Closing of the Party Central Committee Conference
On the morning of October 9, the 8th Conference of the 11th Party Central Committee completed the entire proposed program, after 10 days of urgent and serious work.

In his closing speech at the Conference, General Secretary Nguyen Phu Trong stated that the Central Committee members and delegates attending the Conference upheld a sense of responsibility, discussed democratically and frankly, and contributed many intellectual and accurate opinions to the Reports and Projects.
The Politburo has accepted and explained the issues on which there are still different opinions. The Central Executive Committee unanimously approved the Conference Resolution.
Continue to give high priority to macroeconomic stability and inflation control
With the spirit of looking straight at the truth, examining issues objectively and scientifically, the Conference agreed on the assessment of the country's socio-economic situation in recent times and determined viewpoints, guiding thoughts, target orientations, tasks and main solutions for 2014 and the two years 2014-2015.
The Central Executive Committee acknowledged, highly appreciated and commended the great efforts of the entire Party, people and army over the past three years, promptly adjusting and organizing the effective implementation of policies and measures to help the country's economy overcome difficulties and challenges, achieving many positive results in the right direction in all fields.
Most notably, inflation has been controlled and the macro economy has been basically stabilized. The consumer price index (CPI) has decreased from 18.13% in 2011 to about 7% in 2013. The operation of the financial and credit institutions system has been safer and more stable, and interest rates have gradually decreased.
Foreign exchange reserves increased, exchange rates were stable. Exports increased significantly; trade balance improved; trade deficit decreased from nearly 20% of total export turnover in 2010 to 0.4% in 2013. Public debt, government debt, and foreign debt of the country were within safe limits.
The economy has gradually recovered; economic growth has been maintained at an average of 5.6% per year for the three years 2011-2013; in 2013 alone it is expected to reach 5.4% (higher than 2012).
In the context of very difficult economic and budgetary conditions, the Party and State have tried to take care of cultural and social development, ensure social security, national defense and security; the poverty rate continues to decrease....
However, the socio-economy is still facing many difficulties and major challenges. Based on a deep analysis of the domestic and international situation, forecasting development trends and possible outcomes, the Central Executive Committee has pointed out that it is necessary to persist in the general goals set by the 11th Party Congress; however, in the remaining two years of the 11th term (2014-2015), we must make more efforts to achieve the goal of continuing to stabilize the macro-economy, control inflation; restore growth rate, improve quality, efficiency and competitiveness on the basis of promoting the implementation of 3 strategic breakthroughs associated with growth model innovation and economic restructuring.
Ensuring social welfare and security, improving people's lives. Protecting resources and the environment and proactively responding to climate change. Promoting administrative reform, strengthening the fight against corruption and waste, improving the business environment. Expanding and improving the effectiveness of foreign affairs and international integration.
In 2014 alone, it is necessary to focus on giving high priority to the goal of stabilizing the macro economy, controlling inflation, and removing difficulties for production and business, creating motivation and confidence for people and businesses.
Through Resolution on fundamental and comprehensive innovation of education and training
Developing the results achieved at the 6th Central Conference, this Conference discussed and agreed to issue a Resolution on fundamental and comprehensive innovation of education and training to meet the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration.
Compared with the Resolution of the 8th Central Committee, the Resolution of this Conference has inherited, supplemented and developed many innovative contents in terms of awareness, thinking, viewpoints, guiding ideology, goals, tasks and implementation solutions.
Regarding awareness, the Central Committee believes that fundamental innovation in education and training means innovation in major, core, and urgent issues, from viewpoints and guiding ideas to goals, content, and methods of education and training, along with mechanisms, policies, and conditions to ensure implementation; innovation from the leadership of the Party, management of the State to innovation in education and training institutions and the participation of families, social communities, and learners themselves; innovation at all levels and fields of study, both at the central and local levels.
Fundamental and comprehensive innovation does not mean starting from scratch, but inheriting and developing correct viewpoints and guiding ideas, promoting existing achievements and good experiences, while at the same time adding new viewpoints and ideas, resolutely correcting deviations and irregular actions, and developing new factors.
Innovation must ensure systematicity, be suitable for each type of object and level of education, have a long-term vision, synchronous and feasible solutions, and at the same time have focus, key points, roadmap and appropriate steps.
Regarding the goal of this innovation, the Central Committee pointed out that it is necessary to create fundamental changes in the quality and effectiveness of education and training; fundamentally overcome the long-standing weaknesses that are causing frustration in society. Educate Vietnamese people to develop comprehensively and maximize the potential of each individual; love family, love the Fatherland, wholeheartedly serve the people and the country; have basic knowledge and skills, and creativity to master themselves, live well and work effectively.
Building an open, practical, practical education system, good teaching, good learning, good management; with a reasonable educational structure and method, linked to building a learning society; ensuring conditions for quality improvement. The education and training system is standardized, modernized, socialized, democratized, and internationally integrated; maintaining a socialist orientation and imbued with national identity.
To achieve the above goals, education and training must be truly considered the cause of the Party, the State and the entire people, and the top national policy; investment in education is investment in development, given priority in socio-economic development programs and plans.
Continue to complete the Draft Amendment to the 1992 Constitution
The Central Executive Committee spent a lot of time discussing a number of issues on which there were different opinions and made specific comments on each chapter, article and the entire text of the Draft Amendment to the 1992 Constitution.
Once again, the Central Committee welcomes and thanks our compatriots, soldiers nationwide and overseas Vietnamese who have continued to contribute many ideas to complete the Draft; at the same time, we welcome and highly appreciate the National Assembly deputies who have promoted their roles and responsibilities, contributing many specific and accurate ideas to the content of the Draft Constitutional Amendments.
