Closing session of Provincial People's Council, passing 27 socio-economic resolutions

(Baonghean.vn) - The 5th session of the 17th Provincial People's Council passed 27 resolutions on economic, cultural, social, defense and security issues.

On the morning of December 20, the 5th session of the 17th Provincial People's Council held a discussion session, passed resolutions and closed the session.

In the spirit of democracy, frankness and responsibility, the provincial People's Council delegates discussed and passed 27 resolutions related to socio-economic development and strengthening national defense and security in the province.

Specifically: Resolution on socio-economic development tasks in 2018; Resolution on public investment plan in 2018; Resolution on adjusting the state budget revenue settlement in the area, local budget expenditure settlement in 2015 of Nghe An province; Resolution approving the state budget revenue settlement in the area, local budget expenditure settlement in 2016; Resolution approving the state budget revenue estimate in the area, local budget expenditure and local budget allocation plan in 2018.

Also at the working session, the Provincial People's Council passed a Resolution approving the list of works and projects in Nghe An province that need land recovery according to the provisions of Clause 3, Article 62 of the Land Law; Resolution on changing the purpose of using rice-growing land, protective forest land, and special-use forest land according to the provisions of Clause 1, Article 58 of the Land Law to implement works and investment projects in Nghe An province; Resolution on approving the total number of employees in public service units and associations in 2018 in Nghe An province; Resolution on assigning civil servant payrolls in state management agencies in 2018 in Nghe An province; Resolution on a number of policies to support agricultural and rural development in Nghe An province; Resolution regulating the collection, management and use of fees for selection and recognition of mother trees, parent tree gardens, and seed forests in Nghe An province.

Resolutions stipulating principles, criteria, and norms for allocating central budget capital and the proportion of counterpart capital from local budgets to implement the National Target Program on Sustainable Poverty Reduction for the 2017-2020 period in Nghe An province; Resolutions stipulating a number of levels of career expenditures from the central budget and local budgets to implement the National Target Program on Sustainable Poverty Reduction for the 2017-2020 period in Nghe An province; Resolutions stipulating the collection level of construction permit fees in Nghe An province; Resolutions stipulating a number of levels of business trip expenses and conference expenses in Nghe An province;

Resolution stipulating the content and expenditure levels of statistical surveys in Nghe An province decided by the Chairman of the Provincial People's Committee; Resolution stipulating the content and expenditure levels to ensure social supervision and criticism activities of the Vietnam Fatherland Front Committee and socio-political organizations in Nghe An province; Resolution approving the results of monitoring the management and implementation of a number of urban land projects in Nghe An province; Resolution amending and supplementing a number of contents of Resolution No. 70/2012/NQ-HDND dated December 13, 2012 of the Provincial People's Council on approving the Planning of the Education and Training Development Network for the period 2012-2020; Resolution on the support mechanism for implementing the School Milk Program in Nghe An province for the period 2018-2020.

Resolution regulating the price of medical examination and treatment services not covered by the Health Insurance Fund in state-owned medical examination and treatment facilities in Nghe An province; Resolution regulating the level of funding to support the activities of the People's Inspectorate in communes, wards and towns in Nghe An province; Resolution on approving the Project to improve the quality and efficiency of the activities of the People's Council of Nghe An province, term XVII, 2016 - 2021; Resolution on resolving voters' petitions before, during and after the 4th session of the People's Council of Nghe An province, term XVII, 2016 - 2021; Resolution on the plan to organize the 2018 regular session of the People's Council of Nghe An province; Resolution on the monitoring program of the People's Council of Nghe An province in 2018; Resolution on establishing a specialized monitoring delegation of the People's Council of Nghe An province...

In his closing speech, comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council highly appreciated the sense of responsibility, frankness and democracy of the Provincial People's Council delegates, contributing to the completion of the meeting's agenda.

In order for the Resolutions of the Provincial People's Council to soon come into life, the Chairman of the Provincial People's Council requested the Provincial People's Committee to promptly implement the Resolutions of the Provincial People's Council; closely follow the development orientations of sectors and fields, strive to effectively implement key tasks and solutions; and be determined to achieve and exceed all key socio-economic development targets of 2018.

For the Courts, Procuracies, Enforcement Agencies, and Investigation Agencies, continue to promote judicial reform activities, build clean, strong, and gradually modern agencies, ensure that the law is respected and strictly enforced; effectively combat the plots and tricks of hostile forces, prevent crimes related to social evils; protect citizens' freedom and democracy, and wholeheartedly serve the people.

On the part of the Standing Committee and the committees and groups of the Provincial People's Council, it is necessary to continue to innovate and improve the quality of activities within its functions and authority; including strengthening listening to and reflecting voters' opinions and recommendations; supervising and urging the settlement of citizens' recommendations, complaints and denunciations...
