In early June 2014, through professional measures and information from the people, the Drug Crime Investigation Police Department identified Nguyen Thi Huong as a person who regularly bought, sold and transported drugs from Laos to Vietnam for consumption in large quantities and with very sophisticated methods. Huong pretended to be a trader going to Laos to get goods including fruits and some items, then hid drugs in these goods to mislead the authorities and then put them on a passenger bus to transport from Laos to Nghe An. After bringing the goods back, Nguyen Thi Huong sold them to drug dealers in Vinh City and some southern provinces. Determining that this was a large drug ring of a transnational nature, the PC47 Department proposed that the Provincial Police Department establish a special project with the code 268H to fight.

After a period of synchronous use of professional measures, on December 10, 2014, there was information that Nguyen Thi Huong was preparing to transport a large quantity of drugs from Laos to Nghe An. The task force divided into two working groups, one of which went directly to Laos to grasp the situation and monitor the movements of the subject, and the other working group went to Cau Treo Border Gate (Ha Tinh) to coordinate with the local Customs Department to conduct the fight.
During the surveillance, the task force discovered that Nguyen Thi Huong was carrying some luggage on the Tuan Viet passenger bus from Laos to Nghe An, so they followed Huong closely from Cau Treo Border Gate to Vinh City (Nghe An). At around 2:00 p.m. on December 12, when Nguyen Thi Huong was carrying her luggage off the bus at 108 Phan Dinh Phung Street in Cua Nam Ward (Vinh City), realizing that the time to solve the case had come, the task force quickly swooped in and arrested her before she could react. During the inspection of Huong's luggage, the authorities seized 3 bags of methamphetamine weighing 0.5 kg hidden in 10 cartons of milk and 4 heroin cakes that Huong had carefully hidden in a stack of plastic basins.
On the morning of December 13, during the investigation, the task force seized 2 more heroin cakes that the subject had hidden in a stack of plastic pots. Thus, the total amount of drugs that the authorities discovered and seized from Huong included 6 heroin cakes and 0.5 kg of crystal meth. At the police station, Huong confessed that she had bought the above drugs from Laos to resell to drug dealers in Vinh City for profit. Currently, the authorities are consolidating the case file and conducting an expanded investigation to arrest the subjects involved in this ring.
