The National Assembly passed the Law on Government Organization (amended).
On the morning of February 18, the National Assembly voted to pass the Law on Government Organization (amended).

With 463/465 National Assembly deputies present participating in the vote in favor, reaching a rate of 99.56% (equal to 96.86% of the total number of National Assembly deputies), the Law on Government Organization (amended) was passed by the National Assembly, consisting of 5 Chapters and 32 Articles, effective from March 1, 2025.
The Law stipulates: The Government is the highest state administrative body of the Socialist Republic of Vietnam, exercises executive power, and is the executive body of the National Assembly. The Government is responsible to the National Assembly and reports on its work to the National Assembly, the National Assembly Standing Committee, and the President.
The Government consists of the Prime Minister, Deputy Prime Ministers, Ministers and Heads of ministerial-level agencies.
The structure of the number of Government members is decided by the Prime Minister and submitted to the National Assembly for decision. The organizational structure of the Government includes Ministries and ministerial-level agencies.
The establishment and abolition of ministries and ministerial-level agencies shall be decided by the Government upon submission to the National Assembly. The term of the Government shall follow the term of the National Assembly. When the National Assembly's term expires, the Government shall continue to perform its duties until the new National Assembly establishes a Government.
Regarding the principles of organization and operation of the Government, the Law stipulates compliance with the Constitution and laws, social management by the Constitution and laws, implementation of the principle of democratic centralism; ensuring gender equality. Organizing a multi-sectoral, multi-field administrative apparatus, streamlined, efficient, effective, and efficient; ensuring the principle that lower-level agencies are subject to the leadership, direction, and strict implementation of decisions of higher-level agencies.

Clearly define the tasks, powers and responsibilities between the Government, the Prime Minister and Ministers, Heads of ministerial-level agencies and the functions and scope of management between Ministries and ministerial-level agencies; ensure the principle of collective leadership and individual responsibility, and promote the personal responsibility of the head.
Decentralization and reasonable delegation of power between the Government and local authorities, ensuring the Government's unified management rights and promoting the proactiveness, creativity and self-responsibility of local authorities.
Implement national governance in a modern, effective and efficient manner; build a unified, smooth, continuous, democratic, rule-of-law, professional, modern, scientific, clean, public, transparent, disciplined and disciplined administrative system; create a favorable environment for people and businesses; serve the people, and be subject to the people's inspection and supervision. Actively participate, closely coordinate, and strengthen the Government's control over the national administration and the exercise of legislative and judicial powers.

Regarding the working regime of the Government and each member of the Government, the Law stipulates: The working regime of the Government and members of the Government is implemented on the basis of clearly defining the functions, tasks, powers and promoting the responsibilities of the Prime Minister and each member of the Government according to the provisions of law. The Government works collectively and makes decisions by majority. The Government promulgates the Working Regulations of the Government.
Regarding the form of operation of the Government, the Law stipulates: The Government holds regular meetings once a month; thematic meetings, meetings to resolve urgent matters according to the decision of the Prime Minister, at the request of the President or of at least one-third of the total number of Government members.

In case the Government does not meet, the Prime Minister decides to send written opinions to the Government members. The Government meets at the request of the President to discuss issues that the President considers necessary to perform the duties and powers of the President. When issuing regulations to implement ethnic policies, the Government must consult the National Assembly's Ethnic Council. Innovating the form of Government operations is associated with promoting administrative procedure reform, ensuring flexibility, efficiency and building e-Government and digital Government.
On the same day, the National Assembly voted to pass Resolutions No. 176/2025/QH15 on the organizational structure of the Government for the 15th National Assembly term and Resolution No. 177/2025/QH15 on the number of Government members for the 15th National Assembly term.
According to Resolution No. 176, the organizational structure of the Government for the 15th National Assembly term includes 14 ministries and 3 ministerial-level agencies. Specifically: Ministry of National Defense; Ministry of Public Security; Ministry of Foreign Affairs; Ministry of Home Affairs; Ministry of Justice; Ministry of Finance; Ministry of Industry and Trade; Ministry of Agriculture and Environment; Ministry of Construction; Ministry of Culture, Sports and Tourism; Ministry of Science and Technology; Ministry of Education and Training; Ministry of Health; Ministry of Ethnic Minorities and Religions; State Bank of Vietnam; Government Inspectorate and Government Office.
The Resolution takes effect from the date of its approval by the National Assembly and replaces Resolution No. 08/2021/QH15 dated July 23, 2021 of the National Assembly on the organizational structure of the Government for the 15th National Assembly term. The Ministries and ministerial-level agencies specified in Article 1 of this Resolution shall officially operate from March 1, 2025.
Ministries and ministerial-level agencies under the organizational structure of the Government of the 15th National Assembly term according to Resolution No. 08/2021/QH15 of the National Assembly continue to operate until February 28, 2025.
According to Resolution No. 177/2025/QH15, the structure of the number of Government members for the 15th National Assembly term includes 25 members: Prime Minister; 7 Deputy Prime Ministers; 14 Ministers of the following Ministries: National Defense; Public Security; Foreign Affairs; Home Affairs; Justice; Finance; Industry and Trade; Agriculture and Environment; Construction; Culture, Sports and Tourism; Science and Technology; Education and Training; Health; Ethnicity and Religion. 3 Heads of ministerial-level agencies: Governor of the State Bank of Vietnam; Government Inspector General; Minister, Head of the Government Office.
Resolution No. 177/2025/QH15 takes effect from the date of approval by the National Assembly.
