To catch the drug lord who was well versed in espionage, the police had to disguise themselves many times as sticky rice sellers, scrap metal sellers, etc.

Arrest of drug lord who was a former police officer

In a career of more than 10 years of confronting drug crimes, the case of Nguyen Tien Dung (aka Dung "muot", 45 years old, in Viet Hung ward, Long Bien district), was assessed by Major Do Ngoc Thang - Deputy Captain of the Drug Crime Investigation Police Team (Long Bien District Police, Hanoi) as a completely successful case when the perpetrator was caught, evidence was seized and all accomplices in the ring were identified.

Major Thang recalled that around June 2014, through the work of grasping the situation of the area and information sources, the Drug Crime Investigation Police Team - Long Bien District Police discovered a group with signs of illegal drug trafficking led by Nguyen Tien Dung. To create a perfect cover for himself to fool the detectives, Dung recruited his disciples, mainly young people, including students. To easily control this group of young people to receive and deliver goods, Dung let them eat, stay and use drugs comfortably at his house, while Dung stood behind to direct and was ready to wash his hands of them if discovered.

When discovering that Dung "muot" was the leader of the drug crime ring, Major Do Ngoc Thang and his teammates were extremely worried and troubled. Because, before that, Dung had worked at the Long Bien District Police. After being dismissed from the force due to being involved in debt and gambling, Dung organized a ring to smuggle large quantities of synthetic drugs from China to Lang Son and then to Hanoi for consumption.

“Dung used to work in the same industry. So from an emotional perspective, we never want to see Dung arrested for violating the law, especially in our field of work. But in the field of crime prevention, especially dangerous crimes like drugs, there are no exceptions,” said Major Do Ngoc Thang.

Major Thang added that the most difficult thing about this case was that Dung understood the professional measures in the police force, and also knew the faces of the experienced detectives of the Drug Team. Dung's house was located in a unique position, with only one entrance. Right at the entrance and exit, Dung installed two surveillance cameras, and there were people on duty in the house, making it very difficult for the detectives to approach the target. Dung himself did not directly deal in drug transactions with customers, but used the subjects living at Dung's house.

But with the determination to not let complicated drug hotspots and gathering places arise in the district, Mr. Thang and his young detective comrades, whom Dung did not yet know, disguised themselves as sticky rice sellers, scrap buyers, etc. to approach and monitor the layout of Dung's house and the subjects who often came in and out of Dung's house.

"Another difficulty in this case is that Dung has very sophisticated and cunning tricks, constantly changing his contact phone number," said Major Thang.

However, the thick orange peel has sharp nails. On June 19, by professional measures, determining that the opportunity to destroy the case had come, the Special Case Committee decided to arrange a working group of 9 comrades to arrest the subjects leaving Dung's house to deliver drugs. The remaining working group of 11 comrades approached Dung's house to wait for orders.

At 6:20 p.m. the same day, the Task Force arrested two of Dung "muot's" underlings on their way to deliver the goods, confiscating a bag of "ice" drugs and 208 synthetic drug pills. The remaining task force raided Dung's house, leaving him unable to react. Executing the search warrant for Nguyen Tien Dung's private home, the Task Force confiscated evidence including 16 synthetic drug pills, a bag of "ice" drugs, two electronic scales contaminated with drugs...

When arrested, Dung “muot” was almost “dumbfounded” and for 9 consecutive days he did not say a word. On the 9th day, with the sincere encouragement of Major Do Ngoc Thang and the evidence collected from the subjects, Dung began to confess with a quite sincere attitude and his statements completely matched the statements of the subjects participating in the network.

From Dung "muot's" testimony, the Investigation Agency expanded its investigation and arrested a total of 13 other subjects in the ring, clarifying that from May 2014 until their arrest, the subjects had consumed 6kg of "crystal meth", 2,800 synthetic drug pills and 50,000 pink pills in Hanoi. On average, for each kg of crystal meth, the man leading the ring earned 400 million VND in profit.

Revealed the killer hired for 1 billion VND

Immediately after his arrest, Dung “muot” was discovered to be involved in a contract killing for hire with a price of one billion VND per person. The contract was signed orally between Dung “muot” and an unknown couple in Binh Duong.

Recalling the time of the drug case led by Dung "muot", Major Thang said, "At that time, I suddenly received a call from the commander of the Hanoi Police Department. My superior asked me to go to Binh Duong Province Police to assist in clarifying a case that Dung and his accomplices committed in Binh Duong. At that time, I guessed that Dung "muot" was only involved in a drug case in Binh Duong, but I did not know that he was the mastermind of the murder" - the Deputy Captain recalled.

According to the investigation, on the morning of January 6, 2013, Dung and his accomplices traveled from Hanoi to the South, carrying guns to assassinate Nguyen Tan Phu according to the contract. In this case, Dung was given an advance of 500 million. After receiving the money, Dung hired two people from the North to go inside.

Once they had identified the vehicle the suspect was driving, they pretended to create a traffic accident. Then they knocked on the door and asked the driver to roll down the window and then used a gun to shoot. Luckily for the victim, the hired killers missed and Mr. Phu escaped death.

“When I learned about the case, I told my brothers that this subject had worked in the industry, so it was not easy to fight him. If my brothers in Binh Duong went in to fight, it would certainly be difficult and ineffective. That is why I went with my brothers in Binh Duong that day, but I asked my brothers to stay outside so I could fight directly. Using professional measures, I made the group of subjects admit their actions,” Major Thang recalled.

After arriving in Hanoi, once again facing the officer who had defeated him in the drug case, Dung "muot" continued to hear encouragement from Mr. Thang and soon clearly told about his role as the mastermind in the "one billion to kill" case.

In addition to the arrest of the former police officer, in 2014, Major Do Ngoc Thang and his teammates also discovered a case, destroying the largest drug trafficking and transportation ring ever in Hanoi, seizing 106 heroin cakes. This ring operated on the Son La - Hanoi - Lang Son - Quang Ninh route, led by Nguyen Van Trinh (49 years old, in Moc Chau town, Son La).
