Comrade Pham Van Toan was elected to hold the position of Deputy Secretary of the Provincial Youth Union, term XVII (2017 - 2022).

Previously, the Central Youth Union Standing Committee issued Official Dispatch No. 3419 -CV/TWĐTN - BTC to the Nghe An Provincial Party Committee Standing Committee on agreeing on the direction of introducing personnel for the Provincial Youth Union Executive Committee to elect the position of Deputy Secretary of the Provincial Youth Union.

The Provincial Party Standing Committee issued Notice No. 1913 - TB/TU on agreeing to let the Provincial Youth Union Standing Committee lead the implementation of the election process for comrade Pham Van Toan to hold the position of Deputy Secretary of the Provincial Youth Union for the 17th term (2017 - 2022).

In his acceptance speech, comrade Pham Van Toan thanked the Central Youth Union Standing Committee, the Provincial Party Committee, the Provincial Youth Union Standing Committee for their trust and promised to make continuous efforts to further develop the youth union and association movements and successfully complete the assigned tasks when taking on the new role.
