Closing the 4th Session, 18th Provincial People's Council, term 2021-2026

The Secretariat presented a summary report summarizing the comments of the Provincial People's Council delegates on the draft Resolutions and the opinions and explanations of the drafting agency.

Under the chairmanship of the session, delegates voted and unanimously passed 37 Resolutions to propose solutions and tasks for socio-economic development in 2022; implement the medium-term public investment plan for the period 2021-2025; mechanisms and policies to promote economic development, especially in the fields of agriculture, rural areas, industry, and handicrafts; promptly implement measures to ensure social security, firmly consolidate national defense and security, improve the quality of organizations in the political system, etc.

The resolutions were passed, promptly resolving practical issues such as Covid-19 testing fee regulations; tuition support; titles, allowances, policies for non-professional workers... While deciding on important strategic and long-term issues, creating the premise for successfully implementing the goals, targets, and tasks of 2022 and the entire 2021-2025 period.

Speaking at the closing session, comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council emphasized that 2022 is the second year of implementing the Resolution of the Party Congresses at all levels, creating a foundation for the 5-year plan goals of 2021 - 2025.

It is forecasted that the situation will still face many difficulties and disadvantages, the Covid-19 pandemic may last longer and become more complicated, affecting development goals in 2022 and the entire term. The Provincial People's Council basically agreed with the groups of solutions mentioned in the reports submitted to the meeting; at the same time, it emphasized 5 contents to be implemented in the coming time.

In particular, it is requested that the Provincial People's Committee and the Chairman of the Provincial People's Committee direct departments, branches and localities to continue implementing the Notice of Conclusion of the Questioning Session of the meeting to promptly resolve issues of concern to delegates and voters. For issues that are still inadequate related to legal regulations, policy mechanisms or lack of resources, there should be a specific plan and roadmap to resolve them.

In order for the Resolutions of the Provincial People's Council that have just been passed to soon come into life, the Provincial People's Council requests the Provincial People's Committee, the Standing Committee of the Provincial People's Council, agencies in the State apparatus from the province to the grassroots level, and related individuals to seriously implement them right from the stage of propaganda, dissemination to planning, guidance, and resource allocation.

The Standing Committee of the People's Council, Committees, Delegation Groups and People's Council delegates shall strengthen supervision of the implementation process of all levels and sectors; promptly detect shortcomings and inadequacies to propose and request the People's Committee and relevant agencies to have solutions to ensure the resolution is implemented with the highest efficiency.

1.Resolution on socio-economic development plan for 2022.

2Resolution on the medium-term public investment plan for the 2021-2025 period, local budget sources.

3Resolution on public investment plan for 2022.

4Resolution on adjusting investment policies of projects.

5Resolution approving the list of works and projects requiring land recovery according to regulations in Clause 3, Article 62 of the Land Law in Nghe An province.

6Resolution on changing the purpose of using rice-growing land, protective forest land, and special-use forest land as prescribed in Clause 1, Article 58 of the Land Law to implement works and investment projects in Nghe An province.

7.Resolution amending and supplementing Clause 2, Article 2, Resolution No. 47/2016/NQ-HDND dated December 16, 2016 of the Provincial People's Council regulating fees for appraisal of dossiers for granting certificates; fees for exploiting and using land documents; fees for granting certificates of land use rights, house ownership rights, and assets attached to land in Nghe An province.

8.Resolution amending and supplementing a number of contents in 19 Appendices attached to Clause 1, Article 2, Resolution No. 19/2019/NQ-HDND dated December 12, 2019 of the Provincial People's Council approving the land price list in Nghe An province for the period from January 1, 2020 to December 31, 2024.

9.Resolution regulating fees for appraisal of Environmental Impact Assessment Reports; fees for appraisal of issuance, re-issuance, and adjustment of environmental licenses; fees for appraisal of environmental improvement and restoration plans in Nghe An province.

10.Resolution on the policy of converting forest use to other purposes to implement projects in Nghe An province.

11.Resolution promulgating Regulations on a number of policies to support agricultural and rural development in Nghe An province for the period 2022-2025.

12Resolution regulating the content and tasks of maintenance and urgent handling of dike incidents in the dike system managed by localities in Nghe An province.

13Resolution on the allocation of career capital to implement the National Target Program on New Rural Construction in 2021.

14Resolution approving the adjustment of the state budget revenue settlement in the area and the local budget expenditure settlement in 2019 in Resolution No. 37/NQ-HDND dated December 13, 2020 of the People's Council of Nghe An province.

15.Resolution approving the settlement of state budget revenue in the area and settlement of local budget expenditure in 2020.

16Resolution approving the adjustment of the state budget revenue estimates in the locality, local budget expenditures and local budget allocation plan for 2021.

17Resolution promulgating Regulations on decentralization of state budget revenue sources, local budget expenditure tasks and the percentage (%) of revenue sharing between budgets of local authorities at all levels in Nghe An province for the period 2022-2025.

18.Resolution promulgating Regulations on principles, criteria and norms for allocating regular local budget expenditure estimates in 2022, stable until 2025 in Nghe An province.

19.Resolution deciding on the estimated state budget revenue in the locality, local budget expenditure and local budget allocation plan for 2022.

20Resolution promulgating Regulations on a number of policies for industrial and handicraft development in Nghe An province.

21.Resolution on assigning civil servant payrolls and unifying the total number of contract workers according to Decree No. 68/2000/ND-CP in state administrative agencies and organizations of Nghe An province in 2022.

22.Resolution amending and supplementing a number of articles of Resolution No. 22/2019/NQ-HDND dated December 12, 2019 of the People's Council of Nghe An province on the number, titles, allowance levels, policies and regimes for non-professional workers and other subjects in communes, wards, towns and hamlets in Nghe An province.

23Resolution stipulating a number of financial support regimes in resolving complaints, denunciations and land disputes in Nghe An province.

24.Resolution regulating the handling of facilities that do not meet fire prevention and fighting requirements and are put into use before the effective date of the Law on Fire Prevention and Fighting No. 27/2001/QH10 dated June 29, 2001.

25.Resolution on residence registration fees and minimum housing area for legal accommodation rented, borrowed, or shared accommodation for permanent residence registration in Nghe An province.

26.Resolution stipulating a number of measures to strengthen the clearance of violations and prevent re-encroachment of road and railway traffic safety corridors in the province for the period 2022-2025.

27.Resolution on local budget allocation for provincial road management and maintenance in the 2022-2025 period.

28Resolution stipulating support policies for artisans, clubs in the field of intangible cultural heritage and artists working at the Traditional Arts Center of Nghe An province.

29Resolution regulating social assistance standards, social assistance levels and support policies for a number of social protection beneficiaries in Nghe An province.

30.Resolution regulating the expenditure level for organizing technical innovation contests and youth and children's innovation contests in Nghe An province.

31.Resolution stipulating the mechanism for partial tuition support for the 2021-2022 school year for preschool children and high school students in Nghe An province due to the impact of the Covid-19 pandemic.

32Resolution stipulating the price of SARS-CoV-2 testing services not covered by the Health Insurance Fund in Nghe An province.
