Closing of the 9th Extraordinary Session of the 15th National Assembly
On the morning of February 19th, the 9th Extraordinary Session of the 15th National Assembly held its closing session.

Attending the closing session were: General Secretary To Lam; former General Secretary Nong Duc Manh; Luong Cuong - Member of the Political Bureau, President; Pham Minh Chinh - Member of the Political Bureau, Prime Minister; Tran Cam Tu - Member of the Political Bureau, Standing Secretary of the Central Committee; Do Van Chien - Member of the Political Bureau, Secretary of the Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front.
Comrade Tran Thanh Man - Member of the Political Bureau, Chairman of the National Assembly, presided; the comrades members of the Central Committee of the Party, Vice Chairmen of the National Assembly: Nguyen Khac Dinh, Nguyen Duc Hai, Tran Quang Phuong, Nguyen Thi Thanh, Vu Hong Thanh, Le Minh Hoan, co-presided.
Also attending were members of the Politburo; Secretaries of the Central Committee of the Party; Vice Presidents; members of the Central Executive Committee of the Party; Deputy Prime Ministers; and leaders of central departments, ministries, and agencies.Members of the Standing Committee of the National Assembly; Heads of delegations, National Assembly deputies from provinces and centrally-administered cities.

The National Assembly voted to approve seven draft resolutions during its morning session on February 19th, including: a Resolution on the investment policy for the construction project of the Lao Cai - Hanoi - Hai Phong railway line; a Resolution on piloting some specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City; a Resolution on specific mechanisms and policies for the investment and construction of the Ninh Thuan nuclear power project; a Resolution stipulating the handling of some issues related to the reorganization of the state apparatus; a Resolution on the plan for supplementing the charter capital for the period 2024 - 2026 of the parent company - Vietnam Expressway Investment and Development Corporation (VEC) and some urgent mechanisms and solutions necessary to implement the project to renovate, repair, upgrade, and build a new office building for the President at 2 Le Thach Street, Hoan Kiem District, Hanoi; Resolutions include piloting several mechanisms and policies to remove obstacles in national science, technology, innovation, and digital transformation activities; and supplementing the socio-economic development plan for 2025 with a growth target of 8% or higher.

The National Assembly also passed the Law on the Promulgation of Legal Normative Documents (amended) and the Law on the Organization of Local Government (amended).
In his closing remarks, Comrade Tran Thanh Man, Member of the Political Bureau and Chairman of the National Assembly, stated that after 6.5 days of serious, democratic, innovative, scientific, and highly responsible work, the 9th Extraordinary Session of the 15th National Assembly had completed its planned agenda.

Based on adhering closely to the Party's guidelines and resolutions, engaging in democratic discussions, and institutionalizing them into laws, along with a spirit of utmost openness, careful listening, thorough research, explanation, acceptance, and revision by the drafting and reviewing agencies, at this session, the National Assembly considered and passed four laws: the Law on Government Organization (amended); the Law on Local Government Organization (amended); the Law amending and supplementing a number of articles of the Law on National Assembly Organization; the Law on Promulgation of Legal Normative Documents (amended); a Resolution on handling some issues related to the reorganization of the state apparatus; and four resolutions to implement the reorganization of the National Assembly and Government apparatus during the 15th National Assembly term; and passed six resolutions aimed at promoting the socio-economic development of the country and specific mechanisms and policies for a number of key national projects and works.
The Chairman of the National Assembly affirmed: "This is an important milestone in the process of lawmaking, with significant meaning in serving the revolution of restructuring and streamlining the organizational apparatus of the political system and promptly resolving difficulties and obstacles in institutions and policies, creating breakthroughs to improve infrastructure, unleash resources, and create new development spaces for the locality and the whole country."
At the same time, personnel work was carried out strictly, in accordance with the regulations of the Party and the laws of the State, achieving high consensus and unity among the National Assembly delegates.
The National Assembly elected two additional Vice Chairpersons of the National Assembly for the 15th term; and approved the Prime Minister's proposal to appoint two Deputy Prime Ministers for the 2021-2026 term.
The National Assembly also elected six members to the Standing Committee of the National Assembly; approved the Prime Minister's proposal to appoint four ministers for the 2021-2026 term; and simultaneously dismissed several ministers and members of the Standing Committee of the National Assembly to take on other duties.
On behalf of the Standing Committee of the National Assembly, National Assembly Chairman Tran Thanh Man respectfully thanked the National Assembly deputies for their high sense of responsibility, lively discussions, and resolutions on difficult issues with wide-ranging impacts. Despite special circumstances and time pressure, and the requirement to ensure synchronization, coherence, and immediate implementation in practice, the National Assembly deputies showed strong support and determination, offering many frank and valuable opinions on both theory and practice.

The 9th extraordinary session was successfully concluded. The Chairman of the National Assembly requested that agencies, units, and localities promptly organize and implement the tasks with a proactive, creative, determined, and decisive spirit, ensuring that words are matched by actions. He requested that the Government make the utmost effort to develop plans and detailed regulations outlining the assigned tasks in the laws and resolutions of the National Assembly; and that agencies promptly review and amend specific provisions in relevant legal documents concerning the restructuring of the apparatus that require immediate attention, are of a unique nature, and cannot be addressed according to general principles, in order to issue them within their authority.