The Central Executive Committee acknowledged and commended the Committee for Drafting Amendments to the 1992 Constitution and the relevant agencies for promptly and seriously synthesizing, analyzing, absorbing, and explaining a number of issues on which there were still different opinions to complete the Draft Amendments to the 1992 Constitution.
The Central Committee believes that this Draft Constitutional Amendment has been basically completed in both content and technical documents, meeting the set goals and requirements. The content of the Draft reflects the will and aspirations of the majority of people and the entire nation; clearly and fully demonstrates the democratic and progressive nature of our State and regime in the transitional period to socialism; clearly, correctly and fully regulates the political, economic, cultural, educational, scientific and technological regimes; human rights and basic rights and obligations of citizens, state apparatus organization, etc.
Immediately after this Conference, the National Assembly Party Delegation, the Constitutional Amendment Drafting Committee and relevant agencies need to urgently absorb the Central Committee's opinions to complete the full text of the Draft Constitutional Amendment to submit to the National Assembly for consideration and approval at the upcoming 6th session.
The completion of the Draft and submission to the National Assembly for consideration and promulgation of the amended Constitution must continue to be carried out in a strict and scientific manner, under the leadership of Party committees and organizations at all levels; focusing on information and propaganda work, ensuring the right direction, not allowing hostile forces and bad elements to take advantage of it to sabotage and distort.
At the same time, it is necessary to soon have a program and plan to implement the new Constitution, promote the building and improvement of the legal system and policies; perfect the organizational system of the Party, State, Vietnam Fatherland Front, and socio-political organizations. Carry out the renovation of the political system step by step firmly, synchronously with the economic renovation as many Party Congresses have proposed.
Applying skillfully the lessons of building and defending the country of our ancestors
Summarizing the implementation of the Resolution of the 8th Central Committee of the 9th tenure on the Strategy for National Defense, the Central Executive Committee unanimously agreed that over the past 10 years, in the context of the international and regional situation having many complicated changes, the country facing many severe difficulties, hostile forces intensifying activities against the country, with the great efforts of the entire Party, the entire people and the entire army, we have maintained political stability and a peaceful environment for national development; firmly protected independence, sovereignty, unity and territorial integrity, national and ethnic interests, protected the Party, State, people and the socialist regime.
The country's economic potential, prestige, and international position have been enhanced. National defense and people's security have been consolidated; national defense and security potential has been enhanced; the overall strength to protect the Fatherland has been raised to a new level. However, the cause of protecting the Fatherland still faces many difficulties and challenges.
The Central Executive Committee affirmed that it is necessary to continue implementing the goals, viewpoints, directions, and guiding principles set forth in Resolution 8 of the 9th Central Committee, while supplementing and developing them to suit the new situation. Grasp and skillfully apply the lessons of our ancestors: "Building the country goes hand in hand with defending the country", "defending the country before the country is in danger"; have strategies to prevent and eliminate the risks of war and conflict early and from afar. That is, how to ensure that the economy is stable, national defense is strong, the real force is strong, the people's hearts are at peace, politics and society are stable, and the whole nation is a united bloc.
The Central Committee especially emphasized that it is necessary to always maintain the Party's absolute and direct leadership in all aspects in the cause of defending the Fatherland; to build a clean and strong Party and State, constantly consolidate and strengthen the great national unity bloc; to heighten vigilance, to defeat all plots and acts of sabotage and invasion by hostile forces, not to be passive or surprised in any situation; to closely combine the two strategic tasks of building and defending the Fatherland; to associate socio-economic development with consolidating and strengthening national defense, security and foreign affairs; to combine national strength with the strength of the times.
Continue to firmly grasp the central task of economic development, Party building as the key, and cultural development as the spiritual foundation of society. Build a comprehensive strength in politics, ideology, economy, culture, national defense, security, and foreign affairs to protect the Fatherland.
Establishment of 5 sub-committees to prepare for the 12th National Party Congress
The Central Executive Committee thoroughly discussed and unanimously decided to establish five sub-committees to prepare for the 12th National Party Congress, including the Documents Sub-committee; the Socio-Economic Sub-committee; the Party Charter Sub-committee; the Personnel Sub-committee; and the Organization Sub-committee to serve the Congress.
The Subcommittees need to urgently develop programs and plans to soon come into operation, ensuring quality and efficiency. In particular, the Documents Subcommittee and the Socio-Economic Subcommittee need to strengthen coordination with research and advisory agencies of the Party and State, distill and inherit the results of summarizing 30 years of innovation to propose to the 12th National Party Congress stronger and more profound policies, guidelines and measures for innovation, creating new impetus for rapid and sustainable national development.
At this Conference, the Central Executive Committee discussed and contributed many opinions to the draft of the Party's Election Regulations. The Central Executive Committee assigned the Politburo to direct the reception of the Central Committee's opinions, continue to study, supplement and complete the draft Regulations to submit to the 9th Central Conference of the 11th tenure for approval.
General Secretary Nguyen Phu Trong emphasized that the decisions made by the Central Committee this time are all very important and have a great influence on the implementation of socio-economic development tasks, education and training revival, Party building, State building, national defense, and ensuring the longevity of the country and regime.
The General Secretary requested that each member of the Party Central Committee, each leader and manager further promote the spirit of responsibility, take the lead in implementing and organizing the implementation of the Resolution of this Central Conference together with the Resolution of the 11th Congress and other Resolutions of the Central Committee.
