Electing 2 additional Vice Chairmen of the Provincial People's Committee

(Baonghean.vn) -On the morning of November 14, in Vinh city, the 16th Provincial People's Council, term 2011 - 2016, held its 12th session. This was an extraordinary session to decide on a number of important issues serving the province's socio-economic development and to carry out personnel work under the authority of the Provincial People's Council.

Attending the meeting were comrades: Ho Duc Phoc - Secretary of the Provincial Party Committee; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee; leaders of provincial departments, branches and 70 delegates of the Provincial People's Council. Comrades: Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Son - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; Tran Van Mao - Standing Member of the Provincial People's Council chaired the meeting.

Overview of the meeting

At the beginning of the session, the Provincial People's Council dismissed Mr. Thai Van Hang, Vice Chairman of the Provincial People's Committee, for the 2011-2016 term, from the position of Vice Chairman of the Provincial People's Committee. Following that, the Provincial People's Council also held a supplementary election and approved the draft Resolution confirming the election results of 2 Vice Chairmen of the Provincial People's Committee for Mr. Hoang Viet Duong - Member of the Provincial Party Committee, Director of the Department of Finance and Mr. Le Ngoc Hoa - General Director of the Traffic Construction Corporation 4.

After the staff organization, the Provincial People's Council meeting heard Vice Chairman of the Provincial People's Committee Le Xuan Dai present the draft proposal on allowing the change of use purpose of some areas of rice fields and protective forest land to implement works and projects in the province; the draft resolution on borrowing idle capital from the State Treasury to invest in the construction of key works and projects. The Economic - Budget Committee of the Provincial People's Council reported on the Provincial People's Council's examination of the two draft resolutions that the Provincial People's Committee submitted at this meeting.

Participating in the discussion at the session, the delegates of the Provincial People's Council affirmed the importance and urgency for the Provincial People's Council to consider and decide on the two proposals submitted by the Provincial People's Committee this time to ensure socio-economic development in the province. At the same time, they raised and clarified a number of concerns related to the document issuance format; the contents of the Provincial People's Council's decisions according to the authority prescribed by law. With consensus and unanimity, the Provincial People's Council session passed two Resolutions on allowing the conversion of the purpose of use of some areas of rice-growing land and protective forest land to implement works and projects in the province; the draft resolution on borrowing idle capital from the State Treasury to invest in the construction of key works and projects.

Voting on resolutions

Speaking at the end of the session, comrade Tran Hong Chau affirmed that at the 12th session, the Provincial People's Council had resolved important contents to perfect the personnel of the Provincial People's Committee and resolved policies to remove difficulties in managing the socio-economic development of the province. These are extremely important policies of the province to continue implementing the goals, tasks and solutions set out in the 2014 plan, focusing on the tasks assigned in the Action Program to implement Resolution No. 26/NQ-TW of the Politburo on the direction and tasks for Nghe An development until 2020.

After this session, the Provincial People's Committee is requested to urgently develop specific plans and solutions, mobilize all resources to effectively implement the Resolutions of the Provincial People's Council passed at this session. The Provincial Fatherland Front Committee and member organizations in the political system are requested to closely coordinate with the People's Council and People's Committees at all levels in all areas of activity; actively perform the duties of elected representatives, make recommendations and proposals on issues of concern to voters, prepare well in all aspects for the upcoming 13th session of the Provincial People's Council, contributing to the excellent completion of the tasks in 2014. Comrade Tran Hong Chau also congratulated the two newly elected Vice Chairmen of the Provincial People's Committee. He requested that the comrades promote their intelligence and high sense of responsibility, successfully complete the assigned tasks, and meet the expectations of the Provincial People's Council delegates and voters.
