Ms. Luong Thi Tuoi (27 years old, living in Tan Tien hamlet, Nghia Tan, Nghia Dan, Nghe An) said that around 8:00 p.m. on December 24, 2014, while her family was watching a movie, they occasionally heard a sound that sounded like a cat meowing coming from the gate. Because she was scared, Ms. Tuoi called a neighbor nearby to come and watch with her. When they approached the bag that made that sound, they were both shocked to discover that in the roughly wrapped raincoat was a baby girl about two days old. Next to it was a tightly tied plastic bag, inside was a sweater and some pants for newborns. There were no other documents. The incident was immediately reported to the local authorities. The commune police arrived shortly after to verify the incident.
At 8:30 p.m. the same day, the baby was handed over to the Nghia Tan commune health station for temporary care. Ms. Tran Thi Nhi, a commune health worker, said: “We received the baby in a state of difficulty breathing, cyanosis, wrapped in a raincoat, a scarf tied around the neck, wearing a sweater, two gloves, a sock and the navel was bandaged with two bandages. Immediately after that, the baby was plugged into a heater. About 30 minutes later, the baby's condition returned to normal.”
When we first brought him home, he weighed only 2.5 kg, but after a week of care, he weighed 3 kg. Everyone silently thanked God because he was very well-behaved and didn't cry much. Ms. Vu Thi Luong (head of the Nghia Tan commune health station) said: "Everyone here loves him like their own child, so we take care of him very wholeheartedly. Whenever we have to go somewhere for a day, we miss him already. Currently, the funding to raise him is being provided by the Nghia Tan commune People's Committee. In addition, many people come here to visit and help him."
Currently, the baby has been taken care of and raised by the family of Mr. Phan Van Thuan and Ms. Nguyen Thi Hoai (Quan Mit hamlet, Nghia Tan, Nghia Dan).
