p.m. on November 16, Nguyen Dinh Giap and Dinh Van Hieu were arrested when the two subjects were stealing dogs in Nghi Loc district. The seized evidence was 01 Exciter motorbike, 01 electric shocker used to shoot dogs.

At the investigation agency, Phan Huu Hoanh confessed that he was a dog buyer. Due to greed, Hoanh colluded with Giap and Hieu to sell dogs stolen by the two. Hieu and Giap initially confessed that in the past, the two had committed 9 dog thefts in Nghi Loc district, then sold them to Phan Huu Hoanh for Hoanh to sell.
The dog theft method of the subjects: Hieu and Giap rode on an Exciter motorbike carrying electric guns, sacks, tape and glass beer bottles. When encountering a dog on the road, the subject sitting behind used the gun to shoot the dog until it fainted, then used tape to tie the dog's mouth shut and put it in a snake skin bag to sell. If someone chased them, the subjects were ready to use glass beer bottles to fight back.
Giap and Hieu also confessed that after seeing the information posted that the owner of 9 dogs had come to the police station to claim their property, the two subjects moved their dog stealing activities to Ha Tinh province. When the authorities entered Ha Tinh to arrest them, the subjects fled back to Vinh city.
After a period of investigation, the subjects returned to Nghi Loc district to steal dogs. On the afternoon of November 16, both were arrested by the investigation agency.
Hieu and Giap both have criminal records for theft. Nghi Loc police are currently continuing to expand the investigation.
