Mr. Thuy was banned from football activities for 5 years.
Along with being fined 100 million VND and being relegated to the third division from the 2014 season, Chairman Nguyen Xuan Thuy of XMXT.SG Club was also fined 10 million VND and banned from football activities for 5 years.
After having all the documents and related evidence, this morning, the VFF Disciplinary Board met and came to the final decision regarding the decision to withdraw midway of XMXT.SG Club.
Specifically, based on Article 69 of the VFF Disciplinary Regulations 2013, XMXT.SG Club is forced to compete in the third division in the 2013 season, and must also pay a fine of 100 million VND.

As for Chairman Nguyen Xuan Thuy of XMXT.SG, the person who directly signed the document sent to the tournament's organizing committee to announce the club's withdrawal, he was fined 10 million VND and banned from participating in all tournaments organized by the Vietnam Football Federation for 5 years.
In addition, XMXT.SG Club must also ensure full benefits for the players who still have contracts with this team after the sudden decision to stop playing.
Meanwhile, head coach Tran Tien Dai or the team captain were not considered responsible because until the last minute, before the club sent a document announcing their withdrawal, they still went to the field to practice normally with the players.
Other players of XMXT.SG were also not considered responsible for the withdrawal from the tournament. Until the time the Disciplinary Board met and decided on the sentence, it was not determined that there was any case directly related.
Also related to the disciplinary decision against XMXT.SG, Head of the VFF Disciplinary Committee Nguyen Hai Huong said that this club must repay the entire amount owed to striker Huynh Kesley Alves within 10 days from the time this disciplinary decision takes effect.
If the above amount is not fully repaid, XMXT.SG will continue to receive further disciplinary action.
Previously, Ms. Huynh Thi Le Loc, wife of striker Huynh Kesley Alves, said: "The amount of money that XMXT.SG owes Kesley is 29,000 USD and 77 million VND". Those amounts include: the club's salary for August 2012 of 15,000 USD, 10,000 USD for the club to support Kesley in renting a house for 2 years, 4,000 USD for the plane ticket for this player to visit his family and 77 million VND in bonuses for the last 3 matches of the 2012 season".
Article 69. Arbitrarily abandoning a match or tournament 1. If a club or team refuses to play a match not due to force majeure or voluntarily abandons the match for any reason, it will be fined at least 100,000,000 VND, disqualified from the tournament and must be relegated to the National Third Division from the following season. All match results (if any) of other teams against this team will be cancelled. The mastermind will be fined 10,000,000 VND and banned for 05 years from participating in football activities organized by the VFF or the tournament organizer. In case no mastermind is discovered, the Head of Delegation (or the person with the highest responsibility of the club or team in that match), head coach, and team captain will be punished as the mastermind. 2. If a club or team commits an act that causes a match to be unable to take place or to not be able to play for the full time, that club or team will be fined at least 100,000,000 VND and will be awarded a 0-3 loss or the match will have to be replayed. In serious cases, the club or team may be subject to additional disciplinary action as per Article 5 of this Disciplinary Regulation. 3. If a club or team does not continue to participate in the tournament while the tournament is in progress, except for the case specified in Clause 5, Article 12 of the Professional Football Regulations, it will be fined at least 100,000,000 VND and must be relegated to the National Third Division from the following season. All competition results of this team against other teams (if any) will be cancelled. |
