In the 2000s, the illegal drug trade in Nghe An, especially in some areas of Hung Nguyen district, became a "hot spot". At that time, drug trafficking networks were established to transport goods from Laos to Vietnam. Notably, the network of drug lord Tran Van Hoi (aka Hoi Chim Cu, born in 1971, residing in Hung Xa commune, Hung Nguyen). Hoi was famous in the drug trafficking world for his agility, quickness, and reckless nature in transporting a huge amount of goods each time from Laos to the interior of Vietnam. In Hoi's network, there was a powerful assistant, Nguyen Trong Xin (born in 1976, residing in hamlet 7, Hung Phu, Hung Nguyen).
By February 2004, the entire transnational drug trafficking ring led by Hoi had been dismantled by Nghe An Provincial Police. Wanted, Tran Van Hoi fled to Laos. On March 28, 2005, after many days of searching and ambushing in Vientiane, Laos, Nghe An Provincial Police coordinated with Lao Police to capture Tran Van Hoi. Investigation results showed that the transnational drug ring led by Hoi had successfully carried out 18 cases of transporting heroin into Vietnam with a quantity of up to 5,500 cakes. With this huge amount of drugs, Tran Van Hoi was sentenced to death in a trial in 2006.
However, before that, in 2003, sensing that the network was exposed and that he would be arrested at any time, Nguyen Trong Xin quickly escaped to Laos. To avoid public attention, Xin lived a miserable life as a construction worker with a meager income. After arresting Tran Van Hoi, on September 29, 2005, the Nghe An Provincial Police Investigation Agency issued a nationwide wanted notice for Xin.
Knowing that he was being hunted, Nguyen Trong Xin always missed his wife, children and relatives. He secretly visited many times, but hid at home. In 2009, Xin's wife gave birth to their second child. Confirming that Xin would continue to visit home, the provincial investigation agency assigned the task of arresting him to the Hung Nguyen District Police.
Upon receiving information from the masses, the task force immediately deployed a plan to ambush and capture Xin. Xin's house was hidden behind dense trees, surrounded by dozens of houses of relatives, behind was Thanh mountain, next to an empty rice field, so the three task forces divided into three groups to simultaneously attack according to the plan to prevent the subject from escaping. When the working groups were in position ready to fight, at 3:10 p.m. on July 3, 2012, all three groups raided the subject's house.
However, only Xin's wife, children and parents were at home. They thoroughly checked the house but still did not find any suspicious traces. All members of the groups were discouraged and thought that they might be exposed, so Xin escaped. The plan to withdraw was approved when suddenly Captain Hoang Quang Vinh - Deputy Head of the Police Team investigating economic, drug, position and environmental crimes of the District Police asked all members to search again. After searching every corner of the house, the deputy head discovered a small, very dark gap between two rice containers placed in the corner of the house, a person was lying between two rice containers. The fugitive, Nguyen Trong Xin, who had been on the run for 8 years, had to be handcuffed.
