Closing the 14th session of the 16th Provincial People's Council, term 2011-2016

(Baonghean.vn) - On the morning of July 10, delegates of the 16th Provincial People's Council, term 2011-2016, 14th session discussed, voted to pass the Resolution and closed the session.

Attending the meeting were comrade Ho Duc Phoc - Secretary of the Provincial Party Committee, Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades in the Provincial Party Committee Standing Committee, representatives of provincial and district departments, branches and sectors and delegates of the 16th Provincial People's Council, term 2011 - 2016.

Comrades Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Son - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; Tran Van Mao - Standing Member of the Provincial People's Council chaired the meeting.

Representing the session secretary, Ms. Thai Thi An Chung passed the Resolution.

In the first part of the meeting agenda this morning, delegates discussed and approved the Resolutions of the meeting. Many delegates enthusiastically contributed ideas to supplement and amend the Resolutions to make the implementation more feasible and reasonable.

Delegate Le Quang Dat (Thanh Chuong district) contributed additional comments to the Resolution on the agricultural development planning of Nghe An province to 2020 and vision to 2030.

Delegates voted to pass the Resolution.

The meeting passed 18 Resolutions, including: socio-economic tasks for the last 6 months of 2015, agricultural development planning of Nghe An province until 2020 and vision to 2030; list of projects in the area that need land acquisition to implement investment projects; requesting the People's Committee to ensure financial resources for HIV/AIDS prevention activities in Nghe An province in the period of 2015 - 2020; support policies to encourage new rural development in the period of 2015 - 2020; planning for exploration, exploitation and use of minerals for common construction materials until 2020; support policies for enterprises in Nghe An province to build and develop brands; support policies for infrastructure construction in agricultural areas; regulations on income support for information technology civil servants in Nghe An province; Some criteria for key projects and key projects of group C using the state budget in the area, support expenditure levels for mediation teams and grassroots mediators; processing the results of reviewing legal documents in the province from December 31, 2014 and earlier that are still in effect, allowance levels for commune forestry officers, providing working equipment for commune and town police; classifying Son Hai urban area (Quynh Luu); fees for residence registration and ID card registration; regulations on some policies on population - family planning in the province; loan mechanism to clear land for some key investment projects.

Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee spoke to clarify the content of the Resolution related to allowances for IT specialists.

After 2.5 days of the session, the Provincial People's Council received 22 opinions from voters sent via the hotline, focusing on a number of issues such as: slow implementation of handling records for people with revolutionary contributions, the issue of disciplinary compliance of commune-level civil servants, ineffective development of agricultural cooperatives, environmental pollution from livestock slaughterhouses, students going to school under the recruitment program without jobs, etc. From the opinions of voters and delegates at the session, the Resolutions were passed with contents close to the practical situation.

In his closing speech, comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee - Chairman of the Provincial People's Council assessed that after 2.5 days of working with a high sense of responsibility, the meeting was a great success. The meeting discussed comprehensively the socio-economic development situation in the first 6 months of 2015; assessed the difficulties and limitations in the past time, and set out tasks for the last 6 months of 2015. The Chairman of the People's Council suggested that immediately after this meeting, the Provincial People's Committee urgently concretize the Resolution of the Provincial People's Council, overcome the shortcomings and limitations, and mobilize all resources to effectively implement the Resolutions passed by the Provincial People's Council.

Comrade Tran Hong Chau - Chairman of the Provincial People's Council delivered a closing speech at the meeting.

He also requested the Provincial Fatherland Front Committee and mass organizations to closely coordinate with the People's Council and People's Committee at all levels in all areas of activities; have plans to urge the implementation and supervise the implementation of the Resolutions of the session. Provincial People's Council delegates promptly met with voters after the session to report the results of the session and respond to voters' opinions and recommendations before the session, actively perform the duties of elected representatives, make recommendations and propose issues of interest to voters, contributing to the excellent completion of the task.
