Nghi Loc makes breakthroughs for comprehensive development.

The mark of the term

Implementing a two-tiered local government system, the Nghi Loc Commune Party Committee was established by merging four Party Committees: Nghi Trung, Nghi Van, Dien Hoa, and Quan Hanh (formerly part of Nghi Loc District) according to Decision No. 3635-QD/TU, dated June 18, 2025, of the Nghe An Provincial Party Committee. After its establishment, the Commune Party Committee comprises 90 subordinate Party Committees and branches with 2,426 Party members. In implementing the resolutions of the 13th National Party Congress, the 19th Nghe An Provincial Party Congress, and the 29th Nghi Loc District Party Congress for the 2020-2025 term, the Party Committee, government, and people of the communes and towns now forming Nghi Loc Commune have made significant achievements in all fields.

First and foremost, Party building and rectification is considered a key task. Party committees at all levels strictly implement Central Resolution 4 (11th and 12th Congresses) on Party building, in conjunction with studying and following Ho Chi Minh's thought, morality, and style. Party branches have reformed their activities, prioritizing quality over form, and directly discussing key issues. Party development is emphasized, with the number of new members exceeding targets annually. Organizational and personnel work has seen many innovations. Party inspection, supervision, and disciplinary enforcement have been strengthened; the handling of petitions, complaints, and denunciations has been carried out seriously and in accordance with regulations, maintaining discipline and order within the Party. Mass mobilization work has seen many innovations in content and methods. The Fatherland Front and other political and social organizations continue to play a bridging role between the Party, the government, and the people.

Regarding economic development, during the past term, despite facing many difficulties due to natural disasters, epidemics, and economic fluctuations, Nghi Loc commune has maintained stable and sustainable development. The average economic growth rate of the entire commune is estimated at 9.3% per year – a relatively high rate compared to the general average. The average per capita income in 2025 is estimated at 68.9 million VND, an increase of 21.4 million VND compared to the beginning of the term. The economic structure in the area has shifted positively, in which: Industry - construction: 59.80%; Trade - services: 29.13%; Agriculture: 11.07%.

To develop industry and construction, the commune is focusing on investing in the Nghi Dien industrial cluster, creating favorable conditions for attracting investment. Accordingly, in the period 2020-2025, 8 projects have attracted investment in the commune with a total registered capital of VND 394.52 billion; the implementation rate is estimated at over 55%. To date, many investment projects implemented in Nghi Van, Nghi Trung, Dien Hoa communes and Quan Hanh town (formerly Nghi Loc district) have become operational, contributing positively to the shift in economic and labor structure, with an average annual growth rate of 10.66%. Currently, the commune is focusing on accelerating the land clearance process to hand over the land to investors for the implementation of the North Quan Hanh Urban Area project.

The socio-cultural sector continues to experience many positive changes, playing a crucial role in the harmonious and sustainable development of the locality. Currently, all 15 public kindergartens, primary schools, and junior high schools in the commune meet National Standards Level 1, with 6 schools meeting Level 2 standards. The "All People Unite to Build a Culturally Rich Life" movement has been widely implemented. 100% of villages have cultural centers and sports fields; the percentage of culturally exemplary families reaches 94%. Social welfare work is implemented comprehensively and promptly. Families of policy beneficiaries, meritorious individuals, and social welfare recipients receive attentive care. Security and national defense are strengthened, and political security and social order are ensured.

Aspiration to rise

With its advantageous geographical location, Nghi Loc commune also serves as a central hub connecting key economic zones of the province such as the Southeast Economic Zone, WHA Industrial Park, and Nam Cam Industrial Park, facilitating trade and attracting investment. It is a crucial transportation hub with the North-South railway system and National Highway 1A running through it, and boasts relatively well-developed infrastructure. Furthermore, the commune has suitable natural conditions for developing high-tech agriculture in line with the general planning, creating a foundation for rapid and sustainable economic development.

Building upon and developing the achievements already made, the Nghi Loc Commune Party Committee is embarking on a new phase of development, carrying an important role and mission in the era of the nation's strong upward progress. With the motto "Unity - Democracy - Discipline - Innovation - Development," for the 2025-2030 term, the Nghi Loc Commune Party Committee strives to achieve a growth rate of 11.79% in total product value by 2030; an average per capita income of 90 million VND/year; total investment in the commune during the 2025-2030 period exceeding 13,300 billion VND; an average annual increase in state budget revenue of 9-12%; and over 90% of Party organizations achieving or exceeding their assigned tasks annually.

To realize these goals, the Party Committee of the commune focuses on 5 key tasks, 3 breakthroughs, and 3 main groups of solutions. The focus is on improving the leadership capacity and fighting strength of the Party, building a clean and strong political system. This includes promoting administrative reform, digital transformation, and the application of science and technology in production. Priority is given to allocating resources to build socio-economic infrastructure, with a focus on investing in transportation infrastructure and infrastructure for urban areas and commercial services to create momentum for economic restructuring, labor mobility, job creation, and improving the quality of life for the people. Attracting and improving the quality of human resources to meet development requirements is also crucial. Effective planning and planning management are integrated with provincial planning and the planning of communes and wards within the province, orienting planning for potential areas, attracting investment, and developing key economic zones to create momentum for development. Effectively manage and utilize resources, protect the environment; improve the quality of public administrative services, enhance the competitiveness index at the commune level, and simplify administrative procedures.

With the outstanding achievements made in the past term and a strong aspiration for further progress, the Party Committee, government, and people of Nghi Loc commune are steadfastly building a bright future – transforming Nghi Loc into a locality with a synchronized infrastructure system; improved material and spiritual lives for its people; maintained national defense and security; a strong political system; and becoming one of the fastest-developing and most comprehensive communes in the province. The goal is to build Nghi Loc commune into a model new rural commune by 2030.
