On August 29, Lao Cai Provincial Police announced that they had initiated a case and prosecuted Pham Tien Lap - Deputy Head of the Department of Natural Resources and Environment of SaPa District - former Chairman of the People's Committee of Sapa Town, Lao Cai Province to clarify the act of "Taking advantage of position and power while performing official duties".
Previously, on August 15, 2013, the Investigation Police Department of Lao Cai Province Police issued a decision to initiate a criminal case, prosecute the accused and execute an order to temporarily detain Pham Tien Lap.

Pham Tien Lap (Born in 1960, permanent residence at Group 8, Sa Pa town). During his tenure as Chairman of the Sa Pa town People's Committee, Pham Tien Lap confirmed many records and documents, issued land use right certificates, changed land use purposes and transferred land use rights in violation of regulations, seriously affecting the interests of the State and the legitimate interests of citizens.
According to the investigation of the police agency, Pham Tien Lap and a number of officials and civil servants of Sa Pa district have violated hundreds of land-related violations. This case is also related to Nguyen Thi Thoa, a resident of Sa Pa, who was arrested by Lao Cai police for fraud and property appropriation and abuse of trust.
