Nghi Loc breakthrough for comprehensive development

Implementing the two-level local government, Nghi Loc Commune Party Committee was established on the basis of merging 4 Party Committees including Nghi Trung, Nghi Van, Dien Hoa and Quan Hanh (belonging to the old Nghi Loc district) according to Decision No. 3635-QD/TU, dated June 18, 2025 of the Nghe An Provincial Party Committee Executive Committee. After its establishment, the Commune Party Committee has 90 Party Committees and affiliated Party cells with 2,426 Party members. Implementing the Resolution of the 13th National Party Congress, the 19th Nghe An Provincial Party Congress and the 29th Nghi Loc District Party Congress for the 2020-2025 term, the Party Committee, government and people of the communes and towns now forming Nghi Loc commune have made many important marks in all fields.

First of all, Party building and rectification work is considered a key task. Party committees at all levels strictly implement the Central Resolution 4 (term XI, XII) on Party building, associated with studying and following Ho Chi Minh's ideology, morality and style. Party cells have innovated their activities, valuing quality over form, discussing directly the core issues. Party development work has been focused on, the number of new Party members has exceeded the target every year. Organizational and personnel work has seen many innovations. Inspection, supervision and Party discipline enforcement work has been strengthened; the settlement of petitions, complaints and denunciations has been carried out seriously, in accordance with regulations, maintaining discipline and order within the Party. Mass mobilization work has seen many innovations in content and methods. The Fatherland Front and socio-political organizations continue to promote their role as a bridge between the Party, the government and the people.

Regarding economic development, in the past term, despite many difficulties due to natural disasters, epidemics and economic fluctuations, Nghi Loc commune still maintained a stable and sustainable development momentum. The average economic growth rate of the whole commune is estimated at 9.3%/year - a fairly high increase compared to the general level. The average income per capita in 2025 is estimated at 68.9 million VND, an increase of 21.4 million VND compared to the beginning of the term. The economic structure in the area has shifted positively, in which: Industry - construction: 59.80%; Trade - services: 29.13%; Agriculture: 11.07%.

To develop industry and construction, the commune is interested in synchronous investment in Nghi Dien industrial cluster, creating favorable conditions for investment attraction. Accordingly, in the period of 2020-2025, there are 8 projects in the commune attracting investment with a total registered capital of 394.52 billion VND; the capital implementation rate is estimated at over 55%. Up to now, many investment projects implemented in Nghi Van, Nghi Trung, Dien Hoa communes and Quan Hanh town (formerly Nghi Loc district) have come into operation, contributing positively to the transformation of economic structure, labor structure, with an average annual growth rate of 10.66%. Currently, the commune is focusing on accelerating the progress of site clearance to hand over to investors to implement the Bac Quan Hanh Urban Area project.

The cultural and social fields continue to have many positive changes, playing an important role in the harmonious and sustainable development of the locality. The whole commune currently has 15/15 public kindergartens, primary schools and secondary schools that meet the national standards at level 1, of which 6 schools meet the standards at level 2. The movement "All people unite to build a cultural life" is widely deployed. 100% of villages have cultural houses and sports grounds; the rate of cultural families reaches 94%. Social security work is deployed synchronously and promptly. Policy families, people with meritorious services and social protection beneficiaries are given careful attention and care. Security and national defense are strengthened, political security, social order and safety are ensured.

As a commune with an advantageous geographical location, Nghi Loc is also the connecting center between the province's key economic zones such as the Southeast Economic Zone, WHA Industrial Park, Nam Cam Industrial Park... convenient for trade, attracting investment; is an important traffic hub with the North - South railway system, National Highway 1A running through; relatively synchronous infrastructure. At the same time, the commune has suitable natural conditions for developing high-tech agriculture according to the general planning orientation, creating a premise for rapid and sustainable economic development.

Inheriting and promoting the achievements, Nghi Loc Commune Party Committee enters a new development stage, carrying on its important role and mission in the era of strong rise of the nation. With the motto "Solidarity - Democracy - Discipline - Innovation - Development", in the 2025-2030 term, Nghi Loc Commune Party Committee strives for a growth rate of total product value by 2030 of 11.79%; average income per capita of 90 million VND/year; total investment capital in the area in the 2025-2030 period strives to reach over 13,300 billion VND; State budget revenue increases by an average of 9-12%/year; strives for over 90% of Party organizations to complete their tasks well or better every year.

To realize these goals, the Commune Party Committee focuses on 5 key tasks, 3 breakthroughs and 3 main groups of solutions. In particular, the focus is on improving the leadership capacity and fighting strength of the Party, building a clean and strong political system. Promoting administrative reform, digital transformation and application of science and technology in production. Prioritizing resources to build a socio-economic infrastructure system, focusing on investing in developing transport infrastructure and urban infrastructure, commercial services to create momentum for economic restructuring, labor transition, creating job opportunities and improving the quality of life of people. Attracting and improving the quality of human resources to meet development requirements. Implementing well the work of planning, planning management in conjunction with provincial planning, planning of communes and wards in the province, orienting the planning of potential areas, attracting investment, developing key economic areas to create development momentum; Manage and use resources effectively, protect the environment; improve the quality of public administrative services, improve the commune-level competitiveness index, and simplify administrative procedures.
